3. ORAL COMMUNICATIONS
3.1. Introduction of New City Employees
New members and a recently promoted member of City Staff will be introduced.
STAFF RECOMMENDATION:
Welcome City of Dublin Staff members to new positions.
3.2. Acceptance of Donation Grant from the Altamont Cruisers Car Club
Dublin Police Services' Crime Prevention Unit received a grant of $3,000 from the Altamont
Cruisers Car Club which will be used to update drug education awareness youth programs. The
Dublin City Council will present the Altamont Cruisers Car Club with a Certificate of
Appreciation for their donation.
STAFF RECOMMENDATION:
Accept the $3,000 donation and recognize Altamont Cruisers Car Club, and approve the Budget
Change.
3.3. Certificate of Recognition for Tony and Marie Russo
The City Council will present a Certificate of Recognition to Tony and Marie Russo for their
years of service as Block Captains for the City of Dublin Neighborhood Watch Program.
ST AFF RECOMMENDATION:
Present the Certificate of Recognition.
3.4. Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly
state your name for the record, COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES, In accordance with State Law, no
action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements
made or questions asked, or may requ'est Staff to report back at a future meeting concerning the matter, Any member of the
public may contact the City Clerk's Office related to the proper procedure to place an item on a future City Council agenda, The
exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in

4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one
single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar
for purposes of public input may request the Mayor to remove the item.

4.1. Minutes of Regular City Council Meeting of December 20, 2011
The City Council will consider the approval of the minutes of the Regular City Council Meeting
of December 20, 2011.
STAFF RECOMMENDATION:
Approve the minutes of the Regular City Council Meeting of December 20,2011.
4.2. Authorization for the City Manager to Execute a Traffic Engineering Consulting Services
Agreement for Traffic Impact Assessment of the Dublin Crossings Development Project at
Camp Parks
The City Council will consider a Consulting Services Agreement with Hexagon Transportation
Consultants, Inc., to conduct a Transportation Impact Assessment and prepare the necessary
environmental documentation in accordance with the California Environmental Quality Act
(CEQA) to support development ofthe Dublin Crossing Project at Camp Parks.
ST AFF RECOMMENDATION:
Adopt Resolution Approving a Consulting Services Agreement with Hexagon Transportation
Consultants, Inc. to Conduct a Traffic Impact Assessment for the Dublin Crossing Development
Project at Camp Parks.
4.3. Check Issuance Report and Electronic Funds Transfers, December 2011
The City Council will receive a listing of payments issued from December 1 through December
31,2011 totaling $9,167,598.73.
STAFF RECOMMENDATION:
Receive the report.
4.4. Acceptance of In-Tract Improvements for Tract 7854, Neighborhood "B", Positanol Fallon
Village (Braddock and Logan) and Approval of Regulatory Traffic Control Devices
Braddock and Logan Services, Inc., dba Braddock and Logan Group II, L.P., has constructed the
tract improvements for Tract 7854, Neighborhood "B", Positano/Fallon Village in accordance
with the Improvement Agreement for Tract 7854. It is now appropriate for the City to accept
these improvements and approve the regulatory traffic control devices. .
STAFF RECOMMENDATION:
Adopt Resolution Accepting Improvements for Tract 7854 and Approving Regulatory Traffic
Control Devices.
4.5. Approval of Final Map and Tract Improvement Agreement, and Acceptance of Parkland
Dedication In-Lieu Fees for Tract 8069 & 8070, Emerald Vista
Citation Homes Central and Eden Housing Inc. acquired the former Arroyo Vista Housing site
property located at 6700 Dougherty Road from the Dublin Housing Authority. The Final Map
for Tract 7943 approved in February 2011 allowed Citation Homes Central and Eden Housing
Inc. to acquire separate parcels from the Dublin Housing Authority. Pursuant to the Tract
Improvement Agreement executed in conjunction with the Final Map for Tract 7943, the
Developer is currently installing the public infrastructure improvements associated with the.
Project.
In March of 2011, KB Home Arroyo Vista LLC (KB Home) purchased the Citation Homes
portion of the Project (the master development was then renamed Emerald Vista). KB Home will
develop the 198 for sale units and Eden Housing Inc. will develop the 180 affordable rental
units. Approval of the Final Maps for Tracts 8069 and 8070 and the associated Tract
Improvement Agreements will allow KB Homes to complete the tract improvements and
proceed with building permit applications.
STAF,F RECOMMENDATION:
Adopt Resolution Approving Final Maps and Tract Improvement Agreements for Tracts 8069 &
8070, Emerald Vista; and aopt Resolution Accepting Parkland Dedication In-Lieu Fees for
Parkland Dedication Requirements for Tract 8069 and Tract 8070 at Emerald Vista.

