3.1 National Blood Donor Month Proclamation (610-50)
3.2 Acceptance of Donation from the Valley Spokesmen Touring Club (150-70)
Dublin Police Services' Crime Prevention Unit was given a donation from Valley Spokesmen
Touring Club. The donation amount of $1,500 will be used to expand the Dublin Police
Services bicycle safety program. The Dublin City Council will present Valley Spokesmen
with a Certificate of Appreciation for their donation.
STAFF RECOMMENDATION: Accept the $1,500 donation, approve the Budget Change and
formally recognize the donor.
3.3 Recognition of Participation in the "Walk `n' Roll to School" Program (610-50)
Dublin Elementary School represented the City of Dublin in the October 2009 "Walk `n' Roll
to School" program which encouraged parents and students to walk or bicycle to school
instead of using motor vehicles. This item recognizes the achievements of the school and its
students for involvement in the program as well as the donation of goods by Dublin Cyclery
to the program.
STAFF RECOMMENDATION: Recognize Dublin Elementary School for its outstanding
participation and Dublin Cyclery for its donation in the "Walk `n' Roll to School" program.

3.5 Public Comments

4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members
of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the
Mayor to remove the item.
4.1 Minutes of Special Meetings of November 16 and November 17, 2009 and Regular
Meetings of November 17, 2009 and December 1, 2009
STAFF RECOMMENDATION: Approve minutes.
4.2 2010 St. Patrick's Day Festival & Street Closures (950-40)
California Vehicle Code section 21101, subdivision (e), provides that local authorities may,
by ordinance or resolution, temporarily close a portion of any street under their jurisdiction
for "celebrations, parades, local special events, and other purposes" as long as the authorities
determine that the closing is "necessary for the safety and protection of persons who are to
use that portion of the street during the temporary closing." In order to close streets affected
by the 2010 St. Patrick's Day Parade and Shamrock SK Fun Run and Walk, it is necessary for
the City Council to adopt a resolution.
STAFF RECOMMENDATION: Adopt Resolution Authorizing Temporary Street Closures for
the 2010 St. Patrick's Day Parade and Shamrock SK Fun Run and Walk.
4.3 Request from Dublin Little League to Construct Bullpens at the Dublin Sports Grounds
(600-30)
The City Council will formally accept ownership of the two bullpens on Field #3 (the 90'
baseball diamond) at the Dublin Sports Grounds constructed by Dublin Little League.
STAFF RECOMMENDATION: Accept ownership of Dublin Sports Grounds bullpens.
4.4 Review of Engineering Survey Results and Establishment of Speed Limit for Dougherty
Road (590-20)
This is the second reading of an Ordinance introduced at the regularly scheduled City Council
meeting of December 15, 2009. The Ordinance will establish a new speed limit of 40 mph on
Dougherty Road between Scarlett Drive/Park Sierra and Dublin Boulevard, since an updated
engineering and traffic survey supports a speed limit other than what is currently posted.
STAFF RECOMMENDATION: Waive the reading and adopt the Ordinance Amending the
Dublin Traffic Code to Establish a New Speed Limit on Certain Portions of Dougherty Road
(Scarlett Drive/Park Sierra to Dublin Boulevard).
4.5 Amendment to Approval for Traffic Engineering Consulting Services for the Tri-Valley
Transportation Development Fee Strategic Expenditure Plan Update (600-30)
The City of Dublin is the Contract Administrator of an agreement with Kimley-Horn and
Associates, Inc. to provide additional consulting services for the Tri-Valley Transportation
Development Fee Strategic Expenditure Plan Update. The cost of this work is offset by
revenue provided by the Tri-Valley Transportation Council (TVTC). The scope of work
required for this project has exceeded the amount budgeted by the City for Fiscal Year 2009-
2010. The City Council will consider amending the scope of services and approving a Budget
Change to be funded from additional revenue from TVTC.
