3.1. Introduction of New Employee: Meagan Hanna
A new member of City Staff will be introduced: Meagan Hanna, Office Assistant II in Police Services.
STAFF RECOMMENDATION:
Welcome new City of Dublin Staff member.
3.2. Acceptance of Gifts to City from Dublin Senior Center Sponsors
The City Council will receive a report on the various sponsors who provided monetary donations to
support the City of Dublin Senior Center over the past year.
STAFF RECOMMENDATION:
Recognize the sponsors and formally accept the contributions.
3.3. Recognition of Discovery Builders for Youth Fee Assistance Program Donation
The Parks and Community Services Department Recreation Fee Assistance Program received a
generous $2,500 donation from Discovery Builders in conjunction with the opening of Schaefer Ranch
Park. The Dublin City Council will formally accept the donation and recognize the donor.
STAFF RECOMMENDATION:
Formerly accept the donation of $2,500 for the Recreation Fee Assistance Program and formerly
recognize the donor, Discovery Builders.
3.4. City Sponsorship of Dublin Integrity In Action's 5th Annual Dublin Bowl-A-Rama
The City Council will consider event sponsorship of the Dublin Integrity In Action's 5t' Annual Dublin
Bowl-A-Rama.
STAFF RECOMMENDATION:
Approve the event sponsorship of the Dublin Integrity In Action's 5th Annual Dublin Bowl-A-Rama.

3.5. Report on the 2013 Shop Local Holiday Campaign
In fall 2013, the City of Dublin partnered again with the Dublin Chamber of Commerce to manage the
Shop Local Holiday Campaign to encourage shopping throughout the City during the holidays. This
report provides a summary of the third year of the Shop Local Holiday Campaign.
STAFF RECOMMENDATION:
Accept the report.
3.6. Public Comments
At this time,the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your
name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or
discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions
asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City
Clerk's Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City
Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section
54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single
action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of
public input may request the Mayor to remove the item.
4.1. Minutes of the January 21,2014 Regular City Council Meeting
The City Council will consider approval of the minutes of the Regular City Council meeting of January
21, 2014.
STAFF RECOMMENDATION:
Approve the minutes of the Regular City Council meeting of January 21, 2014.
4.2. Acceptance of Work—Contract No. 13-09,2013 Annual Slurry Seal Program
The 2013 Annual Slurry Seal Program (CIP No. 969204) resurfaced several City streets with a slurry
seal that will prolong the life of the existing pavement surface. As streets begin showing wear and
stress cracking, it is important to seal the cracks to keep water from getting under the roadway
pavement. The City Council will consider the acceptance of the 2013 slurry seal work.
STAFF RECOMMENDATION:
Accept improvements under Contract No. 13-09, 2013 Annual Slurry Seal Program, and release
retention after 35 days if there are no subcontractor claims.
4.3. Approving Partial Release of Securities for Positano Parkway/Croak Road Extension
Improvements,Parcel Map 10049,Positano/Fallon Village
Braddock and Logan Services, Inc., dba Dublin RE Investors, LLC, recently constructed more than
75% of the required improvements along Positano Parkway and Croak Road in accordance with the
Tract Improvement Agreement for Parcel Map 10049. It is now appropriate for the City to approve
partial release of securities for these improvements.
STAFF RECOMMENDATION:
Adopt Resolution Approving Partial Release of Securities for Positano Parkway/Croak Road Extension
Improvements,Parcel Map 10049, Positano/Fallon Village.
4.4. Street Closures for 2014 St. Patrick's Day Celebration
California Vehicle Code section 21101, subdivision (e), provides that local authorities may, by
Ordinance or Resolution, temporarily close a portion of any street under their jurisdiction for
"celebrations,parades, local special events, and other purposes" as long as the authorities determine that
the closing is "necessary for the safety and protection of persons who are to use that portion of the street
during the temporary closing." In order to close streets affected by the 2014 St. Patrick's Day Parade
and Shamrock 5k Fun Run and Walk, it is necessary for the City Council to adopt a Resolution.
STAFF RECOMMENDATION:
Adopt Resolution Authorizing Temporary Street Closures for the 2014 St. Patrick's Day Parade and
Shamrock 5K Fun Run and Walk.

