The packet is available in the City Clerk’s Office and also at the Dublin Library. REGULAR MEETING 7:00 PM 1. CALL TO ORDER 2. PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL COMMUNICATIONS 3.1. Employee Introduction: Daniel Stevenson, Public Works Manager, Public Works Department A new member of City Staff will be introduced: Daniel Stevenson, Public Works Manager in the Public Works Department. STAFF RECOMMENDATION: Welcome Daniel Stevenson to the City of Dublin staff. 3.2. Proclamation for Youth Art Month 2016 The City Council will present a proclamation for Youth Art Month, March 2016. STAFF RECOMMENDATION: Present the proclamation. 3.3. Review of New Emergency Callout System The City Council will receive an overview of the newly acquired Everbridge Emergency Notification System. STAFF RECOMMENDATION: Receive the report. 3.4. Update on Dublin’s Promotion of Commercial Opportunity Sites and Commercial Market Conditions The City Council will receive a brief overview of economic development activities related to development of commercial space as well as an update on current market conditions related to Dublin, the Tri-Valley market and the broader Bay Area. STAFF RECOMMENDATION: Receive the presentation. 3.5. Public Comments At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk’s Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. 4.1. Minutes of the March 1, 2016 Regular City Council Meeting and the March 3, 2016 Special City Council Meeting The City Council will consider approval of the minutes of the March 1, 2016 Regular City Council meeting and the March 3, 2016 Special City Council meeting. STAFF RECOMMENDATION: Approve the minutes of the March 1, 2016 Regular City Council meeting and the March 3, 2016 Special City Council meeting. 4.2. Drought Emergency Continuance On March 18, 2014, the City Council adopted a Resolution declaring a State of Emergency in the City of Dublin due to extreme drought conditions within the State and City. The City Council will consider continuing the State of Emergency for an additional 30 days. STAFF RECOMMENDATION: By motion, as required by Government Code Section 8630(c), which states that the City Council shall review the need for continuing a local emergency at least once every 30 days until the governing body terminates the local emergency, continue the State of Emergency that was declared on March 18, 2014, based on the fact that extreme drought conditions continue to exist within both the State of California and City of Dublin, and the threat to the safety and welfare of Dublin residents remains. 4.3. Payment Issuance Report and Electronic Funds Transfers The City Council will receive a listing of payments issued from February 1, 2016 – February 29, 2016 totaling $7,677,802.20. STAFF RECOMMENDATION: Receive the report. 4.4. Approval of the First Amendment to Tract Improvement Agreement, Tract 8171, Dublin Ranch Subarea 3, Phase One (Lennar Homes of California, Inc.) Lennar Homes of California, Inc. a California Corporation, and the City of Dublin previously entered into a Tract Improvement Agreement for Tract 8171, Dublin Ranch Subarea 3, Phase One, dated June 16, 2015. Lennar has now executed and filed with the City of Dublin a First Amendment to Tract Improvement Agreement, Tract 8171, Dublin Ranch Subarea 3, Phase One. The amendment adds the design and improvement of median landscaping on Dublin Boulevard and Central Parkway and sets the time of completion of improvements to two years from the original agreement, or June 16, 2017. STAFF RECOMMENDATION: Resolution Adopt the Approving the First Amendment to the Tract Improvement Agreement for Tract 8171, Dublin Ranch Subarea 3, Phase One. 5. WRITTEN COMMUNICATION – None. Page 2 of 4 March 15, 2016 Dublin City Council Agenda 6. PUBLIC HEARINGS 6.1. Municipal Code Amendments – Revisions to Title 9 of the Dublin Municipal Code (Subdivisions) and Amendments to the Master Fee Schedule for Subdivision-Related Applications The City Council will review City-initiated amendments to Title 9 of the Dublin Municipal Code (Subdivisions). The proposed amendments to the Subdivision Ordinance reflect current practice, clarify language, simplify processes and procedures, and comply with the latest version of the State Subdivision Map Act. The City Council will also consider adopting a resolution to establish fees for processing subdivision-related applications including Tentative Tract Maps, Tentative