Proclamation for Girl Scouts' Week, March 11-17,2012 The City Council will present a proclamation for Girl Scouts' Week, March 11-17,2012. STAFF RECOMMENDATION: Present proclamation. 3.2. Certificates of Recognition for City of Dublin Young Citizen of the Year, Citizen of the Year and Organization of the Year The City Council will present Certificates of Recognition to the City of Dublin Young Citizen of the Year, Citizen of the Year and Organization of the Year. STAFF RECOMMENDATION: Present Certificates of Recognition. 3.3. Proclamation for American Red Cross Month - March 2012 The City Council will present a proclamation for American Red Cross Month, March 2012. STAFF RECOMMENDATION: Present proclamation. 3.4. Organizational Update of Zone 7 The City Council will receive a presentation from Zone 7 on their efforts to become an Independent Special District. ST AFF RECOMMENDATION: Receive the presentation. Please step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)( 1 )(2)(3). 4. CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. 4.1. Minutes of Regular City Council Meeting of February 21, 2012 The City Council will consider the approval of the minutes of the Regular City Council Meeting of February 21,2012. STAFF RECOMMENDATION: Approve the minutes ofthe Regular City Council Meeting of February 21,2012. 4.2. Agreement for Landscape Architectural Services for Passatempo Park As part of the 2010-2015 Capital Improvement Program, the City Council approved the development ofa 5.1-acre neighborhood park in the Sorrento-East Development. Design of the park was initiated in 2007 by Callander Associates Landscape Architecture. When development slowed on the surrounding neighborhood, work on the park design was suspended. In order to re-initiate design work, Staff is seeking City Council approval to re-contract with Callander Associates to complete the design and construction documents. ST AFF RECOMMENDATION: Adopt Resolution Approving an Agreement with Callander Associates Landscape Architecture Incorporated for Passatempo Park. 4.3. Housing Related Parks Grant Program The City Council will receive a report on the State of California Department of Housing and Community Development's Housing Related Parks Program Grant. The Grant is awarded on the basis of how many projects with affordable units (very low- and low-income units) have been entitled for which building permits have been issued and foundations have been signed off, and the number of bedrooms contained in the affordable units of those projects. The Grant cycle runs for six years, through calendar year 2016, dependent on the availability of State funding. The current request is for the funding cycle for Calendar Years 2011 and 2012. STAFF RECOMMENDATION: Adopt Resolution Authorizing Submission of an Application Packet to the State of California for the Housing Related Parks Program Grant for all funding. 4.4. Authorization to Prepare Engineer's Reports: Citywide Street Lighting Maintenance Assessment District 83-1; Landscaping and Lighting Maintenance Assessment District 83-2 (Stagecoach Road); Landscaping and Lighting Maintenance Assessment District 86-1 (Villages at Willow Creek); Landscaping and Lighting Maintenance Assessment District 97-1 (Santa Rita Area); Street Lighting Maintenance Assessment District 99-1 (Dublin Ranch and Tract 7067) This action authorizes City Staff to prepare the Engineer's Reports for the Fiscal Year 2012-2013 assessments. Citywide Street Lighting Maintenance District 83-1 pays the cost of energy and maintenance for the City's street light system, except for the lights included in Street Lighting Maintenance Assessment District 99-1 (Dublin Ranch and Tract 7067). Landscaping and Lighting Maintenance Assessment District 83-2 (Stagecoach Road) pays the cost of utilities and maintenance for landscaping improvements along Stagecoach Road and on the interior slopes of the Dublin Hills Estates development. Landscaping and Lighting Maintenance Assessment District No. 86-1 (Villages at Willow Creek) pays the cost of utilities and maintenance for certain landscaping improvements associated with the Villages at Willow Creek development. Landscaping and Lighting Maintenance March 6, 2012 Dublin City Council Agenda Page 2 of5 Assessment District 97-1 (Santa Rita Area) pays the cost of utilities and maintenance for certain landscaping improvements within the Santa Rita development area. Public hearings will be held prior to the levy of assessments. ST AFF RECOMMENDATION: Adopt the following Resolutions: 1) Resolution Directing Preparation of Annual Engineer's Reports for Citywide Street Lighting