The proposed parking restriction would prohibit parking on one 25-foot section on the north side and one 25-foot section on the south side of Dublin Court between the hours of 6:00 a.m. and 9:00 a.m. Monday through Friday. FINANCIAL IMPACT: The cost to install four new signs ($800) can be accommodated in the Fiscal Year 2011-2012 Street Maintenance Operating Budget. RECOMMENDATION: Staff recommends that the City Council adopt the resolution amending the Dublin Traffic Code approving a parking regulation on Dublin Court. ~. ~.~ Submitted By Director of Public Works DESCRIPTION: ~, t~ Reviewed By Assistant City Manager The City received a request from a representative of Amador Valley Industries (AVI) (Attachment 1). The request was specifically for the designation of two 25-foot no parking zones to prohibit parking on the north and south side of Dublin Court Monday through Friday between 6:00 a.m. and 9:00 a.m., directly in front of four AVI trash and recycling bins. City staff met with AVI staff on-site to review the request. Currently, AVI drivers are having difficulty aligning the front of their trucks with the trash and recycling bins. Drivers are required to position their trucks perpendicular to the direction of travel of the street in order for their front loader trucks to pick up the bins. In order for this to occur, Page 1 of 2 ITEM NO. 8.2 drivers must direct their trucks to the far south side of the street before turning towards the north side of the street to create an angle to face the trash and recycling bins. There is currently insufficient distance for AVI trucks to turn with vehicles parked on the south side of Dublin Court. Staff has reviewed the request and supports implementation with the following additions: • Four new signs be installed, two on each side of Dublin Court, to indicate beginning and end of limited parking zone. Pursuant to Chapter 6.04 of the Dublin Municipal Code, the City Council may, by resolution, designate areas in which parking is prohibited at certain times. A draft resolution is attached (Attachment 2) that would designate two 25-foot limited parking zones on the north and south side of Dublin Court to restrict parking Monday through Friday between 6:00 a.m. and 9:00 a.m. Staff surveyed the street on multiple days during the same time period as the proposed restriction. While there is a moderate amount of cars parked along the south side of the street, there is sufficient on-street parking to accommodate the displaced demand. NOTICING REQUIREMENTS/PUBLIC OUTREACH: Written notification of the proposed action was sent to all businesses immediately north and south of Dublin Court, as well as AVI (Attachment 3). As I explained when you and Jaimee Bourgeois, the City's Traffic Engineer met me at the site a couple months ago, our drivers have had difficulty aligning our trucks at the necessary angle to empty the bins. To briefly recap the situation, the bins are too heavy to move manually, which means that our drivers must swing the trucks around perpendicular to the street, in order to get a straight stab with their front loader forks. However, in order to do this, our driver first needs to swing wide to the right, close to the curb on the opposite side of the street, and then swing hard left across the street to where the bins are located. He cannot do this when there are cars parked directly across the street from (or in front of) Namaste's bins. Our driver has repeatedly reported that cars parked on the street, across from Namaste and in front of La Mesa RV, prevent him from making that necessary wide turn. The driver, and I have tried to resolve the issue by talking with La Mesa management and making an informal arrangement that they don't park there between Gam and gam during the week. But either the cars don't belong to their employees or they are disregarding our requests. Most likely, some or all of the cars belong to employees in the shopping center where Namaste is located. Either way, it is perfectly legal for them to parkin front of La Mesa, and there are no instructions or barriers indicating that they should not park there. And while it has not been an issue so far, there is nothing preventing cars from parking directly in front the bins. To remedy this situation, AVI requests that the City designate two 25 foot strips as no parking zones, between the hours of Gam and gam, Monday through Friday. The specific areas we would like designated as no parking zones during those hours are the length of the curb directly in front of the four AVI bins (three white recycling bins, one trash), and the corresponding area directly across the street. Again, we had hoped to avoid having to formally restrict parking in the area and all that entails. Unfortunately, our efforts to resolve this issue informally have been unsuccessful, so we see no other alternative. Thank you in advance for your cooperation, and we look forward to resolving this issue, so that we can continue to provide the high quality service our customers have come to expect of us. Sincerely, City Proposed of Dublin Public Notice Parking Restriction on Dublin Court The City of Dublin Public Works Department recently received a request from a representative for Amador Valley Industries (AVI) to implement a limited parking prohibition on Dublin Court to help facilitate trash and recycling pickup services. The parking prohibition would be for Monday through Friday between the hours of 6 a.m. and 9 a.m. and would extend for a distance of approximately 25 feet along the north and south side of Dublin Court directly in front of four AVI trash and recycling bins as illustrated on the attached map. Because the designation of a parking restriction requires approval by the City Council, the City Council will review this item at the Tuesday December 6, 2011 City Council meeting. If you would like to submit comments to be included in the staff report for the City Council's consideration, please do so by Tuesday, November 22nd. RESOLUTION NO. - 10 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN AMENDING THE DUBLIN TRAFFIC CODE APPROVING A PARKING REGULATION ON DUBLIN COURT WHEREAS, on-street parking is allowed on the north and south side of Dublin Court; and WHEREAS, vehicles generally park on the south side of Dublin Court immediately across the street from four trash and recycling bins serving the adjacent shopping Center; and WHEREAS, it is important to maintain safe access to the trash and recycling bins for the truck picking up the trash; and WHEREAS, staff has confirmed the need to restrict parking on the north and south side of Dublin Court for a distance of 25 feet to facilitate safe truck ingress and egress Monday through Friday between the hours of 6:00 a.m. and 9:00 a.m. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Dublin hereby adopts the following parking regulation in the interest of public safety: Section 6.32.046 of the Dublin Traffic Code is hereby added to read as follows: 6.32.046 - No Parking Monday through Friday 6:00 a.m. to 9:00 a.m. Dublin Court On the northerly curbline of Dublin Ct. from a point 475 feet southeast of the southerly curbline of Dublin Blvd, southeasterly a distance of 25 feet. On the southerly curbline of Dublin Ct. from a point 600 feet southeast of the southerly curbline of Dublin Blvd, southeasterly a distance of 25 feet. BE IT FURTHER RESOLVED, that in the event that the day or time of trash pick-up at the location described above is modified, the City Council hereby directs the City Manager to amend the Dublin Traffic Code and revise the street signage on Dublin Court to reflect said change.
