for public information and perusal several days prior to a Council meeting in the City Clerk's Office and also at
the Dublin Library.

3.1 Proclamation Declaring February 27, 1994 as "Literacy Day"
3.2 Presentation of Savings Bonds to January Recycling Contest
Winners: William Saltzman, Janice Sargenti, Flora Moy, Paul
Ferriea, and David Gossett.
At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City
Council Agenda. Comments should not exceed 5 minutes. If any porson feels that this is not sufficient time to
a~ress their concern= that person should arrange with the City Clerk to have their ~rticular concern placed on the
agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is
factual evidence present~ to the Council indicating that the subject brought up falls into one of the exceptions
under Government Code Section 54954.2.
4. CONSENT CALENDAR
Consent Calendar items are t~ically of a non-controversial nature and are consider~ for a~rova[ ~ the City Council
with one single action. Members of the a~ience who would like an item removed fr~ the Consent Calendar for purpose
of ~blic input may r~uest the City Council to r~ove the item. The r~uest may ~ made at the time that the Mayor
asks the a~ience me~ers ~f there is anyone interested in r~ovi~ an item from the Consent Calendar.
4.1 Minutes: Regular Meeting of January 24, 1994
STAFF RECOMMENDATION: Approve
4.2 Authorization to Prepare Engineer's Report for Street Lighting
Maintenance Assessment District 83-1
This assessment district funds energy and maintenance costs
for the City's street lighting system. Staff is requesting
authorization to prepare the Engineer's Report for the
assessment district.
STAFF RECOMMENDATION: Adopt Resolution.
4.3 Authorization to Prepare Engineer's Report for Landscaping &
Lighting Maintenance Assessment District 83-2 (Tract 4719)
This assessment district funds maintenance of landscaping
improvements along Stagecoach Road and within the Dublin
Hills Estates development° Staff is requesting
authorization to prepare the Engineer's Report for this
assessment district.
STAFF RECOMMENDATION: Adopt Resolution.
4.4 Authorization to Prepare Engineer's Report for Landscaping &
Lighting Maintenance Assessment District 86-1
This assessment district funds maintenance of public
landscaping improvements associated with the Villages @
WillOw Creekdevelopment. Staff is requesting
authorization to prepare the Engineer's Report for this
assessment district.
STAFF RECOMMENDATION: Adopt Resolution.
4.5 Approval of Tract 6644 (Subdivision of Parcel B of Parcel Map
6571)
Tract 6644 is a resubdivision of Parcel Map 6571, east side
of Dougherty Road @ Sierra Lane (BJ Dublin Commercial)
STAFF RECOMMENDATION: Adopt Resolution approving Final Map
and authorize Mayor to execute agreement.
4.6 City Treasurer's Investment Report as of January 31, 1994
The City's investment portfolio totals $18,368,948.63 and
funds are invested at an average annual yield of 5.172%.
STAFF RECOMMENDATION: Receive Report.
4.7 Family and Medical Leave Act
In AUgust of 1993, the new federal Family and Medical Leave
Act was adopted. Subsequently, the state's Family Rights
Act was amended to conform to the federal law and the City
must now amend its policy to comply with FMLAo

4.8Financial Report for the Month of December 1993
STAFF RECOMMENDATION: Receive Report
409 Authorization to Solicit Bids for Village Parkway
Reconstruction, Contract 94-01
As part of Dublin's street maintenance effort, an annual
contract has been let for the asphalt overlay of some of
the City's arterial streets. This year's project will
reconstruct Village Parkway in lieu of an overlay and this
contract is now ready for advertising for public bids°
STAFF RECOMMENDATION: Authorize Staff to advertise for bids
on this 1993-94 Capital Improvement Project.
4o10 Award of Purchase Order for Bleachers at the Dublin Sports
Grounds
Four bid proposals were received for 10 bleacher units at
the Dublin Sports Grounds° The City Council will review
the bids'and consider awarding the purchase order to the
low bidder~ David O'Keefe Company°
STAFF RECOMMENDATION: Adopt Resolution awarding purchase
order for $16~389o20
4~11 Final Financial Report for Fiscal Year 1992-93 and Annual
Audit Report
This report represents the City's Comprehensive Annual
Financial Report for FY ending June 30~ 1993. The report
includes financial statements prepared by Maze &
Associates~ the independent auditors selected by the City
Council°
STAFF RECOMMENDATION: Receive Report; receive and file Staff
response to the Management Letter; and authorize year-end
supplemental appropriations as described in report.
4.12 Purchase of Copier for Police Services Utilizing Equipment
Replacement Internal Service Funds
The Konica 5003 Copierf purchased by the City in 1985f has
exceeded its useful life and requires frequent repairs.
Staff was authorized to advertise for replacement copier
bids on January 24~ 1994o Three bids were received, with
AAA Office Systems being the low bidder.
STAFF RECOMMENDATION: Authorize additional appropriation for
equipment replacements; award copier bid to AAA Office
Systems; direct Staff to issue purchase order for $9,715.44