Maintenance Assessment District 83-1; (2) Resolution Directing . Preparation of Annual Engineer's Reports for Landscaping and Lighting Maintenance Assessment District 83-2 (Stagecoach Road); (3) Resolution Directing Preparation of Annual Engineer's Reports for Landscaping and Lighting Maintenance Assessment District 86-1 (Villages at Willow Creek); (4) Resolution Directing Preparation of Annual Engineer's Reports for Landscaping and Lighting Maintenance Assessment District 97-1 (Santa Rita Area); and (5) Resolution Directing Preparation of Annual Engineer's Reports for Street Lighting Maintenance Assessment District 99-1 (Dublin Ranch and Tracts 7067,8024,8073,8074) 4.5. Waiver of Bid Requirement As Authorized by Municipal Code and Authorization to'Purchase Mobile Computers from Insight Public Sector under the U.S. Communities Purchasing Agreement The purchase of ten Panasonic Toughbook computers is proposed. Nine computers will be purchased for mobile use by Dublin Police Services, and one is being acquired Jor use by the Public Works Department. The US Communities Purchasing Agreement allows public agencies to make purchases using agreements established through a cooperative public bid process. This results in savings to the City in expediting the purchasing process and providing items at a competitive price. The Dublin Municipal Code requires that the City Council authorize purchases in excess of $20,000 which use this type of arrangement. STAFF RECOMMENDATION: Adopt Resolution Authorizing a Waiver of the Formal Bid Requirements and the Purchase of 10 Mobile Computers from Insight Public Sector, pursuant to the US Communities Purchasing Agreement. 4.6. Approval of Alameda County Transportation Commission (Alameda CTC) Master Programs Funding Agreement The Alameda County Transportation Commission (Alameda CTC) requires an update to the Master Programs Funding Agreement. This new agreement will replace the existing agreement between the Alameda County Transportation Improvement Authority (ACTIA) and the City of Dublin that expires in 2012. The new agreement will serve as the contract for distribution and receipt of current Measure B transportation sales tax revenues and new Vehicle Registration Fee revenues. STAFF RECOMMENDATION: Adopt Resolution Approving the Master Programs Funding Agreement between the Alameda County Transportation Commission and the City of Dublin. 5. WRITTEN COMMUNICATION - None. 6. PUBLIC HEARINGS 6.1. Draft Sports Field Use Policy Modifications The City Council adopts Facility Use Policies for all public buildings and park areas that are available for rental by the community. These Facility Use Policies establish the rules, regulations, procedures and fees governing the use of the facilities. The last update to the Sports Fields Use Policy was approved by the City Council on January 19, 2010. When considering the Policy, both the City Council and the Parks and Community Services Commission suggested re-evaluating the Sports Fields Use Policy after one year of use to review fees and determine if the Policy should be modified based on field usage in the first year. March 6, 2012 Dublin City Council Agenda Page 301'5 ST AFF RECOMMENDATION: Conduct public hearing, deliberate, and adopt Resolution Establishing Facility Use Policy and Rental Fees for Use of the Sports Fields at Dublin Sports Grounds, Emerald Glen Park, Fallon Sports Park and Ted Fairfield Park. 6.2. Zoning Ordinance Amendments to Chapter 8.84 (Sign Regulations), PLPA-2011-00026 The City Council will consider adopting amendments to Title 8 of the Dublin Municipal Code (Zoning Ordinance) related to Chapter 8.84 (Sign Regulations). At the October 4, 2011 City Council meeting, Staff presented City-initiated amendments to the Sign Regulations chapter of the Dublin Zoning Ordinance. The City Council directed Staff to hold a Town Hall Meeting to obtain input from interested members of the community. The Town Hall Meeting was held on February 9, 2012. Staff will present the proposed Ordinance to the City Council and the feedback received from the Town Hall Meeting. STAFF RECOMMENDATION: Conduct public hearing, deliberate, waive the reading and INTRODUCE an Ordinance Amending Chapter 8.84 (Sign Regulations) of the Zoning Ordinance OR provide Staff with direction regarding amendments to the Sign Regulations. 6.3. First Reading of Ordinance Amending the Dublin Municipal Code regarding City Councilmembers' Salaries The City Council will consider revising the Dublin Municipal Code to provide for a salary adjustment for City Councilmembers following certification of the November 2012 General Municipal election. STAFF RECOMMENDATION: Conduct public hearing, deliberate, and if the City Council desires to increase salaries for members of the City Council, waive the reading and INTRODUCE one of the attached ordinances adjusting City Council salaries. 