3.1. Certificate of Recognition for Joshua Routh, School of Imagination Volunteer
The City Council will present a Certificate of Recognition to Joshua Routh, a School of Imagination
Volunteer.
STAFF RECOMMENDATION:
Present the Certificate of Recognition.
3.2. Approval of the 2014 Alameda County Transportation Expenditure Plan and Recommendation for
the Board of Supervisors to Place a 30-Year Extension and Augmentation of the Existing
Transportation Sales Tax on the November 4, 2014 General Election Ballot
The City Council will consider approval of the 2014 Alameda County Transportation Expenditure Plan,
as well as a request that the Alameda County Board of Supervisors place the reauthorization and
augmentation of Measure B on the November 4, 2014 ballot. The ballot measure supported by this Plan
will augment and extend the existing half-cent sales tax for transportation programs and projects in
Alameda County for a 30-year term to fund the transportation programs and projects described in the
2014 Plan.
STAFF RECOMMENDATION:
Adopt a Resolution Approving the 2014 Alameda County Transportation Expenditure Plan, and request
that the Alameda County Board of Supervisors place the reauthorization and augmentation of Measure B,
to fund the Plan, on the November 4, 2014 ballot.
3.3. Presentation by Dublin San Ramon Services District Regarding Drought Efforts
The City Council will receive a presentation from Bert Michalczyk, General Manager for the Dublin San
Ramon Services District, updating the City Council on the current drought conditions and providing a
summary of efforts to promote conservation citywide.
STAFF RECOMMENDATION:
Receive the presentation.

3.4. City of Dublin Drought Efforts and Local State of Emergency
The City Council will receive a report on the efforts undertaken to curtail the effects of current and future
Statewide drought conditions within the City of Dublin.
STAFF RECOMMENDATION:
Receive the report and direct Staff, by motion, to implement the short-term water conservation measures
listed within the report; and adopt a Resolution Declaring a Local State of Emergency Due to Extreme
Drought Conditions.
3.5. Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your
name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion
may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked,or may
request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office related
to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or
take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).

' 4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action.
Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input
may request the Mayor to remove the item.
4.1. Minutes of the March 4, 2014 Regular City Council Meeting
The City Council will consider approval of the minutes of the Regular City Council meeting of March 4,
2014.
STAFF RECOMMENDATION:
Approve the minutes of the Regular City Council meeting of March 4, 2014.
4.2. Library Utilities Cost Sharing Agreement
The City Council will consider approving an amendment to the agreement with the Library, placing the
PG&E bill in the City's name and establishing a reimbursement mechanism with the Library to ensure
that the savings from the energy improvements conducted by the City at the Library are realized by the
City.
STAFF RECOMMENDATION:
By motion, authorize the Amendment to the Agreement with Alameda County for Maintenance and
1 Operations of the Dublin Library.
4.3. Designation of the Alameda County Transportation Commission Bicycle and Pedestrian Advisory
Committee to serve as the Bicycle Advisory Committee for the City of Dublin
The Metropolitan Transportation Commission updated its Transportation Development Act, Article 3
policies, requiring review of proposed bicycle and pedestrian projects by a bicycle advisory committee.
Staff is requesting that the City Council designate the Alameda County Transportation Commission
't (Alameda CTC) Bicycle and Pedestrian Advisory Committee (BPAC) to serve as the City of Dublin
Bicycle Advisory Committee, and assign Alameda CTC BPAC members appointed by the County
Supervisor from supervisorial district one (1), the Mayor's Conference for Alameda County supervisorial
district one (1), and the transit representative to serve as its representatives.

STAFF RECOMMENDATION:
II Adopt a Resolution Designating Alameda County Transportation Commission Bicycle and Pedestrian
I Advisory Committee to Serve as the Bicycle Advisory Committee for the City of Dublin.
4.4. Consulting Services Agreements with TRB +Associates,Incorporated (dba TRB) and West Coast
Code Consultants, Incorporated (dba WC3) for Building Plan Check Consulting Services
, The Building and Safety Division of the Community Development Department utilizes outside
consultants on an as-needed basis to assist Staff with building plan check services and to handle overflow
work. Staff seeks to expand the list of on-call consultants to ensure that adequate resources are available
to continue the general processing of building plan checks. The City Council will consider approval of
new Consulting Services Agreements with TRB + Associates, Inc. and West Coast Code Consultants, Inc.
to assist Staff with plan check services.

