3.1. Introduction of Dublin Police Services Lieutenant Victor Fox
The City Council will be introduced to Lieutenant Victor Fox, who has joined Dublin Police Services,
following the retirement of Lieutenant Herb Walters.
STAFF RECOMMENDATION:
Welcome Dublin Police Services' Lieutenant Victor Fox.
3.2. Special Event Sponsor Recognition for St. Patrick's Day Fest, Shamrock 5K and
Eggstravaganza
The City Council will receive a report on sponsorships for the St. Patrick's Day Festival, Shamrock
5K Fun Run and Walk, and Eggstravaganza, and formally recognize the sponsors for these events and
present certificates of appreciation.
STAFF RECOMMENDATION:
Formally accept sponsorship donations for the St. Patrick's Day Festival, Shamrock 5K Fun Run and
Walk, and Eggstravaganza and recognize the sponsoring organizations.
3.3. Update on the Countywide Community Choice Energy Project
Alameda County and the cities therein are exploring the possibility of establishing a community
choice aggregation program also known as a community choice energy program. At this meeting,
County staff will present an overview of community choice energy, the current status, and next steps
for the potential County-sponsored program.
STAFF RECOMMENDATION:
Receive the report.

3.4. Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state
your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or
discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or
questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact
the City Clerk's Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which
the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section
54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single
action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of
public input may request the Mayor to remove the item.
4.1. Minutes of the March 29, 2016 Adjourned Regular City Council Meeting and the April 5, 2016
Regular City Council Meeting
The City Council will consider approval of the minutes of the March 29, 2016 Adjourned Regular
City Council meeting and the April 5, 2016 Regular City Council meeting.
STAFF RECOMMENDATION:
Approve the minutes of the March 29, 2016 Adjourned Regular City Council meeting and the April 5,
2016 Regular City Council meeting.
4.2. Report on 2016 Dublin Pride Week Activities
The City Council will receive a report on the planned activities for the 2016 Dublin Pride Week,
scheduled for April 30—May 7, 2016.
STAFF RECOMMENDATION:
Receive the 2016 Dublin Pride Week activities report.
4.3. Bike Month and Bike to Work Day Proclamation
During National Bike Month, a series of regional events such as Bike to Work Day are organized by
Bike East Bay and numerous other agencies, including the City of Dublin, to promote bicycling as an
alternative mode of transportation.
STAFF RECOMMENDATION:
Proclaim the month of May as "Bike Month" and May 12th as "Bike to Work Day" in the City of
Dublin.
4.4. Modification of Parking Regulations on Iron Horse Parkway
The City received requests from businesses to reduce the time limit for parking along Iron Horse
Parkway in order to increase parking availability for business patrons. The proposed action would
reduce the time limit of three parking spaces along Iron Horse Parkway from two hours to 20 minutes.
STAFF RECOMMENDATION:
Adopt the Resolution Amending the City of Dublin Traffic Code to Modify Parking Regulations on
Iron Horse Parkway.
4.5. Approval of Final Map and Tract Improvement Agreement, and Approval of Agreement for
Long-Term Encroachment for Landscape Features and Trash Capture Devices for Tract 8150,
Boulevard Phase 1A (Dublin Crossing, LLC)
Dublin Crossing, LLC is filing a Final Map for Tract 8150, Boulevard (formerly known as Dublin
Crossing) Phase 1A to create five large-lot "neighborhood" parcels for future development. Tract
8150 is located on former Camp Parks Reserve Forces Training Area land adjacent to Dublin
Boulevard between Scarlett Drive and Arnold Road.
STAFF RECOMMENDATION:
Adopt the Resolution Approving Final Map and Tract Improvement Agreement for Tract 8150,
Boulevard Phase 1A; and adopt the Resolution Approving the Agreement for Long-Term
Encroachment for Landscape Features and Trash Capture Devices for Tract 8150, Boulevard Phase
1A.

4.6. Approval of Final Map and Tract Improvement Agreement, and Acceptance of Park Land
Dedication In-Lieu Credits for Park Land Dedication Requirements for Tract 7715, Wallis
Ranch,Neighborhood 5 (Warmington Wallis N5 Associates, LLC)
Warmington Wallis N5 Associates, LLC, a Delaware Limited Liability Company, is filing a Final
Map for Tract 7715 (Wallis Ranch, Neighborhood 5) to create 20 lots for the construction of 60
homes. Tract 7715 is bounded on north by Windsor Way, on the south by Stags Leap Lane, on the
west by Wallis Ranch Drive, and on the east by Calistoga Lane.
