CALL TO ORDER & PLEDGE OF ALLEGIANCE TO THE FLAG 2. REPORT ON CLOSED SESSION 3. ORAL COMMUNICATIONS 3.1. Employee Introductions: Nancy McDonnell and Damian Sandholm A new member of City Staff will be introduced: Nancy McDonnell, Public Works Management Analyst II. Damian Sandholm will be re-introduced as the City’s new Parks and Community Services Recreation Supervisor. STAFF RECOMMENDATION: Welcome City of Dublin Staff members. 3.2. Update on Summer Road Construction Projects The City Council will receive a status update of upcoming summer road construction projects. STAFF RECOMMENDATION: Receive the report. 3.3. Public Comments At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk’s Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 4. CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. Minutes of the March 15, 2016 Regular City Council Meeting The City Council will consider approval of the minutes of the March 15, 2016 Regular City Council meeting. STAFF RECOMMENDATION: Approve the minutes of the March 15, 2016 Regular City Council meeting. 4.2. Arbor Day Proclamation 2016 The City Council will present a proclamation for Arbor Day, April 29, 2016. STAFF RECOMMENDATION: Present the proclamation. 4.3. St. Patrick's Day Celebration Recap The City Council will receive a recap report on this year’s St. Patrick’s Day Celebration. STAFF RECOMMENDATION: Receive the report. 4.4. Acceptance of Improvements for Tract 8108, Neighborhood E-1, Positano/Fallon Village and Approval of Regulatory Traffic Control Devices (D.R. Horton BAY, Inc.) D.R. Horton BAY, Inc. has constructed the improvements for Tract 8108, Neighborhood E-1, Positano/Fallon Village, in accordance with their Tract Improvement Agreement. It is now appropriate for the City to accept these improvements and approve the regulatory traffic control devices. STAFF RECOMMENDATION: Adopt the Resolution Accepting the Tract Improvements and Approving the Regulatory Traffic Control Devices for Tract 8108, Neighborhood E-1, Positano/Fallon Village. 4.5. Approval of Final Map and Tract Improvement Agreement, and Acceptance of Park Land Dedication In-Lieu Credits for Park Land Dedication Requirements for Tract 7711, Wallis Ranch, Neighborhood 1 (Development Solutions WR, LLC) Development Solutions WR, LLC, a Delaware Limited Liability Company, is filing a Final Map for Tract 7711 (Wallis Ranch, Neighborhood 1) to create 92 lots for the construction of 92 homes. Tract 7711 is bounded on north by Contra Costa County, and on the south and east by open space. STAFF RECOMMENDATION: Adopt the Resolution Approving Final Map and Tract Improvement Agreement for Tract 7711, Wallis Ranch, Neighborhood 1; and adopt the Resolution Accepting Park Land Dedication In-Lieu Credits for Park Land Dedication Requirements for Tract 7711, Wallis Ranch, Neighborhood 1. 4.6. Municipal Code Amendments – Revisions to Title 9 of the Dublin Municipal Code (Subdivisions) The City Council will review City-initiated amendments to Title 9 of the Dublin Municipal Code (Subdivisions). The proposed amendments to the Subdivision Ordinance reflect current practice, incorporate more streamlined language, simplify processes and procedures, and comply with the latest version of the State Subdivision Map Act. STAFF RECOMMENDATION: Waive the reading and adopt an Ordinance Adopting a Comprehensive Update of Title 9 of the Dublin Municipal Code (Subdivisions). 5. WRITTEN COMMUNICATION – None. 6. PUBLIC HEARINGS 6.1. Weed and Combustible Refuse Abatement Order In accordance with Resolution 12-16 (adopted February 2, 2016), the City Council declared that there is a public nuisance created by weeds and combustible debris growing and accumulating upon the streets, sidewalks and property within the City. Notice of this declaration was posted and letters sent to those property owners with violations. STAFF RECOMMENDATION: Conduct the public hearing, deliberate, and, by motion, direct Staff to continue the weed abatement process. April 5, 2016 Dublin City Council Agenda Page 3 of 4 6.2. Grafton Plaza – 1) Planned Development Rezone with related Stage 2 Development Plan and Vesting Tentative Parcel Map 10365 for the 12.23 Acre Project Site; and 2) Site Development Review and Vesting Tentative Map 8293 for 115 condominium units The Grafton Plaza project site is a 12.23 acre vacant parcel located at the southeast corner of Dublin Boulevard and Grafton Street. The site has a General Plan/Eastern Dublin Specific Plan land use designation of Mixed Use 2/Campus Office and related Planned Development Zoning. The developer has a vested right to develop up to 496,519 