7. UNFINISHED BUSINESS 7.1. Adoption of Local Hazard Mitigation Plan The City Council will consider adopting a Local Hazard Mitigation Plan, which outlines policies, practices, programs, and actions that the City of Dublin will take to reduce the impact of various hazard faced by the community before a disaster strikes. STAFF RECOMMENDATION: Adopt Resolution adopting the plan "Taming Natural Disasters" as the City of Dublin's Local Hazard Mitigation Plan. 7.2. Building Program for Emerald Glen Park The Emerald Glen Park Master Plan envisions two public buildings: a Recreation and Aquatic Complex as well as a Community Center. The" 2010-2015 Capital Improvement Program includes funding to restart the design process for the Recreation and Aquatic Complex, which was suspended in 2009 due to the downturn in the economy. Staff will provide an overview of the current building plan for Emerald Glen Park to determine if the City Council wishes to relook at the building and phasing plan prior to starting design on the Recreation and Aquatic Complex. STAFF RECOMMENDATION: Receive the report and direct Staff to prepare an update to the building program for Emerald Glen Park and phasing alternatives for consideration by the Parks and Community Services Commission and City Council. 7.3. Date for New Food, Wine and Art Event On May 17,2011, the City Council directed Staff to develop a draft event plan for a food, wine and art festival to be introduced in 2012. The plan was approved by City Council on November 1, 2011, and Staff has started the planning process. In order to begin firming up event plans, Staff is seeking City Council approval of the date for the event. STAFF RECOMMENDATION: Receive the report and set the event date for September 22,2012 or provide alternate date. March 6, 2012 Dublin City Council Agenda Page 4 of5 8. NEW BUSINESS 8.1. Silvera Ranch Phase 4 General Plan and Eastern Dublin Specific Plan Amendment Study Initiation Request The City Council will consider a request to initiate a General Plan and Eastern Dublin Specific Plan Amendment Study to evaluate a proposa,l to change the General Plan and Eastern Dublin Specific Plan land use designation of a .68-acre area ("Study Area") within the project known as Silvera Ranch Phase 4 (Bella Monte). The proposal is to change the land use from Rural Residential! Agriculture, which permits one residential unit per 100 acres, to Single-Family Residential which permits between 0.9 to 6.0 units per acre under the General Plan and the Eastern Dublin Specific Plan. The Study Area is located north of Fallon Road along a new public street known as Cydonia Court within a neighborhood of single-family detached reside:ptiallots currently under construction. STAFF RECOMMENDATION: Adopt Resolution Approving the initiation of a General Plan and Eastern Dublin Specific Plan Amendment Study to evaluate a proposal to change the land use designation of a .68-acre portion of Parcel K on Cydonia Court within Silvera Ranch Phase 4 from Rural Residential/Agriculture to Single- Family Residential; OR adopt Resolution Denying'the initiation of a General Plan and Eastern Dublin Specific Plan Amendment Study to evaluate a proposal to change the land use designation of a 0.68- acre portion of Parcel K on Cydonia Court within Silvera Ranch Phase 4 from Rural Residential/Agriculture to Single-Family Residential. 8.2. Letter of Support for an Alameda County Ordinance Creating a Product Stewardship Program for the Responsible Disposal of Pharmaceuticals The City Council will consider authorizing the Mayor to send a letter of support, on behalf of the City Council, for a proposed Alameda County ordinance that would require pharmaceutical companies to take responsibility for the safe disposal of the products they produce. STAFF RECOMMENDATION: Authorize the Mayor to send the letter on behalf of the City Council. 8.3. City Sponsorship of Earl Anthony Memorial Professional Bowler's Association (PBA) Open The City Council will consider sponsorship of the Earl Anthony Memorial PBA Open and approval of a Budget Change for $1,000. STAFF RECOMMENDATION: Approve the sponsorship of the Earl Anthony Memorial PBA Open and approve the Budget Change. 9. OTHER BUSINESS Brief INFORMATION ONLY reports from Council and/or Staff, including Committee Reports and Reports by Council related to Meetings Attended at City Expense (AB 1234). 10.
