3.1 Certificates of Recognition for City of Dublin Youth Citizen of the Year, Citizen of the
Year and Organization of the Year (610-50)
3.2 Acceptance of Donation from Preferred Financial (150-70)
Dublin Police Services' Crime Prevention Unit was given a $1,000 donation from the Bilich
Family and their business, Preferred Financial, which will be used in a Dublin Police Services
youth program.
STAFF RECOMMENDATION: Accept the $1,000 donation, approve the budget change and
formally recognize the donor.
3.3 Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your name
for the record, COMMENTS SHOULD NOT EXCEED THREE (31 MINUTES. In accordance with State Law, no action or discussion may take
place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request
Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office related to the
proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss andlor take
action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).

4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members
of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the
Mayor to remove the item.
4.1 Minutes of Regular Meetings of January 19, 2010 and February 2, 2010
STAFF RECOMMENDATION: Approve minutes.
4.2 Amendment #3 to the Consulting Services Agreement with S&C Engineers, Inc. for the I-
580/Fallon Road Interchange Improvements Project (600-30)
On August 1, 2006, the City Council approved an agreement with S&C Engineers, Inc., to
manage the construction of the I-580/Fallon Road Interchange Improvements project.
Subsequent contract amendments (Amendment 1 and 2) to S&C's contract were approved by
the City Council on October 16, 2007 and February 19, 2008 respectively to expand their
scope of services. This amendment (Amendment #3) will modify the consultant's scope of
work to include additional inspection, contract administration, testing and surveying work due
primarily to the City initiated change orders to construct the westbound auxiliary lane
between Fallon Road and Tassajara Road and unanticipated Caltrans work modifications due
to change in field conditions.
STAFF RECOMMENDATION: Adopt Resolution Approving Amendment No. 3 to the
Agreement with S&C Engineers, Inc., to Provide Construction Management Services for the
I-580/Fallon Road Interchange Improvements Project.
4.3 Amendment #7 to the Consulting Services Agreement with TY Lin International for the
I-580/Fallon Road Interchange Improvements Project (600-30)
On May 16, 2000, the City Council approved an agreement with TY Lin International
(formerly known as CCS Planning & Engineering) for the design of the I-580/Fallon Road
Interchange Improvements. Subsequent amendments (Amendments 1 through 6) to TY Lin's
contract were approved over the course of project design to expand their scope of services.
This amendment (Amendment #7) will modify the consultant's scope of work to increase the
amount for construction support services and expand the scope to complete as-built plans and
Record of Survey map work necessary to transfer right-of--way to Caltrans. Staff also
recommends that the City Council approve a budget change of $14,590 for Amendment #7.
STAFF RECOMMENDATION: Adopt Resolution Approving Amendment No. 7 to the
Agreement with TY Lin International for Consulting Services I-580/Fallon Road Interchange
Improvements Project; and approve a budget change of $14,590 for this amendment.
4.4 Approve an Agreement with CivicPlus for the Development, Design, Hosting, Support and
Maintenance of the City's Website (600-30)
The Dublin City Council established a Fiscal Year 2009-2010 Goal and Objective to
"implement a new website for the City of Dublin." Staff has researched various firms with a
specialization in developing websites for municipal agencies and is recommending the
services of CivicPlus to create the City's new website.
STAFF RECOMMENDATION: Adopt Resolution approving an Agreement with CivicPlus for
the Development, Design, Hosting, Support and Maintenance of the City's Website.
4.5 Check Issuance Reports and Electronic Funds Transfers (300-40)
STAFF RECOMMENDATION: Review and authorize the issuance of payments.

6. PUBLIC HEARINGS
6.1 General Plan Amendment for the 2009-2014 Housing Element Update and Negative
Declaration (430-20)
The State of California requires that the City Council adopt a comprehensive, long-term
General Plan for the physical development of the City. The Housing Element is one of seven
mandated Elements of the General Plan and must address the existing and projected housing
needs for all economic segments of the community. State law requires that Housing Elements
be updated and certified every 5 years. The City of Dublin has contracted with Veronica Tam
& Associates to assist Staff in updating the City's Housing Element. The draft 2009-2014
Housing Element has been reviewed by the State of California Department of Housing and
Community Development and revised to address their comments. The draft Housing Element
is ready for State certification following adoption by the City Council. The updated Housing
Element and draft Negative Declaration will be presented to the City Council for review and
adoption.
STAFF RECOMMENDATION: Conduct public hearing, deliberate, and adopt Resolution
adopting a Negative Declaration for the 2009-2014 Housing Element Update City-Wide; and
adopt Resolution approving a General Plan Amendment for the 2009-2014 Housing Element
Update City-Wide.
7. UNFINISHED BUSINESS
7.1 Safety Evaluation of Glynnis Rose Drive at Roscommon Way (590-40)
On February 17, 2009, the City Council approved several "No Parking" zones along the east
side of Glynnis Rose Drive. At that meeting, the City Council requested that staff consider
the installation of stop signs on Glynnis Rose Drive at Roscommon Way or other safety
enhancements along this section of the roadway. This report reviews current conditions and
presents several safety enhancements that could be implemented on Glynnis Rose Drive.
STAFF RECOMMENDATION: Direct the City Manager to implement the following measures:
a high visibility crosswalk across Glynnis. Rose Drive on the north side of Roscommon Way,
pedestrian warning signs adjacent to the crosswalk, advanced PED XING pavement legends, and
aright edgeline on the east and west side of Glynnis Rose Drive.
8. NEW BUSINESS
8.1 Feasibility of Lacrosse Programming (950-30)
In 2009, the City Council adopted a high priority objective to study the feasibility of
developing a lacrosse team, classes, or training for youth in Dublin. Staff has completed
research of existing programs in the Tri-Valley to assess demand for lacrosse in Dublin and
will present the findings to the City Council.
STAFF RECOMMENDATION: Receive the report.
8.2 Consultant Services Agreement with AECOM Technical Services, Inc. to provide
assistance to the City on the preparation of the City's Climate Action Plan (600-30)
The City Council will consider a Consulting Services Agreement with AECOM to provide
assistance to the City on the preparation of the City's Climate Action Plan. The preparation of
a Climate Action Plan will enable the City to continue to develop and ensures that individual
development projects would not be subject to extensive environmental review based solely on
the project's anticipated greenhouse gas emissions as required by the California
Environmental Quality Act (CEQA) and the CEQA Thresholds proposed by the Bay Area Air
Quality Management District (BAAQMD).
STAFF RECOMMENDATION: Adopt Resolution Authorizing the City Manager to Execute a
Consulting Services Agreement between the City of Dublin and AECOM Technical Services
Inc.; and adopt the budget change for the amount of $27,510.