5. WRITTEN COMMUNICATION
5.1 Request from the Dublin Fine Arts Foundation (DFA)
DFA is requesting permission from the City Council to place
a temporary work of art in the Civic Center Plaza as part
of their "'Art in the Environment" program.
STAFF RECOMMENDATION: Approve request subject to Staff
recommended conditions°
5°2 Request from the Dublin Fine Arts Foundation (DFA)
The City Council will consider a request from DFA to waive
the use fees for the Regional Meeting Room when they host
the Chamber of Commerce mixer on February 24~ 1994.
STAFF RECOMMENDATION~ Consider request.
6. PUBLIC HEARING
6.1 Ordinance Adopting Regulations in Compliance with the Cable
Television and Consumer Protection Act of 1992
The Cable Television Consumer Protection and Competition
Act of 1992 allows cable systems not subject to effective
competition to be regulated by franchising authorities such
as cities° Cities may regulate basic cable service rates,
charges for related equipment and may establish customer
service standards that are consistent with FCC regulations°
STAFF RECOMMENDATION: Conduct public hearing~ deliberate;
waive reading and INTRODUCE Ordinance; direct Staff to notify
Viacom Cablevision of these regulations.

8. NEW BUSINEss
8.1 Resolution GOverning Rules of CondUct of Meetings of'the
Dublin City Council
Councilmember Houston has requested that the City Council
consider changing the starting time for Council meetings to
begin earlier than the established time of 7:30 p.m.
STAFF RECOMMENDATION: Discuss and provide appropriate
direction to Staff°
· 8°2 Dublin Police Services 1993 Calendar Year Report
Dublin Police Services annually prepares a report comparing
the past year's crime statistics with the previous year.
Overall crime statistics for 1993 showed an 11% decrease.
STAFF RECOMMENDATION: Receive Report°
8.3 Life, Accidental Death & Dismemberment (AD&D)~ and Long Term
Disability (LTD) Insurance - Proposed Change in Providers
The City's independent insurance broker recently conducted
a market survey of comparable Life/AD&D and LTD carriers
and identified another insurance carrier who can provide
comparable insurance coverage for City employees at a lower
cost° Annual savings would be approximately $1,428.
STAFF RECOMMENDATION: Authorize City Manager to execute the
necessary documents to change Life/AD&D/LTD insurance carriers
8.4 Revisions to Personnel System
In accordance with the City's Personnel Rules, each year
salary ranges are reviewed based on market conditions
determined by a comprehensive survey of comparable
positions in similar agencies° Recommended salary range
adjustments for this year range from a decrease of .57% to
an increase of 5.41% and are based on the average of the
agencies surveyed. Range adjustments do not automatically
increase actual salaries°
STAFF RECOMMENDATION: Adopt Resolution.
8.5 Sidewalk Repair Policy and Procedures
In the past~ the City has repaired hazardous sidewalks at
City cost. Last Fiscal Year~ the City Council directed
Staff to prepare a draft poliCy that would require the
property owners to pay for the cost of these repairs in
Fiscal Year 1993-94o
STAFF RECOMMENDATION: 1) Direct Staff to: a) Restore the
prior policy in which the City pays for maintenance of
sidewalks for tripping hazards~ -OR- b) Reaffirm the most
recent Council direction to require property owners to
maintain sidewalks fronting the individual properties~ -OR- c)
Some combination of a & b; 2) If Options l(a) or (b) are
chosen~ adopt appropriate Resolution~ 3) If Option 1(c) is
chosen~ provide direction as to cost sharing and continue this
item to the February 28~ 1994 City Council meeting.
8.6 Regional Fire Services Study/Twin Valley Fire Service Project
In September of 1993~ the Alameda County Fire Chiefs'
Association concluded that the present system of fire
service delivery in the County should be examined for the
purpose of achieving much greater regional coordination
among the now separate fire departmentso A committee
comprised of city managers and city and county fire chiefs
has developed a work plan for an Alameda County Regional
Fire Service Delivery Study~
STAFF RECOMMENDATION: Adopt Resolution endorsing City and
County Regional Fire Service Delivery Study and provide
direction to Dougherty Regional Fire Authority Board of
Directors
8°7 Formation of "Wheels Accessible Advisory Committee"
The Livermore-Amador Valley Transit Authority (LAVTA) is
seeking comments related to proposed revisions to the
Bylaws of the Paratransit Advisory Committee which stem
from requirements of the Americans with Disabilities Act
(ADA). The Paratransit Advisory Committee is currently
comprised of 7 members~ 4 from Livermore and 3 from Dublin.
The new Bylaws would change the committee to include 2
members each from Livermore~ Pleasanton and Dublin, and 1
member from Alameda County° Each City and the County shall
have t alternate°
STAFF RECOMMENDATION: Discuss proposed change to Bylaws and
provide comments°

The next reqular meeting of the City Council will be on Monday~
February 28~ 1993o
In addition, the Council has selected the dates of Tuesday and
Wednesday, March 1 and 2~ 1994 in which to hold special meetinqs to
1) review the status on 1993 Goals & Objectives and to establish
and prioritize 1994 Goals & Objectives~ and 2) to discuss and
provide direction to Staff with regard to the preparation of the
1994-95 Preliminary Budget°