STAFF RECOMMENDATION:
Adopt a Resolution Approving Consulting Services Agreements with TRB and West Coast Code
Consultants to Provide On-Call Services for the Building and Safety Division Plan Check Services for the
City of Dublin.
4.5. Check Issuance Report and Electronic Funds Transfers
The City Council will receive a listing of payments issued from February 1, 2014 — February 28, 2014
totaling $4,474,338.60.
STAFF RECOMMENDATION:
Receive the report.
4.6. Acceptance of Street Improvement of"St Patrick Way," Approval of Agreement for Long-Term
Encroachment for Landscape Features,Approval of Stormwater Treatment Measures
Maintenance Agreement and Approval of Regulatory Traffic Control Devices for Parcel Map
10027, Connolly Station (Essex Property Trust Inc.)
Essex Property Trust, Inc. has constructed the improvements for Parcel Map 10027, Connolly Station, in
accordance with their Tract Improvement Agreement. It is now appropriate for the City to accept these
improvements and approve the regulatory traffic control devices.
STAFF RECOMMENDATION:
Adopt a Resolution Accepting the Improvements for Parcel Map 10027, Connolly Station and Approving
the Regulatory Traffic Control Devices; adopt a Resolution Approving the Agreement for Long-Term
Encroachment for Landscape Features for Parcel Map 10027, Connolly Station; and adopt a Resolution
Approving the Stormwater Treatment Measures Maintenance Agreement for Parcel Map 10027, Connolly
Station.
4.7. Annual Progress Report on the Status of the Dublin General Plan and Housing Element for
Calendar Year 2013
The City Council will review the Annual Progress Report on the status of the Dublin General Plan and
Housing Element for Calendar Year 2013 in accordance with Government Code Section 65400(a)(2).
STAFF RECOMMENDATION:
By motion: 1) Accept the Annual Progress Report on the status of the Dublin General Plan and Housing
Element compliance for Calendar Year 2013; and 2) Direct Staff to forward the Annual Progress Report
to the California State Office of Planning and Research and the California Department of Housing and
Community Development.
4.8. Authorization of Staff to Purchase Unmarked Police Vehicles Directly from Vendor
In order to ensure reliability and to minimize repair expense, the City routinely reviews fleet vehicles for
{ potential replacement. Staff has scheduled four unmarked police vehicles for replacement during Fiscal
Year 2013-2014 based upon general vehicle condition and history of maintenance and repair expenses.
Staff conducted research to determine which available vehicle(s) would best suit the upcoming needs of
Dublin Police Services and is recommending a 2014 Ford Fusion SE, a 2014 Ford Taurus SEL, a 2014
Ford Taurus SE, and a 2014 Ford Interceptor Utility AWD.
STAFF RECOMMENDATION:
Adopt a Resolution Authorizing Staff to Procure Four Unmarked Police Vehicles from Livermore Auto
Group and Declaring Vehicles Replaced as Surplus Property. (Note: The City Purchasing Ordinance will
require this item to be approved by a four-fifths vote, as the pricing was negotiated and not obtained from
a sealed bid.)

7. UNFINISHED BUSINESS
7.1. Amendments to the Sewer Capacity Assistance Program
At the March 4, 2014 meeting, the City Council asked Staff to bring back revisions to the Sewer Capacity
Assistance Program. Specifically, the City Council asked that the set aside allocation to the Downtown
Specific Plan Area be eliminated and to add the Dublin Town Center Priority Development Area to the
list of eligible locations where an allocation of a higher percentage can be made based on user type. Staff
has made the requested revisions and is seeking City Council consideration of the amendments to the
Program.
STAFF RECOMMENDATION:
Adopt a Resolution Amending the City's Sewer Capacity Assistance Program and Establishing Criteria
for Program Implementation.
8. NEW BUSINESS
8.1. Commercial Development Task Force
On January 21, 2014, the City Council directed the creation of a Commercial Development Task Force
comprised of Dublin residents appointed by the Mayor and City Councilmembers. The City Council will
consider the confirmation of the Task Force appointments. The City Council will also review the refined
scope and budget for the Task Force meeting facilitation by MIG.
STAFF RECOMMENDATION:
Confirm, by motion, the appointment of the Commercial Development Task Force members.
8.2. Potential Health and Fitness Initiatives
At a January 23, 2014 Health and Fitness Roundtable hosted by the City and attended by members of the
local business and healthcare community, several ideas were presented to further the City's healthy
initiatives. The City Council will receive a report summarizing these suggestions which could expand
existing programs to include more healthy initiatives in partnership with the business community and new
opportunities to expand the City's current offerings.
si STAFF RECOMMENDATION:
By motion, provide direction on the priorities of which initiatives to pursue, if any, as part of the budget
preparation process.
9. OTHER BUSINESS -Brief INFORMATION ONLY reports from Council and/or Staff, including
