3.1 Introduction of New Employees: Sgt. Rafael Alvarez, and Deputy Vikki Sarasua, Dublin
Police Services (700-10)
3.2 Certificates of Recognition for City of Dublin Young Citizen of the Year, Citizen of the
, Year and Organization of the Year (610-50)
, The City Council will present Certificates of Recognition to the City of Dublin Young Citizen
of the Year, Citizen of the Year and Organization of the Year.
STAFF RECOMMENDATION: Present Certificates of Recognition.
3.3 Acceptance of Charitable Donation from Anthony, Angie and Lauren Bilich (150-70)
~ Dublin Police Services Crime Prevention Unit was given a donation by Anthony, Angie and
Lauren Bilich. The donation amount of $500 will be used for costs associated with producing
an age-appropriate music video to reach Dublin school children with an anti-drug message.
The Dublin City Council will present the Bilich family with a Certificate of Appreciation.
. STAFF RECOMMENDATION: Accept the $500 donation, approve the Budget Change and
formally recognize the donor. .
3.4 Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium antl clearly state your name
for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take
place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request
Staff to report back at a future meeting.concerning the matter. Any member of the public may contact the City Clerk's O~ce related to the
proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take
action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).

4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members
of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the
Mayor to remove the item.
4.1 Minutes of Regular Meeting of February 15, 2011
STAFF RECOMMENDATION: Approve minutes.
4.2 Approval of Tract 7892 Final Map and Agreement for Long Term Encroachment for
Landscape Features with Tract 7982 .(600-60)
Tract 7982 Final Map subdivides the area bounded by Grafton Street, Gleason Drive,
Lockhart Street and Central Parkway into ten parcels and dedicates easements and streets for
public use. The Owner, SR Structured Lot Options I LLC, a Delaware limited liability
company, is not a developer and intends to have the required subdivision improvements
constructed by the buyer/developers of each parcel. SR Structured Lot Options I LLC has
executed and filed with the City a Covenant and Deed Restriction applicable to the Parcels
created by the Tract 7982 Final Map, which will be recorded against the property, in lieu of
bonding for the improvements.
STAFF RECOMMENDATION: Adopt~Resolution Approving Tract 7892 Final Map; and adopt
Resolution Approving Agreement for Long Term Encroachments for Landscape Features with
Tract 7982. •
4.3 Award of Bid - Contract No. 11-O1, Speed Feedback Demonstration Project (CIP No.
960024) (600-35) ~
The Speed Feedback Demonstration Project (CIP No. 960024) will procure six speed
feedback signs and associated data collection software for installation throughout the City at
locations approved by the City Council on December 21, 2010.
STAFF RECOMMENDATION: Adopt Resolution Awarding Contract No. 11-01, Speed
Feedback Demonstration Project to Western Pacific Signal, LLC.
4.4 The Promenade Development Agreement between the City of Dublin and James Tong and
Mei Fong Tong, PA 08-006 (600-60)
The City Council will hold a second reading of an Ordinance to adopt a Development
Agreement for the 23.46-acre area along both sides of the proposed extension of Grafton
Street between Central Parkway and Dublin Boulevard known as the Promenade (Village
Center) within Area G of Dublin Ranch. The Development Agreement was prepared in
accordance with the requirements of the Eastern Dublin Specific Plan and will also vest the
Site Development Review (SDR) and Conditional Use Permit (CUP) approvals for the Club
Sport, Mercantile building and garage for the life of the Development Agreement.
STAFF RECOMMENDATION: Waive the reading and adopt an Ordinance Approving a
Development Agreement for Tract 9717 known as The Promenade within Area G of Dublin
Ranch between the City of Dublin and James Tong and Mei Fong Tong.
4.5 Check Issuance Reports and Electronic Funds Transfers (300-40)
STAFF RECOMMENDATION: Review and authorize the issuance of payments.

7. UNFINISHED BUSINESS
7.1 Automatic External Defibrillator Program Options (540-70)
The Dublin City Council established a Fiscal Year 2009-2010 Goal to "study the feasibility of
the City establishing a process that would require business participation in the Alameda
County Public Access Defibrillation (PAD) program". At the City .Council meeting on
March 1; 2011 City Council Agenda Page 2 of 4
November, 16 2010, Staff presented the initial findings with a recommendation to implement
an Automatic External Defibrillator (AED) educational outreach program with a one-year
' study period for new and existing businesses. The City Council directed staff to examine the
possibility of implementing a more robust program that could require new and existing
businesses to deploy AEDs. Staff has researched potential AED/PAD programs for the Dublin
community and conducted a preliminary analysis of the fiscal and implementation impacts. In
the development of options, Staff reached out to the Dublin Chamber of Commerce and the
Alameda County Emergency Medical Services (County EMS) for input. Staff is seeking
further direction from the City Council on this item.
STAFF RECOMMENDATION: Review the presented options and provide Staff with direction.
7.2 Sustainable Neighborhood Design Strategy (530-10)
The City of Dublin has taken an active role in promoting environmental sustainability with
initiatives such as the Green Building Ordinance and the City's recent adoption of a Climate
Action Plan. In this report, Staff is presenting the City Council with various options for
implementing a"Sustainable Neighborhood Design Strategy," which would enable ~and
promote sustainable site design and planning for the street, land use, and open space patterns
~ for neighborhoods in Dublin.
STAFF RECOMMENDATION: 1) Confirm Staff's recommendations on the elements of the
Draft Sustainable Neighbornood . Design Strategy, the applicability of the Sustainable
Neighborhood Design Strategy; the methods of implementing, and adopting the Sustainable
Neighborhood Design Strategy; or 2) Provide other direction.
8. NEW BUSINESS ~
8.1 Proposed Second Amendment to the First Time Homebuyer Loan Program (430-60)
Staff is requesting the City Council authorize the Second Amendment to the First Time
Homebuyer Loan Program to address changes in the residential mortgage industzy that have
occurred in the past several years. Additionally, the Amendment includes minor clean ups
that are necessary to streamline processes. Staff is also requesting direction from the City
Council if a change should be explored that would offer borrowers the ability to repay their
loans monthly with fixed principal and interest payments.
STAFF RECOMMENDATION: Provide Staff direction on exploring the ability for a borrower
to repay a loan with fixed monthly payments; and adopt Resolution approving the Second
Amendment to the City of Dublin First Time Homebuyer Loan Program.
8.2 Letter of Support for Lawrence Berkeley National Lab Second Campus (470-10)
The City received notification that Lawrence Berkeley National Laboratory issued a Request
for Qualifications for a second campus. The City notified property owners in Dublin and
received notice that one site would be submitted from Dublin. Staff is recommending that the
City Council direct the Mayor to provide a letter of support to Argent Development Group as
part of their submittal to the Request for Qualifications.
STAFF RECOMMENDATION: Direct the Mayor to provide a letter of support to locate the
second Lawrence Berkeley National Lab campus in Dublin.
9. OTHER BUSINESS
9.1 Brief INFORMATION ONLY reports from Council and/or Staff, including Committee
Reports and Reports by Council related to Meetings Attended at City Expense (AB 1234).
