3.1. Introduction of New City Employees
New members of City Staff will be introduced.
STAFF RECOMMENDATION:
Welcome new City of Dublin Staff members.
3.2. City Sponsorship of Earl Anthony Memorial Professional Bowlers Association (PBA) Open
The City Council will consider sponsorship of the Earl Anthony Memorial PBA Open and approval of a
Budget Change for $1,000.
STAFF RECOMMENDATION:
Approve the sponsorship of the Earl Anthony Memorial PBA Open and approve the Budget Change.
3.3. Acceptance of Charitable Donation from Anthony, Angie and Lauren Bilich
Dublin Police Services' Crime Prevention Unit was given a donation from Anthony, Angie and Lauren
Bilich. The donation amount of$1,000 will be used for costs associated with updating Crime Prevention
and School Resource Officers with drug education training. The Dublin City Council will present the
Bilich family with a Certificate of Appreciation for their donation.
STAFF RECOMMENDATION:
Accept the $1,000 donation, approve the Budget Change and formally recognize the donor.
3.4. Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your
name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion
may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or
may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office
related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY
discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action.
Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input
may request the Mayor to remove the item.

4.1. Minutes of the Regular City Council Meeting of January 15, 2013
The City Council will consider the approval of the minutes of the Regular City Council meeting of
January 15, 2013.
STAFF RECOMMENDATION:
Approve the minutes of the Regular City Council meeting of January 15, 2013.
4.2. Resolution Declaring a Public Nuisance Created by Weeds and Combustible Debris Growing or
Accumulating upon the Streets, Sidewalks and Property within the City of Dublin
In accordance with Dublin Municipal Code section 5.70.030, the City Council may declare that there is a
public nuisance created by weeds and combustible debris growing or accumulating upon the streets,
sidewalks and property within the City of Dublin.
STAFF RECOMMENDATION:
Adopt Resolution Declaring Weeds and Combustible Refuse a Public Nuisance and Ordering the
Abatement Thereof; direct Staff to notify the public of the adoption of this Resolution; and schedule a
public hearing for the April 2, 2013 City Council meeting at which time the City Council will hear and
consider objections to this abatement order.
4.3. Request to Rename Sara Lee Court to Sara Ann Court
Schaefer Ranch Development, Inc., developer of Schaefer Ranch Unit 2 — Tract 8000, submitted a letter
requesting to change the name of Sara Lee Court to Sara Ann Court.
STAFF RECOMMENDATION:
Adopt Resolution Approving the Renaming of Sara Lee Court to Sara Ann Court.
4.4. Energy Efficiency Upgrade Additional Project Management Assistance
The City Council will consider a budget change increasing the amount of project management assistance
for the Energy Upgrade Project (Capital Project # 930018) and authorizing the City Manager to execute
a contract amendment with PMA Consultants for additional project management assistance in
coordinating the Energy Upgrade Projects' construction efforts.
STAFF RECOMMENDATION:
Adopt the Budget Change and authorize the City Manager to execute a contract amendment for
additional project management services.
4.5. Adoption of Ordinance Amending Dublin Municipal Code Chapter 5.100 (Parks and Recreation
Areas and Facilities)
At the December 4, 2012 City Council meeting, the City Council adopted an Ordinance which included
an amendment to Dublin Municipal Code Chapter 5.56 (Smoking Pollution Control), to prohibit
smoking within any City park. Staff is recommending an update to Dublin Municipal Code Chapter
5.100 — Section 5.100.110 (Activities in parks — Prohibited acts) and the Standard Park Rules Signs to
reflect this change.
STAFF RECOMMENDATION:
Waive the reading and adopt an Ordinance amending Chapter 5.100 of the Dublin Municipal Code
relating to the regulation of Parks and Recreation Areas and Facilities; and adopt Resolution approving
the amended language of the Standard Park Rules Sign.
4.6. Agreement for Construction Management Services for Maintenance Yard Facility and Public
Safety Complex
On March 20, 2012, the City Council approved the Consulting Services Agreement for construction
management services with Bovis Lend Lease. Since that time, the Consultant submitted a written
request to be released from the Agreement due to staffing availability. Staff solicited new proposals
from other qualified firms for replacement and is recommending approving an Agreement with Mack 5
for similar construction management services.
STAFF RECOMMENDATION:
Adopt Resolution approving the Agreement with Mack 5 and accept the withdrawal request from Bovis
Lend Lease.

4.7. Confirmation and Approval of Memorandum of Understanding (#AL1331) and Acceptance of
Traffic Safety Grant
Dublin Police Services has received a grant award for continued participation in the Avoid the 21 DUI
Campaign. The grant award includes an agreement for the use of Grant Funds. It is appropriate for the
City Council to confirm the City participation. This is a multi-agency effort to conduct targeted
enforcement to reduce the incidence of driving under the influence.
STAFF RECOMMENDATION:
Adopt Resolution Confirming City of Dublin Participation in the "Avoid the 21" DUI Campaign Grant
Administered by the Hayward Police Department(#AL1331); and approve the Budget Change.

