3.1. Recognition of Alameda County Fire Chief Demetrious Shaffer
The City Council will recognize former Alameda County Fire Chief Demetrious Shaffer.
STAFF RECOMMENDATION:
Present the Proclamation.
3.2 Request for the Placement of White Ribbons on City Street Trees to Recognize Peace and Hope.
The City Council will consider a request from Colleen Greer Pearson for the annual placement of
white ribbons on City street trees and poles to recognize White Ribbons for Peace and Hope during
the first two weeks of December. Additionally, the City Council will recognize the Peace and Hope
effort held in December 2013.
STAFF RECOMMENDATION:
Authorize the annual White Ribbons for Peace and Hope campaign in Dublin to be held during the
first two weeks of December and recognize the December 2013 effort.
3.3 Acceptance of Donation Grant from the Altamont Cruisers Car Club
Dublin Police Services' Crime Prevention Unit was given a generous donation from the Altamont
Cruisers Car Club. The donation amount of$3,000 will be used for purchasing a 6-foot by 10-foot
trailer to be used in transporting equipment for drug education, bicycle rodeos, and other community
events. The Dublin City Council will present the Altamont Cruisers Car Club with a Certificate of
Appreciation for their donation.
STAFF RECOMMENDATION:
Accept the $3,000 donation and formally recognize the donor.
3.4 Recognition of the City of Dublin's "Red Tape to Red Carpet" Award
The City Council will receive a presentation from Stephen Wright, Silicon Valley Leadership Group,

to recognize the City for its"Red Tape to Red Carpet"Award received on December 12, 2013.
STAFF RECOMMENDATION:
Receive the presentation and recognize the City for this prestigious award.
3.5 Presentation by the East Bay Leadership Council
The City Council will receive a presentation by Tom Terrill, President and Chief Executive Officer of
the East Bay Leadership Council,regarding their role and current activities.

3.6 Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state
your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or
discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or
questions asked,or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact
the City Clerk's Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which
the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section
54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single
action. Members of the audience,Staff or the City Council who would like an item removed from the Consent Calendar for purposes of
public input may request the Mayor to remove the item.
4.1 Minutes of the December 17,2013 Regular City Council Meeting
The City Council will consider approval of the minutes of the Regular City Council meeting of
December 17, 2013.
STAFF RECOMMENDATION:
Approve the minutes of the Regular City Council meeting of December 17, 2013.
4.2 Adoption of Ordinance Adding Chapter 5.50 to the Dublin Municipal Code Relating to Internet
Sweepstakes Cafes
On October 16, 2012, the City Council adopted an urgency ordinance adding Chapter 5.50 prohibiting
Internet Sweepstakes Cafes in the City of Dublin. Internet Sweepstakes Cafes are businesses that
allow patrons to play games on computers (or other device) in the hopes of winning prizes. At the
same time, the City Council introduced a regular, non-urgency ordinance adding Chapter 5.50 to the
Dublin Municipal Code. The regular ordinance, the purpose of which is to protect the ordinance from
challenge based on the validity of the urgency findings, was not promptly presented to the City
Council for adoption. The City Council is now being asked to adopt the non-urgency ordinance.
STAFF RECOMMENDATION:
Waive the reading and adopt Ordinance adding Chapter 5.50 to the Dublin Municipal Code relating
to Internet Sweepstakes Cafes.
4.3 Confirmation and Approval of Memorandum of Understanding(#AL1453) and Acceptance of
Traffic Safety Grant
Dublin Police Services has received a grant award for continued participation in the Avoid the 21 DUI
Campaign. This is a multi-agency effort to conduct targeted enforcement to reduce the incidence of
driving under the influence. The grant award includes an agreement for the use of grant funds. It is
appropriate for the City Council to confirm the City participation.
STAFF RECOMMENDATION:
Adopt Resolution Confirming City of Dublin Participation in the "Avoid the 21" DUI Campaign
Grant Administered by the Hayward Police Department(#AL1453), and accept the funds provided in
the traffic safety grant.
4.4 Introduction of Ordinance Converting the existing"Yield" Control to "Stop" Control on Callan
Street at Burnham Way
The City received a request to review traffic safety in the area of Burnham Way. Staff has reviewed

