3.1 Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your name
for the record. COMMENTS SHOULD NOT EXCEED THREE /3) MINUTES. In accordance with State Law, no action or discussion may take
place on any item not appearing on the posted agenda. The Council may respond ~to statements made or questions asked, or may request
Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office related to the
proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take
action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).

8. NEW BUSINESS
8.1 Fiscal Year 2010-2011 Mid-Year Budget Report and December 2010 Quarterly Report of
Financial Activities (330-20/330-50)
Staff has prepared a detailed Mid-Year Budget Review to identify any material deviations
from the adopted Fiscal Year 2010-2011 Budget. The primary focus of the report is on the
General Fund, which accounts for the majority of City operations. Staff has identified
proposed adjustments to Revenues and Expenditures. This item also provides the report of
the financial statements for the period ending December 31, 2010.
STAFF RECOMMENDATION: Receive the Report as authorized by Section 41004 of the
California Government Code; and approve the Budget Changes.
8.2 Special Budget Report: Financial Trends and Long Term Stability (330-20)
Finance Staff have prepared a Special Report that examines revenue and expenditure trends
experienced by the City over the past 10 years. In key areas the report discusses projected
trends in the upcoming Fiscal Year 2011-2012 budget. This information is intended as an
informational foundation to be considered as the City Council begins discussions related to
the upcoming Budget process.
STAFF RECOMMENDATION: Receive the report and presentation.

8.3 Fiscal Year 2011-2012 Budget Study Session: City Council Direction on Budget
Preparation (330-20)
The City Council will provide specific direction on items to be evaluated as part of the
preparation of the Fiscal Year 2011-2012 Budget. A Budget Issues Worksheet with
attachments is included with the Staff Report to focus on key decision points. The Worksheet
requests direction n budget balancing measures.
STAFF RECOMMENDATION: Receive the report, review the Budget Issues Worksheet, and
provide Staff with direction on each of the issues identified in the Worksheet.
8.4 Fiscal Year 2011-2012 Community Support Grant and Community Development Block
Grant (CDBG) Subcommittee Funding Recommendations for Community Support Grants
(480-30)
The City Council will provide direction on Community Support Grant Program funding
recommendations as part of the Fiscal Year 2011-2012 budget process. Staff will include the
City Council recommendations in the Fiscal Year 2011-2012 Preliminary Budget. Final
funding consideration will occur at the City Council Budget Hearing in June 2011.
STAFF RECOMMENDATION: Receive the report; discuss the Subcommittee's funding
recommendations; and support the Subcommittee's recommendations or provide alternate
direction on organization funding.
8.5 Consideration of Two-Year Budget Process (330-10)
The City Council will consider a proposal to change the City's budget preparation process
from a one-year budget to a two-year budget.
STAFF RECOMMENDATION: Diseuss the issue of a two-year budget process and provide
Staff with direction.

9.1 Brief INFORMATION ONLY reports from Council and/or Staff, including Committee
Reports and Reports by Council related to Meetings Attended at City Expense (AB 1234).
