3.1 "Our City is Green" Presentation to City Council from Dublin Elementary School5rn
Grade Class (150-70) .
Mr. Hubbard's Sth grade class at Dublin Elementary will present to the City Council an art
project entitled Our City is Green.
STAFF RECOMMENDATION: Receive art project.
3.2 Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your name
for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take
place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request
Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office related to the
proper procetlure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take
action on items not appearing on the agenda are contained in Govemment Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non~ontroversial in nature and are considered for approval by the City Council with one single action. Members
of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the
Mayor to remove the item.
4.1 Minutes of Special Meetings of February 10, 2011 and February 26, 2011 and Regular
Meeting of March 1, 2011
STAFF RECOMMENDATION: Approve minutes.
4.2 Delta Dental Contract Renewal and Amendment (720-40/600-30)
The City Council will consider authorizing the City Manager to execute the contract renewal
and amendment with Delta Dental California.

STAFF RECOMMENDATION: Adopt Resolution Authorizing City Manager to Execute
Contract Renewal and Amendment with Delta Dental of California.
4.3 Approve an Agreement with PROVOX, Inc. for the Purchase, Installation, Support and
Maintenance of Agenda.NET Agenda Manager Software (600-30)
The Dublin City Council established a High Priority Objective for Fiscal Year 2009-2010 to
"Investigate opportunities and implement solutions for paperless Council Meetings." Staff
has issued a request for proposal for agenda management software solutions, analyzed and
interviewed the responding firtns, and is recommending the purchase of such software and
support from PROVOX Systems, Inc.
STAFF RECOMMENDATION: Adopt Resolution Approving Agreement with PROVOX
Systems, Inc. for the Purchase of Agenda.NET Software.
4.4 Annual Progress Report on the Status of the Dublin General Plan and Housing Element for
Calendar Year 2010 (430-20)
The City Council will review the Annual Progress Report on the Status of the Dublin General
Plan and Housing Element for Calendar Year 2010 in accordance with Government Code
Section 65400(b).
STAFF REGOMMENDATION: Accept the Annual Progress Report on the Status of the Dublin
General Plan and Housing Element Compliance for Calendar Year 2010; and direct Staff to
forward the Annual Progress Report to the California State Office of Planning and Research and
the California Department of Housing and Community Development.
4.5 Authorization to Solicit Bids - Contract No. 11-02, Fiscal Year 2010-2011 Annual Sidewalk
Safety Repair Program and Curb Ramp Installation (600-35)
Contract No. 11-02 is proposed to complete improvements identified in two Capital
Improvement Projects. The Annual Sidewalk Safety Repair Program (CIP No. 949102) will
remove and replace approximately 3,900 square feet of sidewalk with offsets of 3/4-inch or
more that may pose a tripping hazard. Replacement of sidewalks and associated
improvements on Village Parkway at Dublin High School are also included in this project.
The Americans with Disabilities Act (ADA) Transition Plan (CIP No. 939102) .will complete
the installation of 11 curb ramps as well as modifications to the Frederiksen School pedestrian
entrance.
STAFF RECOMMENDATION: Adopt Resolution Establishing a Policy for the Repair of
Public Improvements deemed to be Pedestrian Hazards (City-Funded Repair Program); and
authorize Staff to advertise for bids for Contract No. 11-02, Fiscal Year 2010-2011 Annual
Sidewalk Safety Repair Program and Curb Ramp Installation. '
4.6 Dublin Heritage Park and Museums, Phase I(CIP No. 950001) - Approval of Additional
Appropriation, Authorization for the City Manager to Approve Change Orders and Accept
the Project (600-35)
On July 20, 2010 the City Council authorized a contract with Bovis Lend Lease, Inc. for the
completion of the Dublin Heritage Park and Museums, Phase I. The project is substantially
complete and costs for change order work have exceeded the City Manager's authorization.
In order to finalize costs and accept the project, Staff recommends authorizing the City
Manager to approve change orders up to the remaining ten percent contingency. In addition,
an adjustment to the project budget is required to reflect funds appropriated in Fiscal Year
2009-2010 that were not carried over to Fiscal Year 2010-2011 based on the project status at
the time the CIP was adopted. ~
STAFF REGOMMENDATION: Authorize the City Manager to approve Change Orders in an
amount not to exceed $192,000; approve the Budget Change and an additional appropriation of
$462,899; and upon approval of remaining Change Orders, authorize City Manager to accept the
proj ect.

4.7 Resolution Approving Assignment of Disposition and Development Agreement for the
Arroyo Vista Redevelopment Project and Settlement Agreement from Citation to KB
Home (600-60)
The City Council will be asked to authorize the City Manager to approve the assignment of
SCS Development Company's interests in the Arroyo Vista redevelopment project to KB
Home.
STAFF RECOMMENDATION: Adopt Resolution Approving Assignment and Assumption of
Disposition and Development Agreement and Settlement Agreement for the Arroyo Vista
Market-Rate-For-Sale Housing Project.
4.8 Check Issuance Reports and Electronic Funds Transfers (300-40)
STAFF RECOMMENDATION: Review and authorize the issuance of payments.
5. WRITTEN COMMUNICATIONS
5.1 Valley Children's Museum Mobile Museum (215-10)
The City Council will consider a request from the Valley Children's Museum (VCM) to
establish a presence in the Dublin community by locating and operating the VCM's Mobile
Museum near the existing preschool building and children's play area at Emerald Glen Park.
The Mobile Museum would be open to the public during the City's Farmer's Market.
STAFF RECOMMENDATION: Consider the request of VCM to: 1) Locate its Mobile Museum
to Emerald Glen Park; 2) Be open to the public during the Farmer's Market; and 3) Utilize
sponsors to offset the costs. If approved, it is recommended that Staff be directed to work with
the City Attorney on development of a lease agreement for execution by the City Manager.

8. NEW BUSINESS
8.1 TV30 Change in Funding Request (1050-50)
The City Council will consider repurposing grant funds received from Comcast TV30 capital
acquisition. to TV30 operating expenses.
STAFF RECOMMENDATION: Approve the budget change.
8.2 Report on Feasibility Study for Mandating Recycling Participation (810-60)
A Fiscal Year 2010-2011 Goal and Objective directs Staff to explore the feasibility of an
ordinance that would encourage existing and future commercial locations to provide recycling
services. Such an ordinance would only apply to commercial businesses and multi-family
complexes that have adequate enclosure space. ,
STAFF RECOMMENDATION: Provide feedback and direction on developing a recycling
ordinance that requires mul.ti-family residential locations to provide recycling bins if there is
adequate space in trash enclosure.
8.3 Environmental Recognition Program for Businesses (530-10)
As part of the Fiscal Year 2010-2011 Goals and Objectives Program, Staff was directed to
research an environmental recognition program to implement for Dublin businesses. This
recognition program could serve as a way to recognize those who are acting sustainably but
cannot meet every requirement of the Alameda County Green Business program. Such a
program could serve as a stepping stone, however, for those businesses to take more
sustainable measures in the future and possibly become an Alameda County Certified Green
Business in the future.
STAFF RECOMMENDATION: Provide Staff with direction on whether to proceed with
development of a Dublin Green Business Recognition Program.
