3.1. Accept Donation of Kolb Truck
Carol Kolb Strom has offered the City of Dublin the donation of her father's 1929 Model A Truck, a rare
and valuable AA Express version, which has been carefully restored and maintained in excellent
condition. The Kolb Truck was used in daily Kolb Ranch farming operations in Dublin until the 1960s.
The City will use the truck in parades, at City events and as a heritage program outreach vehicle to
enable a wider audience of residents and visitors to connect with Dublin's past.
STAFF RECOMMENDATION:
Acknowledge, and by motion, accept Carol Kolb Strom's donation of the Kolb Truck, and thank
volunteers from Henry's A's Model A Club for their ongoing assistance and advice.
3.2. Presentation by Dublin Sister City Association President, Dan Scannell
The City Council will receive a presentation from Dublin Sister City Association President Dan
Scannell, regarding the Association's current efforts.
STAFF RECOMMENDATION:
Receive the presentation.
3.3. Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your
name for the record. COMMENTS SHOULD NOT EXCEED THREE(3) MINUTES. In accordance with State Law, no action or discussion
may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or
may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office
related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY
discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).

4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action.
Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input
may request the Mayor to remove the item.
4.1. Minutes of the February 2,2016 Regular City Council Meeting
The City Council will consider approval of the minutes of the February 2, 2016 Regular City Council
meeting.
STAFF RECOMMENDATION:
Approve the minutes of the February 2, 2016 Regular City Council meeting.
4.2. Payment Issuance Report and Electronic Funds Transfers
The City Council will receive a listing of payments issued from January 1, 2016 — January 31, 2016
totaling $3,664,673.77.
STAFF RECOMMENDATION:
Receive the report.
4.3. Drought Emergency Continuance
On March 18, 2014, the City Council adopted a Resolution declaring a State of Emergency in the City of
Dublin due to extreme drought conditions within the State and City. The City Council will consider
continuing the State of Emergency for an additional 30 days.
STAFF RECOMMENDATION:
By motion, as required by Government Code Section 8630(c), which states that the City Council shall
review the need for continuing a local emergency at least once every 30 days until the governing body
terminates the local emergency, continue the State of Emergency that was declared on March 18, 2014,
based on the fact that extreme drought conditions continue to exist within both the State of California
and City of Dublin, and the threat to the safety and welfare of Dublin residents remains.
4.4. City Treasurer's Informational Report of Investments for the Quarter Ending
December 31, 2015
The City of Dublin's Investment Policy calls for a semi-annual report of investments. This report is for
the quarter ending December 31, 2015, and includes a monthly transaction ledger. The City's investment
portfolio for this period totaled $200,481,594 (book value) with an average market yield of 1.08%. All
investment transactions continue to comply with the City's Investment Policy and the California
Government Code. As required by the Policy, the City Treasurer (Administrative Services Director)
affirms that the City is able to meet its expenditure requirements for the next six months.
STAFF RECOMMENDATION:
Receive the report.
4.5. Approval of Tract Improvement Agreement for Tract 7714,Wallis Ranch, Neighborhood 4
Pulte Home Corporation has purchased Tract 7714, Wallis Ranch Neighborhood 4 from Development
Solutions WR, LLC. Pulte Home Corporation has executed a Tract Improvement Agreement and posted
security to guarantee construction of site improvements associated with Tract 7714, allowing the security
previously posted by Development Solutions WR, LLC to be released.
STAFF RECOMMENDATION:
Adopt the Resolution Approving the Tract Improvement Agreement for Tract 7714, Wallis Ranch,
Neighborhood 4.
4.6. Dublin Camp Parks Military History Center Exhibit Design/Build Contract
The City Council will consider approval of a Consulting Services Agreement between the City of Dublin
and Van Sickle & Rolleri LLC to design, fabricate and install historical exhibits at the Dublin Camp
Parks Military History Center. The City Council would then review and approve a design concept later
this spring.
STAFF RECOMMENDATION:
Adopt the Resolution Approving a Consulting Services Agreement with Van Sickle & Rolleri LLC for
the Dublin Camp Parks Military History Center Exhibit Design, Build, and Installation; and approve the
budget change.

