Me~ers of the audience or the City Council who would like an its remv~ frs the Consent Ca[e~ar for ~r~ses of public input By request the Mayor to remove the its. 4.1 Minutes: Regular Meeting of April 11, 1994 STAFF RECOMMENDATION: Approve 4.2 Agreement with Hislop Associates for the Development of City Clerk and Finance Department Records Retention Schedules Due to the high volume of records processed on a regular basis, Staff has identified a need to develop a retention schedule in accordance with local, State and Federal regulations, for the periodic disposal of records as they become obsolete° STAFF RECOMMENDATION: Authorize City Manager to execute agreement (not to exceed $2,550) with Hislop Associates. 4.3 Agreement between County of Alameda and City of Dublin regarding Community Development Block Grant Program (CDBG) for Fiscal Year 1994-95 The City of Dublin must enter into an agreement with the County of Alameda to receive $89,290 in CDBG funding for FY · 1994-95. The projects approved for funding include: $17,162-Housing Rehabilitation; $7,991-Swim Center Bathhouse Renovation; $24~144-Heritage Center Renovation; $13,393-Handicap Ramps for Sidewalks; $10,000-Tri-Valley Haven for Women, Inc.; $10,000-Kaleidoscope Activity Center; and $6,000-General Administration° STAFF RECOMMENDATION: Adopt Resolution and authorize Mayor to execute~agreement. 4.4 Award of Bid Contract 94-03, Sidewalk Safety (Grinding) The City of Dublin has extended its policy of repairing sidewalks that have become offset and may be a tripping hazard. These repairs are normally the responsibility of the fronting property owner, however, the city Council has extended funding for this service for one additional year. STAFF RECOMMENDATION: Adopt Resolution awarding bid to Thomasson Engineering ($10,804) and authorize Mayor to execute agreement. 4.5 Modification of No Parking Zones on Scarlett Court Construction of the Dublin Boulevard extension and a modification of frontage improvements at Miracle Auto Painting have caused a need to change the description of the no parking zones currently listed in the City's Traffic Code. STAFF RECOMMENDATION: Adopt Resolution. 4.6 Revision to Classification Plan In accordance with the Americans with Disabilities Act (ADA)~ the City must comply with Title I related to employment issues and recommendations to assist the disabled and establish a means to review and evaluate requests for accommodations. An updated Community Safety Assistant job specification has been prepared pursuant to the ADA regulations. STAFF RECOMMENDATION: Adopt Resolution. ~ .... 4.7 Financial Report for Month of March~ !994 STAFF RECOMMENDATION: Receive Report° 4.8 Application for Multi-Year Grant Funding from the Tri-Valley Community Fund The City Council will review a proposed project at the Dublin Senior Center for funding from a Tri-Valley Community Fund Grant. Grant funds would be utilized to hire a part-time employee who would serve as an Outreach Coordinator to contact every adult in the city who is 55 years or older related to services and programs for seniors. STAFF RECOMMENDATION: Authorize Staff to submit Grant Application. 4.9 Warrant Register ($830,812.72) Dated April 25, 1994 STAFF RECOMMENDATION: Approve 5o WRITTEN COMMUNICATIOn 5.1 Request from Alameda County Public Works - Support of AB 3159 regarding Bridge and Vessel Fees to Fund Estuary Bridge Maintenance and Operations AB 3159 proposes levy of a maximum $2 vehicle registration fee and maximum $10 vessel fee to fund maintenance and operation of 3 Oakland/Alameda Estuary bridges. STAFF RECOMMENDATION: Review request and take appropriate action. 6. PUBLIC HEARING - None 7o UNFINISHED BUSINESS 7.1 Heritage Task Force (HTF) Final Report The City Council will consider the recommendations of the Heritage Task Force regarding the operation of programs at the Heritage Center° STAFF RECOMMENDATION: Receive presentation; accept recommendations from HTF; direct Staff to prepare a Higher Service Level for City Council consideration as part of the FY 94-95 Budget; approve composition of Heritage Committee and authorize Staff to begin recruitment of Committee representatives~ 7.2 Enforcement Policy for City of Dublin's NPDES Permit This item delineates the enforcement process which is required by the City's National Pollution Discharge Elimination System permit° As requested by the City Council, specific examples have been included in the report° STAFF RECOMMENDATION' Adopt Resolution 8. NEW BUSINESS. 8.1 1-580 Inter-Regional Corridor Partnership Program and State Highway 84/Eastern Corridor Issue Problem Definition These two transportation issues have been referred back to local governing bodies for review and comment by the Tri- Valley Transportation Council° Issue papers have been prepared for the Council's review~ STAFF RECOMMENDATION: Appoint City Council representative to the Policy Advisory Committee to help advise and oversee the Altamont Inter-Regional Corridor Partnership Study and approve State Highway 84/ Eastern Corridor Issue Paper #1 - Problem Definition, subject to Council's comments° 9.