STAFF RECOMMENDATION: Authorize the Contract Administrator to direct Kimley-Horn
and Associates, Inc. to provide additional consulting services for the Strategic Expenditure Plan
Update for an additional amount not to exceed $20,230 (provided the scope is approved by
TVTC as reimbursable) ,and approve a budget change for Fiscal Year 2009-2010.
4.6 Adoption of Ordinance Repealing Current Chapter 5.104 and Adding New Chapter 5.104
to the Dublin Municipal Code Related to Newsracks, Addressing the Installation of City-
Owned Newsracks (660-60)
This is the second reading of an Ordinance introduced at the regularly scheduled City Council
meeting of December 15, 2009. The Ordinance repeals current Chapter 5.104, Newsracks,
and adds Chapter 5.104, Newsracks, of the Dublin Municipal Code to address the City's plan
to move to a system of City-owned nwsracks.

STAFF RECOMMENDATION: Waive the reading and adopt the Ordinance Repealing
Current Chapter 5.104 of the Dublin Municipal Code Relating to Newsracks, and Adding New
Chapter 5.104 Relating to Newsracks.
4.7 Acceptance of Work -Contract No. 09-11, Fiscal Year 2009-2010 ADA Curb Ramp
Installation Program (600-35)
On November 17, 2009, the City Council awarded Contract No. 09-11, Fiscal Year 2009-
2010 Americans with Disabilities Act (ADA) Curb Ramp Installation Program to FBD
Vanguard Construction, Inc. This year's ADA Transition Plan Project (CIP No. 939101)
included the construction of approximately 20 pedestrian curb ramps. The ramps were funded
through a Community Development Block Grant Recovery (CDBG-R) grant and the General
Fund (1001) as identified in the ADA Transition Plan Project (CIP No. 939101).
STAFF RECOMMENDATION: Accept the improvements under Contract No. 09-11, Fiscal
Year 2009-2010 ADA Curb Ramp Installation Program and authorize the release of retention
after 35 days if there are no subcontractor claims.
4.8 Fiscal Year 2009-2010 Goals and Objectives Status Report and Capital Improvement
Projects Status (100-80)
The City Council will receive a report on the status of the adopted Fiscal Year 2009-2010
Goals and Objectives and Capital Improvement Projects. The report includes the status of the
adopted objectives, proposed new objectives, and anticipated start and completion dates for
the objectives.
STAFF RECOMMENDATION: Approve priority for nine new objectives; approve
Recommended Program Goal for "Environmental Programs"; and receive the report.
4.9 Green Trees for the Golden State -Grant Program (920-90)
On March 31, 2009, the City Council adopted Resolution No. 33-09, which approved an
application for funding through the Green Trees for the Golden State Program. The program
would provide funds for the planting of 220 trees throughout the City. Due to delays in the
State budget process for Fiscal Year 2009-2010 the State has requested that the City of Dublin
submit a revised Resolution that extends the date of completion. In order to track the project
expenditures the City Council will also consider amending the Capital Improvement Program
to include a separate project.
STAFF RECOMMENDATION: Adopt Resolution For Funding From the Urban Forestry Grant
Program Entitled "Green Trees for the Golden State" as Provided Through Propositions 40 and
84; approve a Budget Change for Fiscal Year 2009-2010; and direct Staff to incorporate the
project into the Capital Improvement Program.
4.10 Approval of Contract Change Order #2 -Consultant Services for Dublin Historic Park,
Phase I (600-35)
The City's financial policies require City Council approval when contract change orders are in
excess of $25,000. The City Council will consider the authorization of one change order in
excess of the City Manager's authority. This change order can be accommodated within the
total authorized budget for the Dublin Historic Park Project No. 950001.
STAFF RECOMMENDATION: Approve Change Order #2, for consultant services for the
Dublin Historic Park, Phase I.
