Foss, City Manager SUBJECT: Appointment to Board of Directors for the Tri-Valley - San Joaquin Valley Regional Rail Authority Prepared by: Caroline P. Soto, City Clerk/Records Manager EXECUTIVE SUMMARY: The City Council will consider the Mayor's appointment to serve on the Board of Directors for the Tri-Valley - San Joaquin Valley Regional Rail Authority. STAFF RECOMMENDATION: Approve Mayor Haubert's recommendation of Vice Mayor Biddle to serve on the Board of Directors for the Tri-Valley - San Joaquin Valley Regional Rail Authority. FINANCIAL IMPACT: There is no financial impact. DESCRIPTION: In the 2017 legislative session, Governor Brown signed AB 758 (Eggman/Baker) establishing the Tri-Valley - San Joaquin Valley Regional Rail Authority effective January 1, 2018, for planning and constructing a cost -effective and responsive rail connection between BART and ACE in the Tri-Valley. The members of the new Authority include the following organizations: City of Dublin Town of Danville City of San Ramon City of Pleasanton City of Livermore City of Tracy City of Manteca City of Lathrop City of Stockton Mountain House Community Services District Page 2 of 2 County of Alameda County of San Joaquin Livermore Amador Valley Transit Authority Bay Area Rapid Transit District San Joaquin Regional Rail Commission It is anticipated that the new Authority will meet monthly, with the first meet ing on Wednesday, January 17, 2018 from 2pm to 4pm at the LAVTA Administrative Offices at 1362 Rutan Court in Livermore. At the first meeting the Board will consider their 2018 calendar, but it is expected that the Board will consider the second Wednesday of each month and alternate meetings between a location in the Tri-Valley and the Northern San Joaquin Valley (likely City of Tracy). The City Council has been asked to appoint the City’s representative to the Authority’s Board of Directors. The agency is not asking for the appointment of an alternate. Mayor Haubert is recommending Vice Mayor Biddle serve on the Board of Directors for the Tri - Valley - San Joaquin Valley Regional Rail Authority. NOTICING REQUIREMENTS/PUBLIC OUTREACH: A copy of the staff report has been provided to the Tri-Valley - San Joaquin Valley Regional Rail Authority. ATTACHMENTS: None.
