Foss, City Manager SUBJECT: Honoring the Late Vice Mayor Don Biddle Prepared by: Christopher L. Foss EXECUTIVE SUMMARY: At the March 6, 2018 meeting, the City Council requested that Staff bring back a discussion regarding ways the City can honor the memory of the late Vice Mayor Don Biddle, who passed away on February 21. The City Council will consider potential City parks and facilities to be named in honor of Don Biddle. STAFF RECOMMENDATION: Discuss the item and provide direction. FINANCIAL IMPACT: None at this time. DESCRIPTION: Don Biddle spent more than 40 years serving the Dublin community. He moved to Dublin in 1975 and became active in community affairs. He served as a City of Dublin Planning Commissioner for four years and served on the City Council from 2008 until his death in early 2018. As a City Council member, he served as the City’s representative o n a multitude of regional agencies including: the Alameda County Waste Management Board; the Alameda County Library Commission; the Alameda County Housing Authority Board; the Livermore Amador Valley Transit Authority Board, and many others. He served as a School Board member for a total of 12 years. He served a s a co-chair for the 2004 Bond Measure to rebuild Dublin High School and served on the Bond Oversight Committee. He also served as co-chair for the committee that won passage of the District’s parcel tax measure in 2008. Vice Mayor Biddle was also active in several community service organizations including (to name a few): Page 2 of 2 Dublin Partners in Education (DPIE) Tri-Valley YMCA American Cancer Society (Tri-Valley unit) Dublin Historical Preservation Association Dublin Sister City Association Dublin Rotary On February 21, 2018, Vice Mayor Don Biddle passed away after a brief battle with pancreatic cancer. On March 6, 2018, the City Council asked Staff to bring back an item to allow for a discussion of potential ways to recognize Don Biddle’s service to the Dublin community. Staff has developed the following options (by no means a complete list) for potential parks/facilities that could be named for Don Biddle: Parks • Name the future Dublin Crossing Community Park • Rename the Dublin Sports Grounds • Name the new All-Abilities Playground at Dublin Sports Grounds • Name the Emerald Glen Park Amphitheater Facilities • Rename Shannon Community Center • Rename Dublin Library Community Room • Rename Regional Meeting Room at Civic Center • Name the Future Expansion Space at Dublin Library Staff is recommending that the City Council discuss the proposed parks/facilities and provide direction on the preferred option for honoring Don Biddle.
