3.1. Certificates of Recognition for City of Dublin 2013 Young Citizen of the Year, Citizen of the Year
and Organization of the Year
The City Council will present Certificates of Recognition to the City of Dublin 2013 Young Citizen of
the Year, Citizen of the Year and Organization of the Year.
STAFF RECOMMENDATION:
Present Certificates of Recognition.
3.2. Presentation by Hope Hospice
Victoria Emmons, CEO of Hope Hospice, will make a presentation regarding recent Hope Hospice
activities.

Receive presentation.

3.3. Presentation of Monetary Award to Friends of the Dublin Library
The Friends of the Dublin Library will receive a monetary award from StopWaste for the City's
participation in the Dublin Energy Challenge.
STAFF RECOMMENDATION:
Receive the report.
3.4. Proclamation for American Red Cross Month, March 2014
The City Council will present a proclamation for American Red Cross Month, March 2014.
STAFF RECOMMENDATION:
Present the proclamation.
3.5. St. Patrick's Day Celebration
The City Council will receive a report on the festivities planned for the 31st Annual St. Patrick's Day
Celebration that will be held March 14 - 16,2014.
STAFF RECOMMENDATION:
Receive the report.
3.6. Public Comments
At this time,the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your
name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or
discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions
asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City
Clerk's Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City
Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section
54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single
action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of
public input may request the Mayor to remove the item.
4.1. Minutes of the February 18,2014 Regular City Council Meeting
The City Council will consider approval of the minutes of the Regular City Council meeting of
February 18,2014.
STAFF RECOMMENDATION:
Approve the minutes of the Regular City Council meeting of February 18, 2014.
4.2. Proposed Bill,AB 49,Introduced by Assemblymember Buchanan to Support the Creation of a
Breast Cancer Awareness License Plate
State Assemblymember Joan Buchanan has introduced Assembly Bill 49 — the Pink Plate Bill. The
proposed bill would authorize the Department of Motor Vehicles to create a specialized license plate to
promote breast cancer awareness and prevention. This measure would direct money generated from the
sale of the breast cancer license plate to the Breast Cancer Control Account, in order to fund the Every
Woman Counts Program.
STAFF RECOMMENDATION:
Receive the report and approve the letter of support for AB 49.
4.3. Dublin Ranch Subarea 3 Planned Development Rezone with a Stage 1 Development Plan and a
Development Agreement(PLPA 2013-00033)
The City Council will hold a second reading of an Ordinance approving a Planned Development rezone
with related Stage 1 Development Plan for the 64-acre area, and an Ordinance approving a
Development Agreement.
STAFF RECOMMENDATION:
Waive the reading and adopt an Ordinance approving a Planned Development Zoning District with a
related Stage 1 Development Plan to replace uses adopted by Ordinance 24-97; and waive the reading
and adopt an Ordinance approving a Development Agreement between the City of Dublin and Lennar
Homes of California, Inc.

4.4. The Groves at Dublin Ranch(Lot 3)Planned Development Rezone with a Stage 1 and Stage 2
Development Plan(PLPA 2013-00034)
The City Council will hold a second reading of an Ordinance approving a Planned Development
Rezone and related Stage 1 and Stage 2 Development Plan for The Groves at Dublin Ranch Lot 3.
STAFF RECOMMENDATION:
Waive the reading and adopt an Ordinance rezoning The Groves Lot 3 to a Planned Development
Zoning District and approving a related Stage 1 and 2 Development Plan.
4.5. Request for Waiver of Competitive Bid Process and Authorization to Purchase and Install Police
Vehicle Equipment by Pursuit North
In order to ensure reliability and to minimize repair expense, the City routinely reviews fleet vehicles
for potential replacement. On November 5, 2013, the City Council approved the purchase of five
marked Dodge Chargers to replace vehicles in our current fleet. The Fiscal Year 2013-2014 Internal
Service Fund budget includes funding for the purchase of emergency equipment to outfit these vehicles.
STAFF RECOMMENDATION:
Adopt a Resolution Waiving the Competitive Bid Process and Authorizing the Purchase and
Installation of Emergency Vehicle Equipment in Five Police Vehicles; and approve the Budget Change
for the purchase of emergency equipment for five Dodge Chargers budgeted in Fiscal Year 2013-2014.

