3.1. Presentation of the Silicon Valley Leadership Group "Turning Red Tape into Red Carpet" Award
to the City of Dublin
Representatives from the Silicon Valley Leadership Group will present the "Turning Red Tape into Red
Carpet" Award to the City of Dublin for its work on the Emerald Vista housing development. This is the
second time that the City has received a"Turning Red Tape into Red Carpet"Award.
STAFF RECOMMENDATION:
Receive the award.
3.2. Recognition of Commander Tom McCarthy
The City Council will recognize outgoing Dublin Police Chief and Alameda County Sheriff Commander
Tom McCarthy for his outstanding work serving the Dublin community.
STAFF RECOMMENDATION:
Recognize Chief McCarthy for his contribution to the Dublin community.
3.3. Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your
name for the record. COMMENTS SHOULD NOT EXCEED THREE(3)MINUTES. In accordance with State Law, no action or discussion
may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or
may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office
related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY
discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action.
Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input
may request the Mayor to remove the item.
4.1. Minutes of the February 3,2015 Regular City Council Meeting
The City Council will consider approval of the minutes of the Regular City Council meeting of February
3, 2015.
STAFF RECOMMENDATION:
Approve the minutes of the Regular City Council meeting of February 3, 2015.

4.2. Project Acceptance - Contract No. 12-13/12-14 Maintenance Yard Facilities
The City Council is being asked to consider approval of a final Change Order and acceptance of the
improvements under the Contract for construction of the Maintenance Yard Facilities at 5777 Scarlett
Court. The project has been completed and the City has had beneficial occupancy of the buildings since
July 15, 2014, for Alameda County Fire's Maintenance building and August 28, 2014, for the City of
Dublin Corporation Yard building.
STAFF RECOMMENDATION:
Authorize the City Manager to approve final Change Order Number 111; adopt the Resolution
Accepting the Improvements Under Contract No. 12-13/12-14 Maintenance Yard Facility
Improvements; and authorize Staff to accept a maintenance bond in the amount of$1,027,638.
4.3. Payment Issuance Report and Electronic Funds Transfers
The City Council will receive a listing of payments issued from January 1, 2015 — January 31, 2015,
totaling $9,149,145.34.
STAFF RECOMMENDATION:
Receive the report.
4.4. Authorization to Prepare Engineer's Reports: Citywide Street Lighting Maintenance Assessment
District 83-1; Landscaping and Lighting Maintenance Assessment District 83-2 (Stagecoach
Road); Landscaping and Lighting Maintenance Assessment District 86-1 (Villages at Willow
Creek); Landscaping and Lighting Maintenance Assessment District 97-1 (Santa Rita Area);
Street Lighting Maintenance Assessment District 99-1 (Dublin Ranch Area and Tracts 7067, 7586,
8024, 8073, 8074)
The City Council will consider authorizing the preparation of Engineer's Reports for the Fiscal Year
2015-2016 assessments. Citywide Street Lighting Maintenance District 83-1 pays the cost of energy and
maintenance for the City's street light system, except for the lights included in Street Lighting
Maintenance Assessment District 99-1. Landscaping and Lighting Maintenance Assessment District 83-
2 (Stagecoach Road) pays the cost of utilities and maintenance for landscaping improvements along
Stagecoach Road and on the interior slopes of the Dublin Hills Estates development. Landscaping and
Lighting Maintenance Assessment District No. 86-1 (Villages at Willow Creek) pays the cost of utilities
and maintenance for certain landscaping improvements associated with the Villages at Willow Creek
development. Landscaping and Lighting Maintenance Assessment District 97-1 (Santa Rita Area) pays
the cost of utilities and maintenance for certain landscaping improvements within the Santa Rita
development area. Public hearings will be held prior to the levy of assessments.
STAFF RECOMMENDATION:
Adopt the Resolutions (five) Directing Preparation of the Annual Engineer's Reports for Citywide
Street Lighting Maintenance Assessment District 83-1; Landscaping and Lighting Maintenance
Assessment District 83-2 (Stagecoach Road); Landscaping and Lighting Maintenance Assessment
District No. 86-1 (Villages at Willow Creek); Landscaping and Lighting Maintenance Assessment
District 97-1 (Santa Rita Area); and Street Lighting Maintenance Assessment District 99-1.
4.5. City Treasurer's Informational Report of Investments for the Quarter Ending December 31,2014
The City of Dublin's Investment Policy calls for a semi-annual report of investments. This report is
for the quarter ending December 31, 2014, and includes a monthly transaction ledger. The City's
investment portfolio for this period totaled $176,234,415 (book value) with an average market of 0.72%. All investment transactions continue to comply with the City's Investment Policy
and the California Government Code. As required by the Policy, the City Treasurer (Administrative
Services Director) affirms that the City is able to meet its expenditure requirements for the next six
months.
STAFF RECOMMENDATION:
Receive the report.