4.7. Adoption of Ordinance Amending Chapter 2.12 (Planning Commission) of the Dublin Municipal
Code Making Technical Amendments and Revising the Process for Removing Planning
Commissioners
The City Council directed Staff to prepare an Ordinance updating Chapter 2.12 (Planning Commission)
of the Dublin Municipal Code. Under existing City Council-adopted rules, the removal of City
Commissioners can only be initiated by the Mayor. State law provides that City Commissioners serve at
the pleasure of the City Council, and therefore the existing rules can be changed to provide that the City
Council can initiate the removal process.
STAFF RECOMMENDATION:
Waive the reading and adopt the Ordinance Amending Dublin Municipal Code Chapter 2.12 (Planning
Commission).
4.8. Prohibition on City Employee Political Activity on City Premises and During Working Hours
The City Council will consider a proposed resolution prohibiting City of Dublin employees from
engaging in political activities on City premises or during working hours. Such restrictions are explicitly
permitted under California law and the City Council has already adopted similar restrictions with respect
to City Council members.
STAFF RECOMMENDATION:
Adopt the Resolution Prohibiting City of Dublin Employees From Engaging in Political Activities on
City Premises or During Working Hours.
5. WRITTEN COMMUNICATION
5.1. Invitation to Participate in Sister Cities Mayors Summit Gathering of United States and Irish
Sisters Cities Mayors in Dublin, Ireland
The City Council will consider invitations from the Wicklow County Council, the City of San Jose, and
the City of Dublin, Ireland, inviting the Mayor to participate in a Sister Cities Mayors Summit Gathering
of United States and Irish Sisters Cities Mayors in Dublin, Ireland, in April, 2016.
STAFF RECOMMENDATION:
If the City Council elects to send the Mayor to participate in the Summit in Ireland, Staff recommends
the City Council direct Staff to proceed with travel accommodations, as necessary.
6. PUBLIC HEARINGS
6.1. Adoption of a Resolution Updating the Western Dublin Transportation Impact Fee (Formerly
known as "Downtown Traffic Impact Fee") and Updating the City of Dublin Consolidated Impact
Fee Administrative Guidelines
The City Council will consider an update to the City's Downtown Traffic Impact Fee, including related
amendments to ensure consistency with the City's Consolidated Impact Fee Administrative Guidelines.
Additionally, the update will include a new name, the Western Dublin Transportation Impact Fee,
reflecting the fact that the fee is applicable to all of the areas of Dublin west of Dougherty Road and the
Iron Horse Trail. This item was continued from the January 19, 2016 City Council meeting to provide
staff time to respond to two comment letters that were received on the day of the City Council meeting.
STAFF RECOMMENDATION:
Conduct the public hearing, deliberate, and adopt the Resolution Updating the Downtown Traffic
Impact Fee for Future Developments within the Western Dublin Area, Renaming it the Western Dublin
Transportation Impact Fee, and Updating the City of Dublin Consolidated Impact Fee Administrative
Guidelines.

7. UNFINISHED BUSINESS
7.1 Approval of a New Capital Improvement Program (CIP) Project for Tassajara Road Realignment
and Design, and Approval of Consulting Services Agreement with Mackay & Somps, Civil
Engineers, Inc.
At the December 15, 2015 City Council meeting, Staff requested the approval of a new Capital
Improvement Program (CIP) project to develop a revised street alignment for Tassajara Road between
Moller Ranch entrance north of Fallon Road to the Windemere Parkway in Contra Costa County, north
of the city limit. The proposed project would also provide a conceptual design and cross-section of
Tassajara Road from North Dublin Ranch Drive to Fallon Road. Additionally, Staff requested the
approval of a Consulting Services Agreement with Mackay & Somps, Civil Engineers, Inc. to assist Staff
in completing this work. The City Council requested that the item be brought back at a future City
Council meeting and for Staff to present the technical analysis on the needed capacity of Tassajara Road.
STAFF RECOMMENDATION:
Receive the Staff presentation on the needed capacity of Tassajara Road, approve the addition of the
Tassajara Road Realignment and Widening Project to the Five-Year Capital Improvement Plan, approve
the budget change, and adopt the Resolution Approving a Consulting Services Agreement with Mackay
& Somps, Civil Engineers, Incorporated for Tassajara Road Realignment and Design Project.
8. NEW BUSINESS
8.1. Discussion of Planning Commissioner Goel
At its February 2, 2016 meeting, the City Council requested that Staff place an advisory discussion on
the next City Council agenda related to the behavior and professionalism of Planning Commissioner
Arun Goel. The City Council requested that Commissioner Goel attend the meeting.
STAFF RECOMMENDATION:
Discuss Commissioner Goel and provide direction as appropriate.
8.2. Human Services Commission Fiscal Year 2016-2017 Human Services Grants Program Funding
Recommendations
Under the direction of the City Council, the Human Services Commission is responsible for providing
Human Services Grants Program funding recommendations to the City Council each year. On
January 28, 2016, the Commission held a public meeting related to the Fiscal Year 2016-2017 Human
Services Grants Program. The Commission received presentations from 17 community organizations
that submitted applications for 19 programs. After deliberation, the Commission recommended 18
programs receive grant funding in the upcoming cycle.
STAFF RECOMMENDATION:
Adopt the Resolution Approving Funding Recommendations for Fiscal Year 2016-2017 Human
Services Grants Program; and adopt the Resolution Approving Funding Recommendation for a Fiscal
Year 2016-2017 Human Services Grants Program Contribution to Dublin Partnerships in Education.
8.3. Discussion of Potential Legislative Correspondence on Senate Bill 50
The City Council will consider sending official correspondence to the State requesting that Governor
Brown repeal, amend, or waive Senate Bill 50.
STAFF RECOMMENDATION:
Discuss the letter and provide direction to Staff.
8.4. City Council Salary Options
The City Council will discuss options regarding Councilmember salaries in the future.
STAFF RECOMMENDATION:
Discuss and provide direction to Staff regarding options for a possible adjustment to City Council
salaries.

8.5. Consideration of New Date for January City Council Meeting
The City Council will consider scheduling its regular meeting in January to the second Tuesday of the
month.
STAFF RECOMMENDATION:
Discuss moving its regular meeting in January to the second Tuesday of the month.
9. OTHER BUSINESS -Brief INFORMATION ONLY reports from Council and/or Staff, including
Committee Reports and Reports by Council related to Meetings Attended at City Expense (AB1234).
