Paul McCreary, Assistant Director of Parks and Community Services EXECUTIVE SUMMARY: The construction of the new Fallon Sports Park is nearing completion. The City Council will consider potential dates for the park dedication ceremony. FINANCIAL IMPACT: Funds for the dedication event are included in the proposed FY 2010-2011 budget. DESCRIPTION: The new Fallon Sports Park is on a 60-acre site immediately south of Fire Station #18 and is bounded by Fallon Road, Gleason Drive, Lockhart Street and Central Parkway. Phase I of the park is nearing completion and encompasses approximately 27 acres of the 60-acre site. Attachment 1 is a site plan showing the amenities in Phase I, which include the following. • Softball and Little Leaque Field Complexes -The project includes two regulation size adult softball and two Little League fields. At both locations there is a building with restrooms and concession space. In addition the softball fields have tights suitable for evening play. • Soccer Fields -The project includes two regulation sized synthetic turf soccer fields with lighting. • Basketball and Tennis Courts -Four lighted basketball courts and four lighted tennis courts are placed on either side of the main vehicular entrance of Lockhart Street. A building with restrooms is adjacent to the tennis courts. • BMX Facilit Rou h Gradin - A portion of the site was graded for a BMX course. The course will be suitable for recreational use but will not be used for scheduled races at this point until a starting gate and other competitive equipment can be installed in a future phase. Dedication Ceremony Date Major construction has been completed at the park and the maintenance period will begin soon. Field rentals and summer camps are tentatively scheduled to begin Juty 12. As has been done for other park dedication events, Staff recommends waiting for a month or so to conduct the dedication, allowing the plantings more time to establish. Therefore, Staff recommends holding the event on either Saturday, August 28 or Saturday, September 11, or an alternate date at the City Council's direction. Potential Event Components Once a date has been selected for the event, Staff will begin meeting with the local sports organizations and other community groups to plan the event components. Staff envisions the event beginning with a ribbon cutting ceremony including presentations by local dignitaries and sports figures. Following the ceremony activities would be held in each area of the park. At the softball complex, there could be an inaugural softball game between two groups in the community. At the baseball complex, Staff would conduct opening day of the City's Tee Ball program on one field. Dublin Little League would be asked to conduct baseball skills competitions on the other field, such as speed pitching with a radar gun and a hitting competition. At the basketball courts, Staff would work with Golden State's Junior Warriors program to conduct additional skills competitions. The City's tennis class instructor would provide activities to promote the United States Tennis Association's "Quick Start" and "Cardin Tennis" programs. On the soccer fields Staff would work with Dublin United Soccer and Dublin Falcons Football to conduct related skills competitions. The Falcons could conduct the National Football League's Page 2 of 3 Punt, Pass and Kick" competition, with the ability to advance local youth to regional competitions. Additionally since World Cup Soccer is happening this year, Staff would try to schedule a college or professional exhibition game on one of the fields. If an exhibition game is not feasible, Staff would try to include the Gold Pride Women's Professional Soccer team in the event as they play their games at Cal State East Bay in Hayward. Staff will also try to include the San Jose Earthquake's professional men's team in the event. At the BMX track, Staff would try to coordinate a professional demonstration. The track would also be open for use by the public. Additionally, a local bicycle shop would be sought to include a bicycle safety component. Small prizes and novelty items would be given to those participating in the various skills competitions. Food and beverages would be served from one of the concession stands including hot dogs, fruit, lemonade, and popcorn. This report will be presented to the Parks and Community Services Commission on June 21. Staff will report on the Commission's comments at the City Council meeting, and would like input from the City Council on the potential event components. NOTICING REQUIREMENTS/PUBLIC OUTREACH: None.