STAFF RECOMMENDATION:
Adopt the Resolution Approving Final Map and Tract Improvement Agreement for Tract 7715,
Wallis Ranch, Neighborhood 5; and adopt the Resolution Accepting Park Land Dedication In-Lieu
Credits for Park Land Dedication Requirements for Tract 7715, Wallis Ranch,Neighborhood 5.
4.7. Approval of Alameda County Transportation Commission (Alameda CTC) Consolidated
Master Programs Funding Agreement
On May 19, 2015, the City Council approved a Master Programs Funding Agreement (MPFA) with
the Alameda CTC to receive Measure BB direct fund disbursements known as Direct Local
Distribution (DLD). This MPFA had a sunset date of June 30, 2016 and was intended to be replaced
with a new or amended MPFA. The City also has an existing MPFA for Measure B (the half-cent
sales tax) and Measure F (the Vehicle Registration Fee, or VRF), and the Alameda CTC is requesting
consolidating these two MPFAs into one agreement with a new sunset date of June 30, 2026.
STAFF RECOMMENDATION:
Adopt the Resolution Approving the Alameda County Transportation Commission Measure B, the
VRF and Measure BB Master Programs Funding Agreement.
4.8. Approve a Minor Change in an Approved Memorandum of Understanding with Livermore for
Conducting Preliminary Engineering for Dublin Boulevard Extension to Livermore
At the March 1, 2016 meeting, the City Council approved the execution of a Memorandum of
Understanding (MOU) with the City of Livermore to conduct a joint study to create a precise
alignment and prepare preliminary engineering documents for the extension of Dublin Boulevard
from Fallon Road in Dublin to North Canyons Parkway in Livermore. Staff has found a clerical error
in Figure 1 attached to the MOU and seeks to update this figure. There is no change to the MOU's
provisions.
STAFF RECOMMENDATION:
Direct the City Clerk to replace Figure 1 with the corrected Figure 1 of the approved MOU with the
City of Livermore to Conduct a Preliminary Engineering Study for the Dublin Boulevard Extension to
North Canyons Parkway in Livermore.
4.9. Request by Dublin Unified School District to Support 2016 Bond Measure
The City Council will consider a request from the Dublin Unified School District to support the
District's 2016 Bond Measure.
STAFF RECOMMENDATION:
Consider the Resolution and take the appropriate action.
4.10. Payment Issuance Report and Electronic Funds Transfers
The City Council will receive a listing of payments issued from March 1, 2016 — March 31, 2016
totaling $8,376,028.26.
STAFF RECOMMENDATION:
Receive the report.
4.11. Resolution Amending the Resolution Approving an Agreement with MCE Corporation
The City Council will consider amending the resolution approving an agreement with MCE
Corporation, Inc. for Maintenance Services, to specify that the not-to-exceed compensation limit for
future fiscal years be determined during the City's budget process without the need for City Council
approval of a contract amendment. This will action will bring the resolution in line with the language
in the existing agreement.

Adopt the Resolution Amending Resolution 118-12 Approving a Services Agreement with MCE
Corporation, Inc., for Maintenance Services.
4.12. Grafton Plaza—Planned Development Rezone with related Stage 2 Development Plan for the
12.23 acre project site (PLPA-2015-00048)
The Grafton Plaza project site is a 12.23-acre vacant parcel located at the southeast corner of Dublin
Boulevard and Grafton Street. The site has a General Plan/Eastern Dublin Specific Plan land use
designation of Mixed Use 2/Campus Office and related Planned Development Zoning. The developer
has a vested right to develop up to 496,519 square feet of development including up to 248,259 square
feet residential development (approximately 235 residential units) consistent with the General Plan
and Specific Plan.
The proposed Planned Development Zoning Stage 2 Development Plan integrates three uses within
the development site as follows: 1) 34,500-55,400 square feet of future retail and surface or
structured parking on 3.68 acres; 2) a 127-room hotel of up to approximately 63,298 square feet on
2.00 acres; and 3) a 115 unit, 3-story residential townhouse condominium community on
approximately 6.55 acres. Total building area on site is estimated to be approximately 337,110 square
feet.
STAFF RECOMMENDATION:
Waive the reading and adopt the Ordinance Approving a Planned Development Rezone with a
Related Stage 2 Development Plan for the Grafton Plaza Mixed Use Project on a 12.23-acre site.