Parcel Maps, Lot Line Adjustments, Parcel Merger, Parcel Map Waivers, Certificates of Compliance, and Reversions to Acreage. In accordance with Government Code Sections 66016 and 66017, information regarding the proposed fees was made available review upon request, 10 days prior to the public hearing. STAFF RECOMMENDATION: Conduct the public hearing, deliberate, waive the reading, and INTRODUCE an Ordinance Approving Resolution Amendments to Title 9 of the Dublin Municipal Code (Subdivisions), and adopt a Amending Resolution 168-12 to Revise the Adopted Master Fee Schedule and Establish Fees for Processing Subdivision-Related Applications Including Tentative Tract Maps, Tentative Parcel Maps, Lot Line Adjustments, Parcel Mergers, Parcel Map Waivers, Certificates of Compliance, and Reversions to Acreage. 7. UNFINISHED BUSINESS 7.1. Consideration of Design Options for the City Council Chamber Dais The City Council will receive a report and provide direction on design options for modifications to the City Council Chamber dais. STAFF RECOMMENDATION: Provide direction to Staff on its preferred design option for modifications to the City Council Chamber dais. 8. NEW BUSINESS 8.1. Preliminary FY 2016-17 and FY 2017-18 Budget and Financial Plan, 10-Year General Fund Forecast Update, and Direction from City Council on Budget Preparation The purpose of the report is to provide the City Council with an overview of the preliminary two-year General Fund budget as well as the Five-Year Capital Improvement Program proposals. The City Council will also review the City’s 10-year Financial Forecast. Staff is seeking the City Council’s direction in preparing the budget. STAFF RECOMMENDATION: Provide Staff with direction in preparing the final FY 2016-17 and FY 2017-18 Budget and Financial Plan. 8.2. Project Clover Status Report and Consideration of a Consulting Services Agreement for CEQA Services The City Council will receive an overview of a new retail shopping center proposed for the 27.5- acre site formerly known as “The Green”, south of Martinelli Way between Arnold Road and Hacienda Drive. The proposed project, currently referred to as “Project Clover”, is proposed to be comprised of a 377,479-square-foot IKEA retail store, a 75-room hotel or 16,400-square-foot retail building (either one or the other), and three additional buildings with up to 19,600 square feet of retail and restaurant uses. The City Council will also consider approving a Consulting Services Agreement with FirstCarbon Solutions (FCS), an environmental consulting firm, to prepare a Supplemental Environmental Impact Report (SEIR) for the proposed. The SEIR shall be completed in accordance with the California Environmental Quality Act, for an amount not to exceed $377,850 (project budget amount of $343,500 plus additional 10% contingency fund to be spent only with authorization of the City). Page 3 of 4 March 15, 2016 Dublin City Council Agenda STAFF RECOMMENDATION: Resolution Receive the project overview and adopt the Approving a Consulting Services Agreement with FirstCarbon Solutions (FCS) to Prepare a Supplemental Environmental Impact Report for the Project Clover (IKEA) Retail Center and Authorizing the City Manager to Sign the Agreement on Behalf of the City. 8.3. City Council Salary Options The City Council will discuss options regarding Councilmember salaries in the future. STAFF RECOMMENDATION: Discuss and provide direction to Staff regarding options for a possible adjustment to City Council salaries. 8.4. Discussion of Exemption of Consultant and Professional Services Contracts from Competitive Bidding Under Purchasing Ordinance (Chapter 2.36, Contracts and Purchasing) At the February 2, 2016, the City Council requested, in response to a comment from Vice Mayor Gupta during Item 9, that Staff bring back an item for discussion related to the City Purchasing Ordinance (Chapter 2.36 of the Dublin Municipal Code) exemption of “consultant and professional services” from competitive bidding. STAFF RECOMMENDATION: Receive the report and provide direction on whether changes should be made to Chapter 2.36, Contracts and Purchasing, relative to the existing exemption of contracts for consultant and professional services from competitive bidding. 9. OTHER BUSINESS - Brief INFORMATION ONLY reports from Council and/or Staff, including Committee Reports and Reports by Council related to Meetings Attended at City Expense (AB1234). 10.