4.6. Drought Emergency Continuance
On March 18, 2014, the City Council adopted a Resolution declaring a State of Emergency in the City of
Dublin due to extreme drought conditions within the State and City. The City Council will consider
continuing extending the State of Emergency for an additional 30 days.
STAFF RECOMMENDATION:
By motion, as required by Government Code Section 8630(c), which states that the City Council shall
review the need for continuing a local emergency at least once every 30 days until the governing body
terminates the local emergency, continue the State of Emergency that was declared on March 18, 2014,
based on the fact that extreme drought conditions continue to exist within both the State of California
and City of Dublin, and the threat to the safety and welfare of Dublin residents remains.
4.7. Appointment to Dublin Unified School District (DUSD) Liaison Committee
Each member of the City Council represents the City on various local and regional
Boards/Committees/Commissions. Mayor Haubert is recommending the appointment of Cm. Hart as the
second member on the City/DUSD Liaison Committee.
STAFF RECOMMENDATION:
Approve the Mayor Haubert's recommendation of the appointment of Cm. Hart as the second City
Council member on the City of Dublin/DUSD Liaison Committee.
4.8. Approval of a New Capital Improvement (CIP) Project- Civic Center Police Wing Renovation
The City Council will consider a new Capital Improvement Program (CIP) Project to renovate the Police
Wing at the Dublin Civic Center. The City Council will also consider entering into an Agreement with
Indigo / Hammond + Playle Architects to complete the design and construction documents for the
project; and approving a Budget Change to allocate $2,000,000 from General Fund Assigned Reserves to
the CIP project budget.
STAFF RECOMMENDATION:
Approve the addition of the Civic Center Police Wing Renovation Project to the Five Year CIP; approve
the Budget Change in the amount of$2.0 million; and, adopt the Resolution Approving the Agreement
with Indigo /Hammond + Playle Architects, LLP in the amount of$227,600.
4.9. Human Services Commission Fiscal Year 2015-2016 Community Grants Program Funding
Recommendations
The Human Services Commission is responsible for providing Community Grants Program funding
recommendations to the City Council each year. On January 22, 2015, the Commission held a public
meeting related to the Fiscal Year 2015-2016 Community Grants Program. The Commission received
presentations from community organizations that submitted funding applications and reviewed Staff
funding recommendations. After deliberation, the Commission recommended 22 projects / programs
receive grant funding in the upcoming cycle.
STAFF RECOMMENDATION:
Adopt the Resolution Approving Funding Recommendations for Fiscal Year 2015-2016 Community
Grants Program.
4.10 Human Services Commission Fiscal Year 2015-2016 Community Grants Program
Recommendation for Dublin Partnerships in Education
The Human Services Commission is responsible for providing Community Grant Program funding
recommendations to the City Council each year. On January 22, 2015, the Commission held a public
meeting related to the Fiscal Year 2015-2016 Community Grants Program. This second report about the
program addresses a proposed allocation to Dublin Partnerships in Education (DPIE). This
recommendation is presented as a separate item as a Councilmember is also a member of the
organization's Board of Directors.
STAFF RECOMMENDATION:
Adopt the Resolution Approving Funding Recommendation for a Fiscal Year 2015-2016 Community
Grants Program Contribution to Dublin Partnerships in Education.

