3.1. Proclamation for American Red Cross Month, March 2019
The City Council will present a proclamation recognizing March 2019 was American Red
Cross Month.
STAFF RECOMMENDATION:
Present the proclamation.
3.2. Recognition of Camp Parks’ Sea Cadets Program
The City Council will recognize the cadets of the Rear Admiral C. W. Parks Battalion US
Naval Sea Cadet Corps / USS Pampanito Navy League Cadet Corps. The cadets were
recently honored with a number of prestigious awards.
STAFF RECOMMENDATION:
Recognize Cadets of the Rear Admiral C. W. Parks Battalion US Naval Sea Cadet Corps /

3.3. Presentation on Zone 7 Water Agency
The City Council will receive the presentation on the Zone 7 Water Agency.
STAFF RECOMMENDATION:
Receive the presentation.
3.4. Presentation from the Dublin Chamber of Commerce
The City Council will receive a presentation from Steve Lehman, Chairman of the Dublin
Chamber of Commerce, providing an overview of recent activities.
STAFF RECOMMENDATION:
Receive the presentation.
3.5. Introduction of New Staff Member, Jennifer Mendez
The City Council will be introduced to Jennifer Mendez, the City's new Management Analyst
I in the Parks and Community Services Department.
STAFF RECOMMENDATION:
Welcome Ms. Mendez to the City of Dublin team.
3.6. Public Comment
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and
clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with
State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Council may
respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the
matter. Any member of the public may contact the City Clerk’s Office related to the proper procedure to place an item on a
future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not
appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with
one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent
Calendar for purposes of public input may request the Mayor to remove the item.
4.1. Approval of the March 5, 2019 Regular City Council Meeting Minutes
The City Council will consider approval of the minutes of the March 5, 2019 Regular
meeting.
STAFF RECOMMENDATION:
Approve the minutes of the March 5, 2019 Regular City Council meeting.
4.2. Annual Progress Report on the Status of the Dublin General Plan and Housing Element
for Calendar Year 2018
The City Council will review the Annual Progress Report on the Status of the Dublin General
Plan and Housing Element for Calendar Year 2018 in accordance with Government Code
Section 65400(a)(2).
STAFF RECOMMENDATION:
Accept the Annual Progress Report on the status of the Dublin General Plan and Housing
Element compliance for calendar year 2018; and direct Staff to forward the Annual Progress
Report to the California State Office of Planning and Research and the California
Department of Housing and Community Development.
4.3. Changes to The Wave Operations
The City Council will consider approval of the proposed reduced operation schedule for The
Wave during the off-season.
STAFF RECOMMENDATION:
Approve the proposed operation schedule for The Wave.
4.4. Public Art Installation and Maintenance Agreement with Kaiser Permanente for the
Dublin Medical Center
The City Council will consider the approval of a Public Art Installation and Maintenance
Agreement with Kaiser Permanente for their Dublin Medical Center. The Agreement outlines
the developer's responsibilities to maintain artwork in a safe and attractive manner.

STAFF RECOMMENDATION:
Adopt the Resolution Approving a Public Art Installation and Maintenance Agreement for
the Kaiser Dublin Medical Center.
4.5. Payment Issuance Report and Electronic Funds Transfers
The City Council will receive a listing of payments issued from February 1, 2019 - February
28, 2019 totaling $9,495,206.78.
STAFF RECOMMENDATION:
Receive the report.
4.6. Housing Policy Framework
The City Council will consider support for the Housing and Policy Framework as drafted by
the Tri-Valley Cities to address the number of recent, significant efforts at the State and
regional level related to the statewide housing crisis. The report also includes a summary of
the CASA compact and an overview of key housing legislation that has recently been
proposed.
STAFF RECOMMENDATION:
Adopt the Resolution Approving Support for the Tri-Valley Cities Housing and Policy
Framework as a Supplement to the Tri-Valley Cities Legislative Framework on Housing
Matters.
4.7. Update of Dublin City Council Norms
The City Council will consider updates to its norms following a discussion at their February
2, 2019 City Council meeting.
STAFF RECOMMENDATION:
Adopt the Resolution Approving the update of the Dublin City Council Norms.
4.8. Mayor's Recommendation for Appointment to Heritage & Cultural Arts Commission
The City Council will consider the Mayor’s recommendation for appointment to fill an
unscheduled vacancy on the Heritage & Cultural Arts Commission.
STAFF RECOMMENDATION:
Confirm the Mayor’s recommendation of Timea Iharosi to the Heritage & Cultural Arts
Commission, or provide other appropriate direction.

7. UNFINISHED BUSINESS
7.1. Informational Report on the Regional Housing Needs Allocation
On January 9, 2019, an informational report was presented to the City Council on the status
of planned residential development under the City of Dublin General Plan. Some of the units
identified in that report have vested development rights while others satisfy the City’s
Regional Housing Needs Allocation (RHNA). This current report focuses on the Regional
Housing Needs Allocation and units obligated to satisfy this requirement under the General
Plan Housing Element.
STAFF RECOMMENDATION:
Receive the report.
8. NEW BUSINESS
8.1. Fiscal Year 2018-19 2nd Quarter Financial Review
The City Council will receive a financial report through the second quarter for Fiscal Year
2018-19 and consider amendments to the Fiscal Year 2018-9 Budget via a budget change.
The City Council will also receive an update to the City's 10-Year Forecast.

STAFF RECOMMENDATION:
Receive the report and approve the budget change.
8.2. Report to City Council on Alternate Commissioner Model
At the January 8, 2019 City Council meeting, the City Council requested that Staff bring
back a report regarding the establishment of alternates on the various City commissions and
committees, as well as a mechanism that would allow alternates to succeed to commission
seats when a vacancy occurs.
STAFF RECOMMENDATION:
Receive the report and provide Staff with further direction.
8.3. Designation of Two City Councilmembers as City Representatives to Discuss
Compensation with City Attorney
The City Council will discuss the appointment of two City Councilmembers to serve as the
City’s representatives to discuss terms of the City Attorney’s contract, including
compensation, with the City Attorney.
STAFF RECOMMENDATION:
Designate two City Councilmembers to discuss compensation with the City Attorney.
8.4. Designation of Agency Labor Negotiators, Unrepresented Employee: City Manager
The City Council will consider the appointment of two Councilmembers as representatives to
discuss conditions of employment for the City Manager.
STAFF RECOMMENDATION:
Appoint two Councilmembers as representatives to discuss conditions of employment for the
City Manager.
9. OTHER BUSINESS
Brief information only reports from City Council and/or Staff, including committee reports
and reports by City Council related to meetings attended at City expense (AB1234).
