CALL TO ORDER 2. PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL COMMUNICATIONS 3.1 Introduction of New Police Services Deputy Linda Thuman 3.2 February Customer Service Award to Bob VanVliet, Public Works Landscape Laborer 3.3 Presentation of Savings Bonds to December Recycling Winners: Christine Sloss, E. Hygum, William Nienaber, Mr. or Mrs. Johnson, Phil Haight 3.4 Recognition of Volunteers and Presentation of Plaque for the Topaz Circle Landscaping Project (Approximately 50 volunteers spent over 1,300 hours of their time installing landscaping and irrigation improvements on the Topaz Circle slopes of the Dougherty Hills Open Space Park. Funding for the materials came from the City of Dublin, DSRSD and Zone 7.) At this time, me.ers of the audience are ~rmitted to address the City Council on any item which is NOT on the City Council Agenda. Comments should not exceed 5 minutes, If aw ~rson feets that this is not sufficient time to a~ress their concern, that person should arrange with the City Clerk to have their porticular concern placed on the agenda for a future meting. The City Council CANNOT deli~rate or take action on a non-agenda item UNLESS there is factual evi~nce presented to the Council indicating that the subject brought up falls into one of the exceptions under Goverment Code Section 54954.2. 4. CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for a~rova[ ~ the City Council with one single action. Members of the audience who would like an item removed fr~ the Consent Calendar for purpose of public input may request the City Council to remove the it~. The request may be made at the time that the Mawr asks the a~ience mmbers if there is anyone interested in removing an itm from the Consent Calendar. 4.1 Minutes: Regular Meeting of January 10, 1994 STAFF RECOMMENDATION: Approve 4.2 Alameda County Abandoned Vehicle Abatement Program A technical revision is being made to the Joint Powers Agreement (JPA) which the City entered into in July 1992. The California Highway Patrol rather than the Department of Motor Vehicles will disperse all funds received. STAFF RECOMMENDATION: Approve amended JPA and authorize Mayor to execute same. 4.3 Financial Report for the Month of November, 1993 STAFF RECOMMENDATION: Receive Report. 4.4 Authorization to Solicit Bids for Copier Machine for Police Services The existing copier in Police Services which was purchased in 1985 has begun to require frequent repairs and servicing and has become unreliable. STAFF RECOMMENDATION: Authorize Staff to solicit bids for the purchase of a Konica 4045 Copier System. 4.5 Warrant Register Dated January 24, 1994 STAFF RECOMMENDATION: Approve 5. WRITTEN COMMUNICATION - None 6. PUBLIC HEARING - None 7. UNFINISHED BUSINESS - None . ':8~ NEW BUSINESS 8.1 Authorization for city of Dublin to Support Amicus Brief related to Election Code Provisions The City Clerk in Pittsburgwas recently ordered by the Superior Court to accept referendum petitions which clearly did not comply with the provisions of the Elections Code. California City Attorneys and the City Clerks Association of California are supporting an Amicus Brief before the Court of Appeal to clarify the administrative provisions of several Election Code sections. Since all City Clerks have the potential to receive referendum petitions, a request has been made for all cities to join as an amicus curiae. There is no cost to the city to join. STAFF RECOMMENDATION: Authorize support for Amicus Brief 8.2 Status Report on E1 Charro/I-580 Interchange Due to the fact that Pleasanton quarry trucks will not be able to use the Stanley Boulevard/First Street route after January~ 1995, but be required to use the 1-580/E1 Charro interchange~ a study was undertaken to identify needed improvements to this interchange° STAFF RECOMMENDATION: Receive report. 9.
