3.1. Recognition of 2011 Farmers' Market Sponsors
The City Council will present Certificates of Recognition to the sponsors and supporters of the 2011
Dublin Farmers' Market. .
STAFF RECOMMENDATION:
Present the Certificates of Recognition.
3.2. Public Comments
At this time, the public is permitted to address the City Council on non-agendized items, Please step to the podium and clearly state
your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or
discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or
questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may
contact the City Clerk's Office related to the proper procedure to place an item on a future City Council agenda. The exceptions
under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government
Code Section 54954.2(b)(1)(2)(3).

4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single
action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes
of public input may request the Mayor to remove the item.
4.1. Minutes of Regular City Council Meeting of March 6, 2012
The City Council will consider the approval of the minutes of the Regular City Council Meeting of
March 6, 2012.
STAFF RECOMMENDATION:
Approve the minutes of the Regular City Council Meeting of March 6, 2012.
4.2. Second Reading of Ordinance Amending the Dublin Municipal Code regarding City
Councilmembers'Salaries
The City Council will consider adopting an ordinance revising the Dublin Municipal Code to
provide for a salary adjustment for City Councilmembers following certification of the November
2012 General Municipal election. This ordinance was introduced at the March 6,2012 Regular City
Council meeting.
STAFF RECOMMENDATION:
Waive the reading and adopt an Ordinance Amending Dublin Municipal Code Section 2.08.020 to
provide for an Increase in the salary for members of the City Council.
4.3. Check Issuance Report and Electronic Funds Transfers, February 2012
The City Council will receive a listing of payments issued from February 1, 2012 through February 29,2012
totaling $5,157,052.81
STAFF RECOMMENDATION:
Receive the report.
4.4. Annual Progress Report on the Status of the Dublin General Plan and Housing Element for
Calendar Year 2011
The City Council will review the Annual Progress Report on the Status of the Dublin General Plan
and Housing Element for Calendar Year 2011 in accordance with Government Code Section
65400(b ).
STAFF RECOMMENDATION:
Accept the Annual Progress Report on the Status of the Dublin General Plan and Housing Element
Compliance for Calendar Year 2011; and direct Staff to forward the Annual Progress Report to the
California State Office of Planning and Research and the California Department of Housing and
Community Development.
4.5. Acceptance of Electric Vehicle Charging Stations from Grants Paid for by the U.S.
Department of Energy and the California Energy Commission.
In September 2011, Staff applied for a grant from Coulomb Technologies which was funded by the
Department of Energy (DOE) and the California Energy Commission (CEC). The grant was
awarded in early December and installation was completed on January 20,2012. The City Council
will consider accepting the improvements.
STAFF RECOMMENDATION:
Accept the improvements.

7. UNFINISHED BUSINESS
7.1. Update on Wine Region Connectivity Ad-Hoc Committee
In Fiscal Year 2011-2012, the City Council established an ad-hoc committee to explore ways for the
City to better connect with the Livermore Valley Wine Region. The Wine Region Connectivity Ad-
Hoc Committee was comprised of Mayor Sbranti and Councilmember Swalwell. This report will
update the efforts of the Ad-Hoc Committee.

NEW BUSINESS
Approve an Agreement with Economic & Planning Systems, Inc. for the Economic
Development Strategy and General Plan Economic Development Element
The City Council established a Fiscal Year 2011-2012 Strategic Initiative to "develop an Economic
Development Strategy." Staff has researched and interviewed various firms with a specialization in
developing strategies and elements for municipal agencies and is recommending the services of
Economic & Planning Systems, Inc. to develop the City's Economic Development Strategy and
Element.
STAFF RECOMMENDATION:
Adopt Resolution Approving an Agreement with Economic & Planning Systems, Inc. for the
Economic Development Strategy and General Plan Economic Development Element.
Smoking Pollution Control Ordinance Report for Apartment Housing
On July 19, 2011, the Dublin City Council adopted an ordinance that amended Chapter 5.56 of the
Dublin Municipal Code, entitled Smoking Pollution Control, which required that apartment
complexes (with 16 or more units) designate 75% of their units as non-smoking by January 1, 2013.
The City Council will receive a report outlining progress with the ordinance provisions.
STAFF RECOMMENDATION:
Receive the report.
Adoption Authorizing Participation in the California Property Assessed Clean Energy
(PACE) Program
The City Council established a Fiscal Year 2011-2012 Strategic Initiative to "continue to develop
economic incentives for retail, office, restaurants, and industrial users." Staff is seeking City
Council authorization to participate in the California Property Assessed Clean Energy (PACE)
Program as part of the City's continued efforts to support small business and economic development
activities in Dublin.
STAFF RECOMMENDATION:
Adopt Resolution Authorizing the City of Dublin to join the California PACE Program;
Authorizing the California Enterprise Development Authority to conduct contractual assessment
proceedings and levy contractual assessments within the territory of the City of Dublin; and
Authorizing related actions.
Human Services Task Force Appointments
The City Council will consider appointments to the Human Services Task Force to review the
Eastern Alameda County 2011 Human Services Needs Assessment Findings Report to identify
service gaps and produce a Task Force Report in the format of a Priority List for the City Council's
consideration. In addition, the Mayor will appoint two Councilmembers to serve as liaisons to the
Task Force. The City Council will also consider authorizing the City Manager to hire a facilitator
to assist with the Task Force process and approve a budget change form in the amount of$15,000.
STAFF RECOMMENDATION:
Both approve the Mayor's appointments to the Human Services Task force; appoint two
Councilmembers to serve on the Task Force as liaisons; approve the budget change to the Social
Services budget in the amount of $15,000; and authorize the City Manager to enter into a contract
with a consultant to assist with the process; or provide alternate direction.
City of Dublin and Alameda County Fire Joint Use - Consultant Services Agreement
On October 18, 2011, the City Council approved the purchase of the NFL property at 6363 Clark
Avenue for future expansion of the Civic Center public safety functions. At that time, the City
Council authorized Staff to evaluate a variety of uses and provide recommendations. Staff reviewed
the property, in conjunction with the City's maintenance facility, and has determined that a joint use
project between the City and Alameda County Fire would be feasible.

Adopt Resolution Approving Agreements for the City of Dublin/Alameda County Joint Use
Maintenance Facility and the City of Dublin/Alameda County Joint Use Public Safety Facility;
approve the budget change; and authorize the use of the General Fund committed Fund Balance to
fund these additional project costs.