4.11 Amend Disposition and Development Agreement (DDA) for Arroyo Vista (600-60)
The City Council will consider an amendment to the Disposition and Development
Agreement (DDA) for Arroyo Vista.
STAFF RECOMMENDATION: Adopt Resolution Approving the First Amendment to the
Disposition and Development Agreement for the Arroyo Vista Redevelopment Project with the
Housing Authority of the City of Dublin, the Housing Authority of the County of Alameda, Eden
Housing Inc., and Citation Homes Central.

4.12 Pool Heater Repair (250-20)
The heater for the main pool at the Dublin Swim Center is broken and in need of major
repairs. The Dublin High School Swim Team was scheduled to begin using the pool during
the first week of February 2010. It will take six to eight weeks to receive the replacement
parts for the heater. In order to obtain the parts as quickly as possible, Staff recommends the
City Council waive the formal competitive bidding requirements.
STAFF RECOMMENDATION: Adopt Resolution To Waive the Competitive Bidding
Requirements for the Pool Heater Repair Project and Authorize the City Manager to Enter Into
an Agreement Not to Exceed $31,500; approve the Budget Change for Fiscal Year 2009-2010;
and direct Staff to incorporate the project into the Capital Improvement Program.
4.13 Check Issuance Reports and Electronic Funds Transfers (300-40)
STAFF RECOMMENDATION: Review and authorize the issuance of payments.
5. WRITTEN COMMUNICATIONS -None.
6. PUBLIC HEARINGS
6.1 Stager Community Gymnasium Use Policy and Rental Fee Schedule (280-10)
The City Council will consider revisions to the Stager Community Gymnasium Use Policy
and Rental Fee Schedule which was last updated in 2002.
STAFF RECOMMENDATION: Conduct public hearing, deliberate and adopt Resolution
Establishing Facility Use Policy and Rental Fees for Use of the Stager Community Gymnasium.
6.2 Sports Field Use Policy and Rental Fee Schedule (260-10)
With the opening of Fallon Sports Park in summer 2010 and as the Sports Field Use Policy
and Rental Fee Schedule have not been updated since 2005, the City Council will consider
revisions to the Policy and Fee Schedule.
STAFF RECOMMENDATION: Conduct public hearing, deliberate, and adopt Resolution
Establishing Facility Use Policy and Rental Fees for Use of the Sports Fields at Dublin Sports
Grounds, Emerald Glen Park, Fallon Sports Park and Ted Fairfield Park.
6.3 Zoning Ordinance Amendments -Amendments to the Dublin Municipal Code related to
Large Family Day Care Homes including Modifications to Chapter 8.12 (Zoning Districts
and Permitted Uses), Chapter 8.76 (Off-Street Parking and Loading), and Chapter 8.116
(Zoning Clearance) and the Creation of Chapter 8.66 (Large Family Day Care Homes),
and Amendments to the Fee Schedule as it Relates to Large Family Day Care Homes. At
the request of the Planning Commission, a Modification to Chapter 8.70 (Indoor
Recreational Facilities) is also being Proposed (450-20)
The City Council will review City-initiated amendments to Title 8 of the Dublin Municipal
Code (Zoning Ordinance) related to Large Family Day Care Homes. The proposed
amendments will modify the permit and parking requirements for Large Family Day Care
Homes in order to streamline the application process. The amendments include modifications
to Chapter 8.12 (Zoning Districts and Permitted Uses), Chapter 8.76 (Off Street Parking and
Loading) and Chapter 8.116 (Zoning Clearance) and the creation of Chapter 8.66 (Large
Family Day Care Homes). Amendments to the fee schedule are also proposed relating to
Large Family Day Care Homes. At the request of the Planning Commission, a minor
modification to the recently approved Chapter 8.70 (Recreational Facilities (Indoor)) is
proposed as it relates to Indoor Recreational Facilities within Planned Development Zoning
Districts.

