3.1. Presentation from i-GATE
The City Council will receive a presentation from Brandon Cardwell, Executive Director of
i-GATE, providing an overview of recent activities.
STAFF RECOMMENDATION:
Receive the presentation.
3.2. Presentation by Dublin San Ramon Services District on Water Supply/Reliability
The City Council will receive a presentation from Dublin San Ramon Services District on
Water Supply issues, and the projects being considered to provide future water reliability to
the City of Dublin.
STAFF RECOMMENDATION:
Receive the report; and support DSRSD and Zone 7 in future study of all water supply
options, including Potable Reuse.
3.3. Presentation from the Alameda County Complete Count Committee for Census 2020
The City Council will receive a brief presentation from the Alameda County Complete Count
Committee for Census 2020.
STAFF RECOMMENDATION:

3.4. Employee Introductions
New members of City Staff will be introduced: Daniel Weber and Jon Garcia, Recreation
Coordinators, Parks and Community Services Department; and James Paluck, Senior Civil
Engineer, Public Works Department.
STAFF RECOMMENDATION:
Welcome the new City of Dublin Staff members.
3.5. Public Comment
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and
clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with
State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Council may
respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the
matter. Any member of the public may contact the City Clerk’s Office related to the proper procedure to place an item on a
future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not
appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with
one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent
Calendar for purposes of public input may request the Mayor to remove the item.
4.1. Approval of the April 2, 2019 Regular City Council Meeting Minutes
The City Council will consider approval of the minutes of the April 2, 2019 Regular meeting.
STAFF RECOMMENDATION:
Approve the minutes of the April 2, 2019 Regular City Council meeting.
4.2. Arbor Day Proclamation 2019
The City Council will present a proclamation for Arbor Day, April 26, 2019.
STAFF RECOMMENDATION:
Present the proclamation.
4.3. Reaffirmation of Dublin's No Place for Hate Resolution
The City Council will consider the reaffirmation of the City Council's 2017 commitment to
be a community committed to the values of dignity, inclusivity, and respect for all
individuals.
STAFF RECOMMENDATION:
Adopt the Resolution Affirming the City of Dublin's Commitment to the Values of Dignity,
Inclusivity, and Respect for All Individuals.
4.4. City of Dublin Fiscal Year 2019-20 Human Services Grant Program Funding
Recommendations
The City Council will consider the Human Services Commission funding recommendations
for the Fiscal Year 2019-20 Human Services Grant Program.
STAFF RECOMMENDATION:
Adopt the Resolution Approving Funding Recommendation for Fiscal Year 2019-20 Human
Services Grant Program.
4.5. Notice of City Engineer’s Receipt of Tract 8372 Final Map for Review
The City Council will receive a notification of the City Engineer’s receipt of the Final Map
for review for Tract 8372, Boulevard, Neighborhoods 21, 22 and 23.
STAFF RECOMMENDATION:
Receive the notification.
4.6. Report on 2019 Dublin Pride Week Activities
The City Council will receive a report on the planned activities for the 2019 Dublin Pride
Week, scheduled for April 27 - May 5, 2019.

4.7. Authorization to Purchase Mobile Data Terminal Computers for Marked Police
Vehicles
In order to ensure reliability and to minimize repair expense, the City routinely reviews
Mobile Data Terminal (MDT) computers for marked patrol vehicles for potential
replacement. Staff has scheduled 10 MDT computers for replacement during the current
fiscal year based upon general condition, history of maintenance and upgraded technology
needs. Staff conducted research to determine which available MDT computers would best
meet the needs of Dublin Police Services and is recommending the purchase of 10 Getac
V110 G3 GUSA - Intel Core i5-6200U Processors and associated equipment from NWN
Corporation.
STAFF RECOMMENDATION:
Adopt the Resolution Authorizing Staff to Purchase 10 Mobile Data Terminals from NWN
Corporation.
4.8. Direct Preparation of Annual Engineer's Reports, Approve Preliminary Engineer's
Reports, and Appoint a Time and Place for Hearing Protests for Street Lighting
Maintenance District 1983-1, Landscape and Lighting District 1983-2, Landscape and
Lighting District 1986-1, Landscape and Lighting District 1997-1, and Street Lighting
Maintenance District 1999-1
The City Council will consider directing preparation of the Fiscal Year 2019-20 Engineer’s
Reports, approving the preliminary Fiscal Year 2019-20 Engineer's Reports, and scheduling a
public hearing date of May 21, 2019 for the five assessment districts.
STAFF RECOMMENDATION:
1) Adopt the Resolution Directing Preparation of Annual Engineer’s Reports for Street
Lighting Maintenance District 1983-1, Landscape and Lighting District 1983-2, Landscape
and Lighting District 1986-1, Landscape and Lighting District 1997-1, and Street Lighting
Maintenance District 1999-1; and 2) Adopt the Resolution Approving the Preliminary
Engineer’s Reports and Appointing a Time and Place for Hearing Protests for Street Lighting
Maintenance District 1983-1, Landscape and Lighting District 1983-2, Landscape and
Lighting District 1986-1, Landscape and Lighting District 1997-1, and Street Lighting
Maintenance District 1999-1.
4.9. Amendments to the Sewer Capacity Assistance Program
The City Council will consider amending the existing Sewer Capacity Assistance Program.
By transferring approximately 18 dwelling unit equivalents of sewer capacity into the
Program and giving preference for those credits to be used in the Downtown Dublin Specific
Plan area, the credits would become a valuable economic development tool to incentivize
private commercial development of restaurants and other commercial uses in Downtown.
STAFF RECOMMENDATION:
Adopt the Resolution Amending the City’s Sewer Capacity Assistance Program.
4.10. Resolution Recognizing the Importance of the 2020 U.S. Census
The City Council will consider adopting a Resolution recognizing the importance of the 2020
U.S. Census and supporting efforts to ensure full participation in the 2020 Census.
STAFF RECOMMENDATION:
Adopt the Resolution Recognizing the Importance of the 2020 U.S. Census and Supporting
Efforts to Ensure Full Participation in the 2020 Census.
4.11. Payment Issuance Report and Electronic Funds Transfers
The City Council will receive a listing of payments issued from March 1, 2019 - March 31,
2019 totaling $8,277,574.64.
STAFF RECOMMENDATION:

