3.1. Distinguished Budget Presentation Award for the City of Dublin's FY 2014-15 and FY 2015-16
Adopted Budget and Financial Plan
The City of Dublin has received its first Distinguished Budget Presentation Award, conferred by the
Government Finance Officers Association, for its FY 2014-15 and FY 2015-16 Adopted Budget and
Financial Plan.
STAFF RECOMMENDATION:
Receive the report and accept the award.
3.2. Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your
name for the record. COMMENTS SHOULD NOT EXCEED THREE(3) MINUTES. In accordance with State Law, no action or discussion
may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or
may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office
related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY
discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action.
Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input
may request the Mayor to remove the item.
4.1. Minutes of the Regular City Council Meeting of January 20,2015 and Minutes of the January 26,
2015 Special City Council Meeting
The City Council will consider approval of the minutes of the Regular City Council meeting of
January 20, 2015, and the Special City Council meeting of January 26, 2015.
STAFF RECOMMENDATION:
Approve the minutes of the Regular City Council meeting of January 20, 2015, and the Special City
Council meeting of January 26, 2015.
4.2. Declaration of Weed and Combustible Debris Abatement
In accordance with the Dublin Municipal Code section 5.70.030, the City Council may declare that there
is a public nuisance created by weeds and combustible debris growing or accumulating upon the streets,
sidewalks and property within the City of Dublin. This declaration requires the Fire Chief or his
designee to notify property owners of the nuisance conditions and demand that the conditions be abated
without delay. If the abatement is not completed, the City of Dublin shall, at the expense of the owner,
have the weeds or refuse removed.
STAFF RECOMMENDATION:
Adopt the Resolution Declaring Weeds and Combustible Refuse a Public Nuisance and Ordering the
Abatement Thereof; direct Staff to notify the public of the adoption of this Resolution; and schedule a
public hearing for the April 7, 2015 City Council meeting at which time the City Council will hear and
consider objections to this abatement order.

4.3. Street Closures for 2015 St. Patrick's Day Celebration
The City Council will consider temporarily closing streets affected by the 2015 St. Patrick's Day Parade
and Shamrock 5k Fun Run and Walk.
STAFF RECOMMENDATION:
Adopt the Resolution Authorizing Temporary Street Closures for the 2015 St. Patrick's Day Parade and
Shamrock 5K Fun Run and Walk.
5. WRITTEN COMMUNICATION—None.
6. PUBLIC HEARINGS
6.1. The Green Mixed Use Project- Planned Development Rezoning with related Stage 1 and Stage 2
Development Plan, Site Development Review (Commercial Buildings only),Vesting Tentative
Map, Development Agreement, and Supplemental Environmental Impact Report(PLPA-2013-
00013)
The Green Mixed Use Project includes the construction of approximately 37,000 square feet of retail and
restaurant buildings with associated outdoor seating areas and six residential neighborhoods with 372
units in multiple buildings on a 27.5 acre site and related surface parking lots, installation of utilities and
services, site landscaping, pedestrian plazas, and placement of identification signs. The current request
includes approval of a General Plan Amendment, Eastern Dublin Specific Plan Amendment, Planned
Development Rezoning, Site Development Review for the Commercial Buildings, Vesting Tentative
Map, a Development Agreement, and a Final Supplemental Environmental Impact Report.
STAFF RECOMMENDATION:
The public hearing on this item was continued from the November 4, 2014 City Council meeting to the
February 3, 2015 meeting. At the request of the Project Applicant, Staff recommends that the City
Council continue the public hearing to the City Council's Regular Meeting on April 7, 2015.
7. UNFINISHED BUSINESS
7.1. Award of Construction Contract- Emerald Glen Recreation and Aquatic Complex
The City Council will consider awarding Contract No. 14-02 to Overaa Construction for the Emerald
Glen Recreation and Aquatic Complex (Project#PK0105). This project provides for the construction of
a 31,940 square foot facility with three pools and waterslide tower, as well as over six-acres of park
improvements and an amphitheater to complete the development of Emerald Glen Park.
STAFF RECOMMENDATION:
Adopt the Resolution Awarding Contract No. 14-02 Emerald Glen Recreation and Aquatic Complex to
C. Overaa& Company Construction in the amount of$33,090,000; and approve the budget change.
7.2. Approval of a New Capital Improvement Program (CIP) Project— Amador Plaza Road Bicycle
and Pedestrian Improvements
The City Council will consider a new CIP Project to implement the City's recently adopted Bikeways
and Pedestrian Master Plan. The proposed Amador Plaza Road Bicycle and Pedestrian Improvements
Project would enhance bicycle and pedestrian safety and accessibility along Amador Plaza Road
between Dublin Boulevard and Amador Valley Boulevard.
STAFF RECOMMENDATION:
Approve the addition of the Amador Plaza Road Bicycle and Pedestrian Improvements Project to the
Five Year Capital Improvement Plan; and approve the budget change.
7.3. City Council Youth in Government Program Participation
The City Council will consider participation in the first annual Youth in Government Program
(Program), which will take place during varying hours on Monday, March 2; Tuesday, March 3; and
Monday, March 9, 2015. This year's Program will consist of senior students from Valley High School
taking a tour of the City, job shadowing participating City Staff and Council Members, observing a
regular City Council meeting, and participating in their own mock City Council meeting.

STAFF RECOMMENDATION:
Participate in the first annual Youth in Government Program, which will take place during varying hours
on Monday, March 2; Tuesday, March 3; and Monday, March 9, 2015.
8. NEW BUSINESS
8.1 Appointments to the Standing City Council Economic Development Committee
The City Council will consider the Mayor's appointments to the Standing City Council Economic
Development Committee.
STAFF RECOMMENDATION:
Approve the Mayor's appointments of Mayor Haubert and Vice Mayor Gupta to the Standing City
Council Economic Development Committee.
8.2 St. Patrick's Day Parade
The Annual Dublin Lions Club St. Patrick's Day Parade will be held on Saturday, March 14, 2015. Each
year the Dublin City Council participates in the parade. Last year the City Council rode on a parade
float. The City Council will consider participating in the 2015 St. Patrick's Day parade.
STAFF RECOMMENDATION:
Participate in the St. Patrick's Day Parade by riding on a fire truck.
9. OTHER BUSINESS - Brief INFORMATION ONLY reports from Council and/or Staff, including
Committee Reports and Reports by Council related to Meetings Attended at City Expense (AB1234).
10. ADJOURNMENT - In memory of Staff Sgt. Sean Diamond and our fallen troops.