INTRODUCE an Ordinance Amending Zoning Ordinance Chapter 8.12 (Zoning Districts and
Permitted Uses), Chapter 8.76 (Off-Street Parking and Loading) and Chapter 8.116 (Zoning
Clearance) and the Creation of Chapter 8.66 (Large Family Day Care Homes), ZOA 09-003;
waive the reading and INTRODUCE an Ordinance Amending Zoning Ordinance Chapter 8.70
(Recreational Facilities (Indoor)) Relating to Planned Development Zoning Districts, ZOA 09-
002; and adopt Resolution Amending Resolution No. 49-06 to Revise the Adopted Fee Schedule
and Add a Fee for Large Family Day Care Homes Zoning Clearance and Amend the Current Fee
for a Large Family Day Care Home Conditional Use Permit, (ZOA 09-003).
7. UNFINISHED BUSINESS
7.1 Public Art Selection Process (900-10)
The City Council will receive a report on the Artist Selection Process and Methods of Artist
Selection for Public Art Projects within the City of Dublin.
STAFF RECOMMENDATION: Receive the report.
8. NEW BUSINESS
8.1 Designation of No Parking Zone on Arnold Road (570-20)
Each year during the Annual Slurry Seal and Overlay Capital Improvement Program projects,
Staff reviews locations where striping and marking improvements identified in the Bikeways
Master Plan can be implemented. During Fiscal Year 2009-2010, Arnold Road was identified
as a location where bikeway improvements could be implemented. In order to accommodate
a new southbound bike lane on Arnold Road south of Central Parkway, an existing "No
Parking" zone would need to be extended by 270 feet.
STAFF RECOMMENDATION: Adopt Resolution Approving Parking Regulation on Arnold
Road.
8.2 Business Visitation Program (470-70)
The Dublin City Council established a Fiscal Year 2009-2010 Goal and Objective to
"Formalize a Business Visitation Program". Staff has developed the framework for a formal
program and presented it to the City Council's Economic Development Committee for
direction. The Committee requested the item be brought forward with a recommendation for
formal adoption by the City Council.
STAFF RECOMMENDATION: Establish a formal Business Visitation Program.
8.3 Appointment of a Delegate to Attend the National League of Cities Congressional City
Conference and Designation of Voting Delegate for the 2010 National League of Cities
Annual Conference (140-30)
The City Council will consider appointing one of its members as a delegate, and one as an
alternate, to attend the National League of Cities (NLC) Congressional City Conference in
March 2010, and appointing a voting delegate, and an alternate, to attend and vote on the
City's behalf at the NLC Annual Conference in November of 2010.
STAFF RECOMMENDATION: Review and discuss appointing one of its members as a
delegate, and one as an alternate, to attend the National League of Cities (NLC) Congressional
City Conference in March 2010, and appoint a voting delegate, and an alternate, to attend and
vote on the City's behalf at the NLC Annual Conference in November of 2010.
8.4 City Council Salary Options (700-20)
The City Council will discuss options regarding Councilmember salaries in the future.
STAFF RECOMMENDATION: Discuss and provide direction to Staff regarding options for
possible adjustments to City Council salaries.

8.5 Local Taxpayer, Public Safety and Transportation Act of 2010 (660-40)
A coalition of local government, transportation and transit advocates recently filed a
constitutional amendment with the California Attorney General, called the Local Taxpayer,
Public Safety, and Transportation Act of 2010, for potential placement on California's
November statewide ballot. Approval of this ballot initiative would close loopholes and
change the constitution to further prevent State politicians from seizing, diverting, shifting,
borrowing, transferring, suspending or otherwise taking or interfering with tax revenues
dedicated to funding local government services, including redevelopment, or dedicated to
transportation improvements projects and mass transit. The City Council will consider
supporting this measure.
STAFF RECOMMENDATION: Adopt Resolution In Support of the Local Taxpayer, Public
Safety and Transportation Protection Act of 2010.