4.12. First Amendment to Services Agreement with Chandler Asset Management
The City of Dublin’s investment portfolio of approximately $277 million is comprised of $92
million managed by the City investing funds in two locally pooled money accounts and $184
million managed by Chandler Asset Management (Chandler). In Fiscal Year 2013-14
Chandler began providing investment services for the City, and has consistently
outperformed the locally pooled money accounts and the performance benchmark. In order to
continue to maximize interest earnings while maintaining an appropriate level of risk and
diversity, Staff believes it is beneficial to amend the current agreement with Chandler to
extend the term for three years and add a new tier to the Fee Schedule, which will result in a
decrease in administrative costs for the City.
STAFF RECOMMENDATION:
Adopt the Resolution Approving First Amendment to Services Agreement Between the City
of Dublin and Chandler Asset Management.
4.13. Approve Lehr Auto as a Sole Source Vendor for Automated License Plate Recognition
Cameras Purchase and Consiliant Technologies, LLC as a Sole Source Vendor for
Situational Awareness Cameras Purchase
The City Council will consider approving Lehr Auto as a sole source vendor for the purchase
and implementation of additional Automated License Plate Recognition (ALPR) cameras at
fixed locations within the City. The City Council will also consider approving Consiliant
Technologies, LLC as a sole source vendor to procure and implement additional situational
awareness cameras within the City. The use of both camera systems is currently utilized by
Dublin Police Services to supplement criminal investigations.
STAFF RECOMMENDATION:
Adopt the Resolution Approving Lehr Auto as a Sole Source Vendor for Automated License
Plate Recognition Cameras (ALPR) purchase and implementation; and, adopt the Resolution
Approving Consiliant Technologies, LLC as a Sole Source Vendor for Situational Awareness
Cameras (SITCAM) procurement and implementation, within the City.
4.14. Consulting Services Agreement for Selection Assistance and Implementation of a New
Enterprise Resource Planning System
The City Council will consider selection of a consultant to assist with the selection of a
Enterprise Resource Planning (ERP) system. The City’s current ERP system was
implemented in Fiscal Year 2008-09 and is nearing the end of its 10-year lifespan. To help
the City select a vendor and transition to a new software, the City conducted a Request for
Proposals for consultant services throughout the project. The City received 10 proposals, and
based on the evaluation process, Staff is recommending the selection of SDI Presence LLC.
STAFF RECOMMENDATION:
Adopt the Resolution Approving a Consulting Services Agreement with SDI Presence LLC,
for Selection Assistance and Implementation of an Enterprise Resource Planning System.
5. WRITTEN COMMUNICATION – NONE.
6. PUBLIC HEARING
6.1. Kaiser Commercial - Nissan (PLPA-2019-00003)
The City Council will consider approval of a 31,840 square foot automobile dealership
adjacent to the freeway on the southern portion of the 14.89 acres of the Kaiser Commercial
property. The application includes an amended Planned Development Zoning Stage 1
Development Plan and approval of a Stage 2 Development Plan for the entire Kaiser
Commercial site, and a Site Development Review Permit to construct the automobile
dealership on the southern portion of the property. The zoning will continue to only allow
commercial uses (no residential is permitted on this property).

STAFF RECOMMENDATION:
Conduct the public hearing, deliberate, waive the reading and INTRODUCE an Ordinance
Amending the Zoning Map and Approving a Planned Development Zoning District with a
Stage 1 and 2 Development Plan; and, adopt the Resolution Approving a Site Development
Review Permit for the Kaiser Commercial-Nissan Project.
7. UNFINISHED BUSINESS
7.1. Informational Report on the Recent and Pending Housing Laws and Legislation
On January 8 and March 19, 2019, Staff provided the City Council informational reports on,
respectively, the status of planned residential development under the City of Dublin General
Plan and under the City’s Regional Housing Needs Allocation (RHNA). This informational
report follows on those earlier reports and discusses recent laws and pending legislation that
promotes the development of housing.
STAFF RECOMMENDATION:
Receive the report.
8. NEW BUSINESS
8.1. Alameda County Waste Management Authority’s Mandatory Recycling Ordinance
The City Council will receive a report on the Alameda County Waste Management
Authority's Mandatory Recycling Ordinance.
STAFF RECOMMENDATION:
Receive the report and provide direction on the Mandatory Recycling Ordinance.
8.2. Traffic Safety and Access Around Dublin Schools
The City Council will receive a report on traffic safety around schools in the City. Staff will
present the ongoing and planned efforts on improving safety and access to schools for all
modes of transportation.
STAFF RECOMMENDATION:
Receive the report and provide direction on traffic safety around schools.
9. OTHER BUSINESS
Brief information only reports from City Council and/or Staff, including committee reports
and reports by City Council related to meetings attended at City expense (AB1234).
10. ADJOURNMENT