4.11 Acceptance of Work—Contract No. 14-09,2014 Annual Slurry Seal Program
The City Council will consider accepting the improvements under Contract No. 14-09, 2014 Annual
Slurry Seal Program and GI4099 — Civic Center Modification Design & Construction. The Annual
Slurry Seal Program (CIP No ST5114) resurfaced several City streets and the Civic Center parking lot
with a slurry seal that prolongs the life of the existing pavement surface.
STAFF RECOMMENDATION:
Adopt the Resolution Accepting Improvements Under Contract No. 14-09, 2014 Annual Slurry Seal
Program and GI4099 — Civic Center Modification Design & Construction; approve the budget change;
and authorize the City Manager or his designee to approve Change Orders for the project and release
retention after 35 days if there are no subcontractor claims.

7. UNFINISHED BUSINESS
7.1. Marketing and Branding Presentation by North Star Destination Services
The City Council will receive a presentation from North Star Destination Strategies about the City's
selected brand concept, "New American Backyard," and recommendations to implement a marketing
and branding plan for the concept.
STAFF RECOMMENDATION:
Receive the City Marketing and Branding Plan presentation by North Star Destination Strategies.
8. NEW BUSINESS
8.1. Cooperative Agreement with the Dublin Unified School District(DUSD)
Staff is seeking City Council authorization to execute a Cooperative Agreement with the DUSD to fund
various technology upgrades at the DUSD Board Room.
STAFF RECOMMENDATION:
Adopt the Resolution Approving Cooperative Agreement between the City of Dublin and the Dublin
Unified School District for Technological Upgrades to the DUSD Board Room; and approve the Budget
Change.
8.2. Approval of Memorandum of Understanding(MOU) between the City of Dublin and the Dublin
Unified School District(DUSD), and Initiation of General Plan and Eastern Dublin Specific Plan
Amendment Study, and Other Required Entitlements, to Allow use of Approximately 10 Acres of
Property Currently Designated as Parks/Public Recreation (Community Park) for Both School
and Park Purposes
The City Council will consider a Memorandum of Understanding (MOU) between the City of Dublin
and DUSD to help DUSD obtain the rights to a site to build a school, at minimal cost, while maintaining
the ability of the public to use the site for parks and recreation programs and services. To facilitate the
transaction contemplated by the MOU, the City Council will also consider directing Staff to initiate a
General Plan and Eastern Dublin Specific Plan Amendment Study, and other required entitlements, to
allow use of approximately 10 acres of property currently designated as Parks/Public Recreation
(Community Park) for both school and park purposes.
STAFF RECOMMENDATION:
Adopt the Resolution Approving the Memorandum of Understanding between the City of Dublin and
the Dublin Unified School District to obtain the rights to a site to build a school while maintaining the
ability of the public to use the site for parks and recreation programs and services; and approving the
initiation of a General Plan and Eastern Dublin Specific Plan Amendment Study, and other required
entitlements, to consider allowing the use of approximately 10 acres of property currently designated as
Parks/Public Recreation (Community Park) for both school and park purposes.

8.3. Appointments to the Standing City Council Federal and Military Communities Committee
The City Council will consider the Mayor's appointments to the Standing City Council Federal and
Military Communities Committee.
STAFF RECOMMENDATION:
Approve the Mayor's appointments of Councilmembers Hart and Wehrenberg to the Standing City
Council Federal and Military Communities Committee.
8.4. General Plan and Dublin Crossing Specific Plan Amendment Study Initiation Request
This item has been moved to the March 3, 2015 City Council meeting.
9. OTHER BUSINESS - Brief INFORMATION ONLY reports from Council and/or Staff, including