8. NEW BUSINESS
8.1. Request for Sewer Capacity Assistance
The City received a request from JHC Ventures, LLC (dba Tous Les Jours Bakery)to participate in the
City's Sewer Capacity Assistance Program. Tous Les Jours Bakery is in contract to lease a commercial
suite located on Amador Plaza Road and would propose to use the assistance to offset the costs for the
improvements in the new bakery.
STAFF RECOMMENDATION:
Provide direction regarding the request to participate in the City's Sewer Capacity Assistance Program.
8.2. Participation in the Institute for Local Government's Beacon Award Program
The City Council will consider participating in the Institute for Local Government's Beacon Award
Program, which provides communities with recognition for achieving various efforts in environmental
sustainability and stewardship.
STAFF RECOMMENDATION:
Adopt Resolution Supporting the City's participation in the Beacon Award recognition program.
8.3. Senior Resource Open House
The City Council has directed staff to explore opportunities to engage residents at senior affordable
housing projects to provide information about available programs and services that meet their specific
human service needs. This report provides information about a proposed Senior Resource Open House
at the Dublin Senior Center.
STAFF RECOMMENDATION:
Provide direction on whether to proceed on the Staff proposed event.

8.4. Sewer Capacity Assistance Program Criteria
In May 2010,the City established a Sewer Capacity Assistance Program, in partnership with the Dublin
San Ramon Services District, to allocate the City's excess sewer capacity to end users in the City of
Dublin. In May 2013, the City Council approved revisions to the Program that including establishing
criteria for the allocation of a higher percentage based on user type and location, and an allocation of 30
Dwelling Unit Equivalents to the Downtown Specific Plan area. The Economic Development
Committee, comprised of Mayor Sbranti and Vice Mayor Biddle, requested Staff to bring the Program
back to the City Council to consider revisions to the set aside allocation for the Downtown Specific
Plan area.
STAFF RECOMMENDATION:
Accept the report, discuss and provide direction to Staff regarding any possible changes to the Program.
8.5. Airport Land Use Compatibility Plan for the Livermore Municipal Airport
In August 2012, the Alameda County Airport Land Use Commission adopted a comprehensive update
to the 1986 Airport Land Use Compatibility Plan for the Livermore Municipal Airport. Pursuant to
State Law, jurisdictions affected by the Plan are required to review and update their local plans for
consistency with the Airport Land Use Compatibility Plan. Staff has reviewed the updated Airport Land
Use Compatibility Plan and is proposing amendments to the General Plan and Zoning Ordinance.
Before these amendments are adopted by the City Council, they must first be reviewed by the Airport
Land Use Commission for consistency with the Airport Land Use Compatibility Plan. Staff is seeking
direction from the City Council on whether to submit the proposed amendments to the Airport Land
Use Commission for a consistency determination.
STAFF RECOMMENDATION:
Receive the report and direct Staff to submit proposed General Plan and Zoning Ordinance
Amendments to the Alameda County Airport Land Use Commission for a land use compatibility
determination.
8.6. FY 2013-14 2nd Quarter Budget Review
The City Council will receive a budget update for the second quarter of the current fiscal year. This
update will also include information on the City's General Fund reserves.
STAFF RECOMMENDATION:
Receive the FY 2013-14 second quarter financial review and adopt Resolution Approving a Second
Quarter Budget Amendment to the City of Dublin's Fiscal Year 2013-14 Budget.
9. OTHER BUSINESS - Brief INFORMATION ONLY reports from Council and/or Staff, including
Committee Reports and Reports by Council related to Meetings Attended at City Expense(AB 1234).