the request and found that it is appropriate to convert the existing"Yield" control on the Callan Street
approach at Burnham Way to "Stop" control in order to increase traffic safety.
STAFF RECOMMENDATION:
Waive the reading and INTRODUCE the Ordinance amending the Dublin Traffic Code designating a
"Stop"control on the Callan Street approach to Burnham Way.
4.5 Authorization to Execute an Agreement for Cogent Communications for High Speed Internet
Service
The City Council will consider the approval of a three-year agreement with Cogent Communications
to significantly increase the speed of the Internet service at the Civic Center. The City has increased
the number of web-based services for the public and the current Internet speed is not capable of
meeting the City's future needs. A three-year agreement with Cogent Communications for Internet
service will significantly increase the speed of the Civic Center Internet service.
STAFF RECOMMENDATION:
Adopt Resolution authorizing the City Manager to execute an agreement with Cogent
Communications for 100 megabit per second Internet service at the Civic Center.
4.6 Authorization to Execute an Agreement with Psomas for Geographic Information System
Portal Development Services
The City's Geographic Information System (GIS) program has been active since 2002. The GIS
Master Plan study, adopted in 2012, recommends a new GIS Portal to improve services for Staff and
the public. The City received proposals from four firms to build the new GIS Portal. After review of
proposals, Staff recommends that the City engage Psomas to implement the GIS Portal.
STAFF RECOMMENDATION:
Adopt Resolution authorizing the City Manager to execute an agreement with Psomas to provide GIS
Portal development services.
4.7 Check Issuance Report and Electronic Funds Transfers
The City Council will receive a listing of payments issued from December 1, 2013 — December 31,
2013 totaling$8,753,474.76.
STAFF RECOMMENDATION:
Receive the report.
4.8 Approval of Final Map and Tract Improvement Agreement,Approval of Agreement for Long-
Term Encroachment for Landscape Features,Approval of Stormwater Treatment Measures
Maintenance Agreement, and Acceptance of Park Land Dedication In-Lieu Credits for Park
Land Dedication Requirements for Tract 8140,Jordan Ranch,Neighborhood 2 (Toll CA III,
L.P., a California Limited Partnership)
Toll CA III, L.P., a California Limited Partnership, is filing a Final Map for Tract 8140 (Jordan
Ranch, Neighborhood 2) to create 40 individual lots for the construction of homes. Tract 8140 is
located along the west side of Sunset View Drive near the intersection of Central Parkway.
STAFF RECOMMENDATION:
Adopt Resolution approving Final Map and Tract Improvement Agreement for Tract 8140, Jordan
Ranch, Neighborhood 2; Adopt Resolution approving the Agreement for Long-Term Encroachment
for Landscape Features for Tract 8140, Jordan Ranch,Neighborhood 2; Adopt Resolution Approving
the Stormwater Treatment Measures Maintenance Agreement with Tract 8140, Jordan Ranch,
Neighborhood 2; Adopt Resolution Accepting Park Land Dedication In-Lieu Credits for Park Land
Dedication Requirements for Tract 8140, Jordan Ranch,Neighborhood 2.
4.9 Approve the City of Dublin's Truck Route Map
The City Council will consider approval of a City of Dublin Truck Route Map. Maintaining a truck
route map is required under the General Plan Policy 5.6, and approval of the City of Dublin's Truck
Route Map will fulfill this requirement. It will enhance truck circulation in the City by improving
access to commercial areas and minimizing cut-through truck traffic in residential areas.
STAFF RECOMMENDATION:
Waive the reading and INTRODUCE an Ordinance amending the Dublin Traffic Code approving the

City of Dublin's Truck Route Map and authorizing Public Works Director to designate truck routes.

6. PUBLIC HEARINGS
6.1 Alameda County East County Hall of Justice—Site Development Review (PLPA-2013-00074)
The original East County Hall of Justice (ECHOJ) Site Development Review approval was granted by
the City Council in November 2004 and a revised design was approved in 2009. Since that time,
Alameda County has reassessed their needs for the facility and available funding for construction, and
has redesigned the project. The County is currently requesting approval of a Site Development
Review Permit for a revised ECHOJ complex of 196,219 square feet that includes 13 courtrooms and
associated office and support facilities. The local newspaper inadvertently neglected to publish the
required public hearing notice for this project. Therefore, this item needs to be continued to the
February 4,2014 City Council meeting so that the hearing notice can be properly published.
STAFF RECOMMENDATION:
Continue the item to the February 4, 2014 City Council meeting.

8. NEW BUSINESS
8.1 Essex Property Trust,Inc.Public Art Project
Essex Property Trust, Inc. is currently completing construction of a residential development, Connelly
Station, a luxury apartment project on Golden Gate Drive at St. Patrick's Way. Essex opted to install
public art rather than pay the in-lieu fee. Per the Public Art Master Plan, all private developers are
required to meet with the Heritage and Cultural Arts Commission for review of the artwork. Upon
recommendation by the Heritage and Cultural Arts Commission,the developer is also required to seek
final approval of the artwork by the City Council.
STAFF RECOMMENDATION:
Consider approval of the artwork proposed by Essex Property Trust, Inc.
8.2 Jordan Ranch Park Conceptual Design
The 2012-2017 Capital Improvement Program (CIP) includes funding for the design and construction
of a 4.4 acre Neighborhood Park in the Jordan Ranch Development. This park was formally known as
Fallon Village Neighborhood Park (Project Number 950020). As part of the design process, Staff is
seeking City Council approval of the Preferred Conceptual Design.
STAFF RECOMMENDATION:
Receive the presentation from Staff and the Consultant, approve the Preferred Conceptual Design for
the park, and authorize Staff to proceed with preparation of construction documents.
8.3 Commercial Opportunity Sites Task Force
On December 17, 2013, the City Council directed Staff to prepare, for their consideration, a
community engagement process for Dublin residents in an effort to educate and seek input from the
community regarding the remaining undeveloped commercial properties in the Eastern Dublin
Specific Plan. In order to most effectively facilitate the community engagement process, Staff is
proposing the creation of the Commercial Opportunity Sites Task Force. Staff is seeking direction on
the proposed task force by the City Council.
STAFF RECOMMENDATION:
Receive the report and provide Staff with further direction.
8.4 Five-Year General Fund Forecast,Including Preliminary FY 2014-15/15-16 Budget,and
Proposed Calendar for the FY 2014-15/ 15-16 Proposed Budget
This report provides the updated five-year General Fund forecast, with preliminary FY 2014-15 / 15-
16 budget numbers, and includes a discussion of its implications on the fiscal sustainability of
ongoing City operations. It also contains the calendar of major tasks and dates for the upcoming two-

year budget cycle.
STAFF RECOMMENDATION:
Receive the report, and approve the proposed calendar related to the FY 2014-15 /15-16 Proposed
Budget.