square feet of development including up to 248,259 square feet residential development (approximately 235 residential units) consistent with the General Plan and Specific Plan. The proposed Planned Development Zoning Stage 2 Development Plan integrates three uses within the development site as follows: 1) 34,500-55,400 square feet of future retail and surface or structured parking on 3.68 acres; 2) a 127-room hotel of approximately 63,298 square feet on 2.00 acres; and 3) a 115 unit, 3-story residential townhouse condominium community on approximately 6.55 acres. Vesting Tentative Parcel Map 10365 would create three parcels with coordinated access and infrastructure for the development site overall. Total building area on site is estimated to be approximately 337,110 square feet. Separate Site Development Review applications have been submitted for the hotel and residential components, with Vesting Tentative Map 8293 submitted for the 115-unit residential townhouse condominium development. The hotel SDR will be considered as a separate agenda item. STAFF RECOMMENDATION: Conduct the public hearing, deliberate, waive the reading and INTRODUCE an Ordinance Approving a Planned Development Rezone with Related Stage 2 Development Plan for the Grafton Plaza Project; adopt the Resolution Approving Vesting Tentative Parcel Map 10365 for The Grafton Plaza Site; and adopt the Resolution Approving a Site Development Review Permit and and Vesting Tentative Map 8293 for a 115-unit Residential Townhouse Condominium Development on a 6.55 Acre Site for the Grafton Plaza Mixed Use Project. 6.3. Grafton Plaza – Site Development Review for a 127-Room Hotel on a 2.0-acre Parcel of the Grafton Plaza Site (PLPA 2015-00015 The Grafton Plaza project site is a 12.23 acre vacant parcel located at the southeast corner of Dublin Boulevard and Grafton Street. The site has a General Plan/Eastern Dublin Specific Plan land use designation of Mixed Use 2/Campus Office and related Planned Development Zoning. The developer has a vested right to develop up to 496,519 square feet of development including up to 248,259 square feet residential development (approximately 235 residential units) consistent with the General Plan and Specific Plan. The proposed hotel would occupy Parcel 2 of the parcel map. Total building area on Grafton Plaza site is estimated to be approximately 337,110 square feet. This Site Development Review request is for the hotel component only. STAFF RECOMMENDATION: Conduct the public hearing, deliberate and adopt the Resolution Approving a Site Development Review for a 127-room, 4-story hotel on a 2.0 acre site. April 5, 2016 Dublin City Council Agenda Page 4 of 4 7. UNFINISHED BUSINESS 7.1. Fallon Sports Park Phase II Project PK0414 – Award of Contract and Additional Consultant Services for Construction The City Council will consider awarding the construction contract and additional consultant services for Fallon Sports Park Phase II, (Project pk0414). The proposed project provides two synthetic turf soccer fields, a lighted 90-foot baseball diamond, a group picnic area for 100 people, restrooms and a concession building, parking, and supporting elements as further detailed in the report. STAFF RECOMMENDATION: 1) Determine whether the identified bid alternates will be included in the project; 2) Adopt the Resolution Awarding Fallon Sports Park Phase II (Base Bid); or adopt the Resolution Awarding Fallon Sports Park Phase II (Base Bid and Alternates); 3) Adopt the Resolution Approving a Consulting Services Agreement between the City of Dublin and Lai and Associates; 4) Authorize the City Manager to execute Contract Amendment #3 to the Consulting Services Agreement for construction administration services from Carducci and Associates.; and 5) Authorize the City Manager to amend the project budget to reflect the City Council’s actions. 8. NEW BUSINESS 8.1. Discussion on the Process Regarding Placing Items on Future City Council Agendas At the March 15, 2016 City Council meeting, the City Council requested, in response to comments from Councilmember Biddle, that an item be placed on a future agenda for the City Council to discuss a process for the placement of agenda items on future City Council meeting agendas. STAFF RECOMMENDATION: Provide direction on whether changes should be made to the City Council rules and procedures regarding the placement of future items on the City Council agenda. 9. OTHER BUSINESS - Brief INFORMATION ONLY reports from Council and/or Staff, including Committee Reports and Reports by Council related to Meetings Attended at City Expense (AB1234). 10.