7. UNFINISHED BUSINESS
7.1. Review of City Fireworks Ordinance Permit Process
Vice Mayor Hart asked that the City Council discuss the language in the City's Fireworks
ordinance regarding eligibility for the type of organization that could be included in the drawing
to sell fireworks. In completing the review, Staff has noted potential amendments to the
ordinance for City Council consideration. This item was moved from the December 20, 2011
City Council meeting.
STAFF RECOMMENDATION:
Consider this item and provide Staff With appropriate direction.
7.2. Revisions to Internet-Website Policy
The City Council will consider the repeal of the existing Internet Website Policy and the.
adoption of a new Dublin Website arid Social Media Policy consisting of the existing policy and
the incorporation of a new section relating to the use of social media sites by the City of Dublin.
STAFF RECOMMENDATION:
Adopt Resolution Rescinding the Existing Internet Website Policy and Adopting a New City of
Dublin Website and Social Media Policy.
8. NEW BUSINESS
8.1 Comprehensive Annual Financial Report (CAFR) and Annual Audit for the Fiscal Year
Ending June 30, 2011 and Supplemental Reports Completed by the Auditors
The City of Dublin has compiled and published its Comprehensive Annual Financial Report
(CAFR) for the fiscal year ending June 30, 2011. This report includes financial statements
prepared by City Staff along with the audit prepared by Caporicci and Larson (C&L), a
subsidiary of Marcum, LLP, the independent auditors selected by the City Council. The CAFR
is a report which encompasses information beyond minimum financial reporting requirements.
The Auditors have provided a "clean opinion" based on their review. The report has also been
reviewed by the City Council ad-hoc Audit Subcommittee. The Auditors have also completed
supplemental reports related to: 1) A compliance audit of Alameda County Transportation
Measure B Funds; and 2) A Review of the Annual Appropriations Limit Calculation.
STAFF RECOMMENDATION:
Receive and file the reports.
8.2 Report on Tobacco Retailers Ordinances
Fiscal Year 2011/2012 City Council initiated work plan goals direct Staff to develop zoning
restrictions for new tobacco retailers within the City.
STAFF RECOMMENDATION:
Review the Staff report and provide feedback and direction on any preferred option(s) for the
developmeht of possible future ordinances affecting Tobacco Retailers; and direct Staff, if
appropriate, to prepare ordinance proposals with the preferred options.
8.3 Moller Ranch - General Plan and Eastern Dublin Specific Plan Amendment Study
Initiation Request
The City Council will consider a request to initiate a General Plan and Eastern Dublin Specific
Plan Amendment Study to evaluate a proposal to change the General Plan and Eastern Dublin
Specific Plan land use designation of a 226.3-acre ("Study Area") known as Moller Ranch!
Casamira Valley. The Study Area is located east of Tassajara Road immediately south of the
City limits.

STAFF RECOMMENDATION:
Adopt Resolution approving the initiation of a General Plan and. Eastern Dublin Specific Plan
Amendment Study to evaluate a proposal to change the land use designations of a 226.3-acre
project area known as Moller RanchlCasamira Valley; or adopt Resolution denying the
initiation of a General Plan and Eastern Dublin Specific Plan Amendment Study to evaluate a
proposal to change the land use designations of a 226.3-acre project area known as Moller
RanchlCasamira Valley.
8.4 St. Patrick's Day Parade
The Annual Dublin Lions Club S1. Patrick's Day Parade will be held on Saturday, March 17,
2012. As in past years, the Dublin City Council participates in the parade. As part of the
celebration to honor Dublin's "All Ameri~a City" status, and to celebrate the City's 30th
Anniversary, Staff is recommending two decorated cable cars - one for the City Council and one
for former City Council members (30th Year) to highlight the 30 years of leadership in Dublin.
STAFF RECOMMENDATION: .
Discuss the proposed S1. Patrick's Day parade option and provide direction to Staff.
9. OTHER BUSINESS