4.5. Declaration of Weed and Combustible Refuse Abatement
In accordance with Dublin Municipal Code section 5.70.030, the City Council may declare that there is
a public nuisance created by weeds and combustible debris growing or accumulating upon the streets,
sidewalks and property within the City of Dublin. This declaration requires the Fire Chief or his
designee to notify property owners of the nuisance conditions and demand that the conditions be abated
without delay. If the abatement is not completed, the City of Dublin shall, at the expense of the owner,
have the weeds or refuse removed.
STAFF RECOMMENDATION:
Adopt Resolution Declaring Weeds and Combustible Refuse a Public Nuisance and Ordering the
Abatement Thereof; direct Staff to notify the public of the adoption of this Resolution; and schedule a
public hearing for the April 1, 2014 City Council meeting at which time the City Council will hear and
consider objections to this abatement order.
4.6. Sorrento East Public Art Payment Agreement
The City Council will consider the approval and authorizing the City Manager to enter into a public art
payment agreement with SR Structured Lot Options I, LLC.
STAFF RECOMMENDATION:
Adopt Resolution Authorizing the City Manager to Execute the Public Art Payment Agreement with
SR Structured Lot Options I, LLC.

6. PUBLIC HEARINGS
6.1. Alameda County East County Hall of Justice—Site Development Review
The original East County Hall of Justice (ECHOJ) Site Development Review approval was granted by
the City Council in November 2004 and a revised design was approved in 2009. Since that time,
Alameda County has reassessed their needs for the facility, the availability of funding for construction,
and has redesigned the project. The County has requested approval of a Site Development Review
Permit for a revised ECHOJ complex of 196,219 square feet that includes 13 courtrooms and associated
office and support facilities. Overall,the project site and building forms remain generally the same with
the larger (courtroom) portion of the building located on the northern portion of the site and the shorter
(office)portion of the building located on the southern portion of the site near Gleason Road. This item
was continued from the January 21, 2014 City Council meeting.
STAFF RECOMMENDATION:
Conduct the public hearing, deliberate and adopt Resolution Approving Site Development Review to
construct a 196,219 square foot building comprised of courtrooms, offices, and associated facilities on
20.4 acres located on the north side of Gleason Drive between Madigan and Arnold Drives, and
approving the associated Agreement between the City of Dublin and the County of Alameda regarding
the enforcement of Conditions of Approval for the East County Hall of Justice.
6.2. Street Tree Ordinance
The Street Tree Ordinance establishes guidelines to preserve and maintain all street trees and plantings
on or adjacent to City property. The intent of the ordinance is to ensure that all trees and plantings in or
adjacent to streets and within easements, public right-of-way and other public spaces are protected by
regulating the planting, maintenance and removal of trees.
STAFF RECOMMENDATION:
Conduct the public hearing, deliberate, and waive the reading and INTRODUCE an Ordinance adopting
a new Dublin Municipal Code Chapter 7.56 Relating to Street Trees.

8. NEW BUSINESS
8.1. Resolution in Support of the Community Access Preservation Act(CAP Act)
In 2011, the franchise agreement between Comcast and the City of Dublin ended, and the City became
subject to Assembly Bill 2987,the Digital Infrastructure and Video Competition Act(DIVCA). DIVCA
shifted oversight of cable television franchises from local governments to the State through the
California Public Utilities Commission. As a result of DIVCA, Tri-Valley Community Television
(TV30) lost its flexibility to use PEG (Public, Education, and Government) fees collected from
subscribers for ongoing operations. Although PEG fees continue to be collected from subscribers by the
cable operators, these fees are now specifically designated for capital costs only. This change
detrimentally impacted TV30 as well as public access channels throughout the country with similar
state laws. The federal Community Access Preservation Act(CAP Act)would rectify this situation.
STAFF RECOMMENDATION:
Adopt Resolution Supporting the Passage of U.S. Senate Bill 1789, the Community Access
Preservation Act(CAP Act).
8.2. City Council Salary Options
The City Council will discuss options regarding Councilmember salaries in the future.
STAFF RECOMMENDATION:
Discuss and provide direction to Staff regarding options for possible adjustments to City Council
salaries.
8.3. St. Patrick's Day Parade
The Annual Dublin Lions Club St. Patrick's Day Parade will be held on Saturday, March 15, 2014.
Each year the Dublin City Council participates in the parade. Last year the City Council walked in the
parade and handed out giveaways to the crowds. The City Council will consider alternatives for
participating in the 2014 St. Patrick's Day parade.
STAFF RECOMMENDATION:
Consider alternatives for the 2014 City Council St. Patrick's Day parade entry and provide direction to
Staff.
9. OTHER BUSINESS