4.13. Drought Emergency Continuance
On March 18, 2014, the City Council adopted a Resolution declaring a State of Emergency in the City
of Dublin due to extreme drought conditions within the State and City. The City Council will consider
continuing the State of Emergency for an additional 30 days.
STAFF RECOMMENDATION:
By motion, as required by Government Code Section 8630(c), which states that the City Council shall
review the need for continuing a local emergency at least once every 30 days until the governing body
terminates the local emergency, continue the State of Emergency that was declared on March 18,
2014, based on the fact that extreme drought conditions continue to exist within both the State of
California and City of Dublin, and the threat to the safety and welfare of Dublin residents remains.
4.14. Acceptance of Improvements for Tract 7652, Neighborhood 6, Sorrento East and Approval of
Regulatory Traffic Control Devices (Standard Pacific Corporation)
Standard Pacific Corporation, a Delaware Corporation, has constructed the improvements for Tract
7652, Neighborhood 6, Sorrento East, in accordance with their Tract Improvement Agreement. It is
now appropriate for the City to accept these improvements and approve the regulatory traffic control
devices.
STAFF RECOMMENDATION:
Adopt the Resolution Accepting the Tract Improvements and Approving Regulatory Traffic Control
Devices for Tract 7652, Neighborhood 6, Sorrento East.
4.15. Consideration of an Amendment to the Agreement with the Lew Edwards Group for Strategic
Consulting Services
The City Council will consider approving an amendment to the consulting services agreement
between the City of Dublin and The Lew Edwards Group.
STAFF RECOMMENDATION:
Adopt the Resolution Approving an Amendment to the Agreement with the Lew Edwards Group for
Strategic Consulting Services.

7. UNFINISHED BUSINESS
7.1. Kaiser Dublin Medical Center Project Update
The City Council will receive a report on the status of the Kaiser Dublin Medical Center project,
which is proposed to be developed on approximately 58 acres of property on the south side of Dublin
Boulevard between Grafton Plaza/Dublin Ranch Water Quality Pond to the west and the Fallon
Gateway Shopping Center to the east.
STAFF RECOMMENDATION:
Receive the status report on the project. No action is recommended at this time, but feedback to both
Staff and the Applicant on the project as proposed is welcome.
7.2. Discussion on the Process Regarding Placing Items on Future City Council Agendas
At the March 15, 2016 City Council meeting, the City Council requested, in response to comments
from Councilmember Biddle, that an item be placed on a future agenda to discuss a process for the
placement of agenda items on future City Council meeting agendas.
STAFF RECOMMENDATION:
Receive the report and provide direction on whether changes should be made to the City Council rules
and procedures regarding the placement of future items on the City Council agenda.
8. NEW BUSINESS
8.1. Sports Fields Use Policy Discussion
The City Council will review the City's Sports Fields Use Policy. Staff is recommending changes to
the classification of user groups, reservation lead time, and the cancellation period.
STAFF RECOMMENDATION:
Receive the presentation and provide direction on the proposed approach to the Sports Fields Use
Policy update.
8.2. Overview of Available Technological Resources to Assist Police in Enforcement and
Investigations
The City Council will receive a report on available technological resources which Dublin Police
Services could utilize to enhance enforcement and investigations. The resources include Automated
License Plate Readers (ALPRs), as well as high-definition cameras at key points throughout the City.
STAFF RECOMMENDATION:
Receive the report and provide Staff with direction relative to the possible acquisition of new
technology to assist Dublin Police Services.
8.3. Schaefer Ranch Unit 3 -Decision on whether or not to reconsider the proposed project (PLPA
2012-00013)
Schaefer Ranch Holdings LLC (Discovery Builders) requested a General Plan Amendment, Planned
Development Rezone with related Stage 1 and 2 Development Plans, Site Development Review and
Vesting Tentative Map for a 17.30-acre site, known as Schaefer Ranch Unit 3 and located at the
western terminus of Dublin Boulevard. The proposal would have changed the land use designation
from Estate Residential to Single-Family Residential and allowed an increase from six lots to 19 lots.
On December 15, 2015, the City Council held a Public Hearing and denied the project. On April 5,
2016, Councilmember Hart requested that an item be placed on the agenda for the City Council to
discuss whether or not to reconsider the Schaefer Ranch Unit 3 project. Should the City Council
decide to reconsider this project, the reconsideration would take place at a noticed public hearing to
be scheduled in the future.
STAFF RECOMMENDATION:
Discuss whether to reconsider the project and provide the Applicant and Staff with direction.
