(PBA) Open

EXECUTIVE SUMMARY:
The City Council will consider sponsorship of the Earl Anthony Memorial PBA Open and
approval of a Budget Change for $3,000.
FINANCIAL IMPACT:
A budget change in the amount of $3,000 has been prepared to pay for the sponsorship and to
purchase seven street banners. Funding for this activity was not included in the adopted Fiscal
Year 2010/2011 Budget. It is proposed that a Budget Transfer be made from the Budgeted
Contingent Reserve.
RECOMMENDATION:
Staff recommends that the City Council approve the sponsorship of the Earl Anthony Memorial
PBA Open and approve the Budget Change.

DESCRIPTION:
On December 15, 2009, the City Council approved a$1,500 sponsorship of 2010 Earl Anthony
Memorial, an event presented by the Professional Bowler's Association (PBA) and aired live on
ESPN in mid-January earlier this year.
For its sponsorship, the City received:
• Booster Signage over one lane during the event
• Booster Name on the permanent sign at Earl Anthony's Dublin Bowl
• One-page insert in the Program Book
To support the event, the City provided:
• City Council proclamation for PBA week
• Press Release announcing City sponsorship of the event
• Press Release on the City's website
The PBA has again decided to host the Earl Anthony Memorial event in Dublin, January 26-29,
2011; and again, the finals will air live on ESPN that Sunday. In preparation for the event, Staff
has met with Ted Hoffman, owner of Earl Anthony's Dublin Bowl to discuss sponsorship
options. Mr. Hoffman requested that the City sponsor the event again this year and has asked
that the City consider additional support in the form of a banner program to coincide with the
event.
Staff evaluated his request and recommends that the City Council approve the $1,500
sponsorship and an in-kind contribution of up to $1,500 for the production and installation of
banner signs along Dublin Boulevard, between San Ramon Road and Amador Plaza Road.
Staff anticipates that seven banners will be needed in this section of Dublin Boulevard. The
banners will be designed for re-use should the City Council decide in future years to continue to
provide financial support to the event. However, it should be noted that there would be set up
and take down costs associated annually with the installation of banner signs.
This activity was not part of the adopted Budget and Staff has prepared a budget change. The
appropriation will be made with a transfer from the General Fund Budgeted Contingent
Reserve.
CONCLUSION:
The California Constitution prohibits the Legislature from making a gift of public funds.
However, where public funds are used for a public purpose, such an expenditure is
constitutionally permissible, even if a private person benefits. Staff believes that this
sponsorship is a public purpose in that it will increase tourism to the City of Dublin, which in turn
will generate additional sales/transient occupancy tax revenues to allow the City to provide
quality services to residents and businesses. For the event held in January 2010, the Tri-Valley
Convention and Visitor's Bureau estimates that the event generated $356,000 in economic
impact in the City of Dublin.