7. UNFINISHED BUSINESS
7.1. Evaluation of splatter Event
The Parks and Community Services Department has compiled this evaluation report of the 2012 splatter
event based on information gathered from surveys to Tasting Pavilion patrons, winery and restaurant
participants, and lead logistics staff. The report also reflects input from the Parks and Community
Services Commission at their January 14, 2013 meeting.
STAFF RECOMMENDATION:
Provide input on the strategies identified for the 2013 event and authorize Staff to proceed with
production of a one-day event the weekend of September 21, 2013.
8. NEW BUSINESS
8.1. Determination of How to Fill the Vacancy on the City Council
Former City Councilmember Eric Swalwell resigned from the City Council effective January 2, 2013.
The City Council must determine how it will fill the vacancy by March 2, 2013. The City Council could
choose to appoint a successor to hold the seat for the unexpired term of the former incumbent or call a
special election to fill the vacancy (with or without a person being appointed to serve in the interim).
The special election can be an all-mail-ballot election.
STAFF RECOMMENDATION:
Receive Staffs presentation, receive comments from the public, deliberate and determine how the City
Council wishes to fill the vacant seat on the City Council.
8.2. Green on Park Place General Plan and Eastern Dublin Specific Plan Amendment Study Initiation
Request
The City Council will consider whether to initiate a General Plan and Specific Plan Amendment Study to
change both the General Plan and Eastern Dublin Specific Plan land use designations for 27.45 acres of
property at 5144 and 5344 Hacienda Drive from General Commercial to a new Mixed Use land use
designation. This item was originally noticed for the December 18, 2012 City Council meeting, and was
postponed to this meeting at the Applicant's request.
STAFF RECOMMENDATION:
Either adopt Resolution approving the initiation of a General Plan and Eastern Dublin Specific Plan
Amendment Study to change the land use designation on approximately 27.45 acres at 5144 and 5344
Hacienda Drive from General Commercial to a new Mixed Use land use designation; OR adopt
Resolution denying the initiation of a General Plan and Eastern Dublin Specific Plan Amendment Study
to change the land use designation on approximately 27.45 acres at 5144 and 5344 Hacienda Drive from
General Commercial to a new Mixed Use land use designation.

8.3. Approve Parking Regulations on Amador Plaza Road
This item will consider implementing a no-parking zone along the the cul-de-sac bulb at the southern
terminus of Amador Plaza Road to provide adequate clearance for emergency and larger commercial
vehicles to perform a turnaround maneuver.
STAFF RECOMMENDATION:
Adopt Resolution amending the Dublin Traffic Code approving parking regulations on Amador Plaza
Road.
8.4. Commercial Facade Improvement Grant Program Agreement with The Murphy Trust
In December 2011, City Council adopted the Commercial Facade Improvement Grant Program as one
way to improve the physical appearance of the Downtown Dublin Specific Plan Area and the segment of
Dublin Boulevard between Village Parkway and Dougherty Road, encourage the retention of existing
businesses, as well as increase property values, tenant stability, and lease rates in the area.
Representatives from The Murphy Trust requested participation in the Commercial Facade Improvement
Grant Program in January 2012 to assist them with the substantial facade improvements for 7100-7116
Village Parkway valued at an estimated cost of$105,000.
STAFF RECOMMENDATION:
Adopt Resolution Approving a Commercial Facade Improvement Grant Program Agreement with The
Murphy Trust relating to facade improvements to be performed on a property located at 7100-7116
Village Parkway.
8.5. Parks and Community Services Spring Events
The Parks and Community Services Department produces a diverse range of special event programs
throughout the year to celebrate community milestones. In the next several months, the Department is
planning a dedication of Positano Hills Park. This report provides an overview of the upcoming spring
event schedule and options for dates to hold the park dedication.
STAFF RECOMMENDATION:
Select a date for the dedication of Positano Hills Park for the weekend of April 20 or May 4, 2013.
8.6. St. Patrick's Day Parade
The Annual Dublin Lions Club St. Patrick's Day Parade will be held on Saturday, March 16, 2013. Each
year, the Dublin City Council participates in the parade. Last year, as part of the celebration to honor
Dublin's "All America City" status and to celebrate the City's 30th anniversary, the City Council and
past dignitaries rode in decorated cable cars. The City Council will consider alternatives for participating
in the 2013 St. Patrick's Day parade.
STAFF RECOMMENDATION: •
Consider alternatives for the 2013 City Council St. Patrick's Day parade entry and provide direction to
Staff.
9. OTHER BUSINESS

Reports by Council related to Meetings attended at City Expense (AB 1234).
