3.1 Proclamation for Ms. Kathy Rosselle, Wells Middle School Principal (610-50)
The City Council will present a proclamation to Ms. Kathy Rosselle on her upcoming
retirement as Principal of Wells Middle School.
STAFF RECOMMENDATION: Present proclamation to Principal Kathy Rosselle.
3.2 Acceptance of Gifts to City from St. Patrick's Day Sponsors (150-70)
The City Council will receive a report on the numerous sponsors who provided monetary as
well as in-kind donations to support the City's 2011 St. Patrick's Day Festival.
STAFF RECOMMENDATION: Recognize the sponsors and formally accept the contributions.
3.3 Proclamation for Older Americans Month (610-50)
The City Council will present an Older Americans Month proclamation.
STAFF RECOMMENDATION: Present the Older Americans Month proclamation.

3.5 2011 Nataonal Bike Month (585-95)
During National Bike Month, a series of regional events such as Bike to Work Day are
organized by the East Bay Bicycle Coalition to promote the use of alternative modes of
transit. This presentation is intended to update the City Council on the City's involvement
with National Bike Month events taking place in Dublin and in the Tri-Valley area.
STAFF RECOMMENDATION: Receive the presentation and approve the proclamation
declaring the month of May as National Bike Month in the City of Dublin.
3.6 Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your name
for the record. COMMENTS SHOULD NOT EXCEED THREE l3) MINUTES. In accordance with State Law, no action or discussion may take
place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request
Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office related to the
proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss andlor take
action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members
of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the
Mayor to remove the item.
4.1 Minutes of Regular Meetings of Apri15, and Apri119, 2011 and Special Meetang of
Apri119, 2011 .
STAFF RECOMMENDATION: Approve minutes.
4.2 Quarterly Financial Report for the Period Ending March 31, 2011 (Third Quarter Fiscal
Year 2010-2011) (330-50)
The City Council will be presented with preliminary information related to the revenues and
expenditures through the end of the third quarter of Fiscal Year 2010-2011. Based on ~ the
completion of nine months of activity the report will include analysis of significant trends and
variances between budgets and actual expenditures.
STAFF RECOMMENDATION: Receive the reports as authorized by Section 41004 of the
California Government Code.
4.3 Revisions to the Personnel System (700-20/720-40/600-30)
The City's Personnel System is governed by several documents. Each document addresses a
specific set of issues. The Staff Report identifies proposed changes to the City's current
Personnel System. As discussed below, these proposed adjustments are based on the need to
add, amend and delete certain job classifications. In addition, the City will adopt changes to
the Benefit Plan to provide an Internal Revenue Code (IRC) Section 125 Plan and Flexible
Spending Account (FSA) Program. The City Council will also consider adding vision plan
coverage for eligible City Staff and enrollment in the Metropolitan Transportation
Commissions' (MTC) Clipper Direct Program. ~
STAFF RECOMMENDATION: Review the proposed modifications to the City's
Classification, Salary, and Benefit Plans, and adopt: 1) Resolution Amending the Classification
Plan; 2) Resolution Amending the Salary Plan for Positions Exempt from Fair Labor Standards
Act (FLSA) Qvertime Provisions; 3) Resolution Amending the Management Positions Exempt
from Competitive Service Resolution and Prescribing Leave Benefits for the Designated
Positions; 4) Resolution Amending the Benefit Plan; 5) Resolution Authorizing City Manager
to Execute Contract with Vision Service Plan to Provide a Group Vision_ Care Plan for Eligible
City Employees; 6) Resolution Authorizing City Manager to Execute Contract with Wageworks
to Provide Third Party Administrator Services for Flexible Spending Account Benefit; and 7)
Resolution Authorizing City Manager to Execute Enrollment for Employee Transit Benefit
Program (Clipper Direct).

4.4 Authorization to Enter into an Agreement with Psomas to Provide a Geographic
Information System Needs Assessment (600-30)
The City's Geographic Information System (GIS) program has been active since 2002. This
study will update a 2002 Master Plan and evaluate how the program can be improved to fulfill
the needs of Staff and the public. The City received proposals from seven firms to conduct a
GIS Needs Assessment. After review of proposals, it is recommended that the City engage
Psomas to conduct the GIS Needs Assessment.
STAFF RECOMMENDATION: Adopt Resolution Authorizing the City Manager to Execute an
Agreement with Psomas to Conduct a Geographic Information System (GIS) Needs Assessment;
and approve the budget change.
4.5 City Treasurer's Investment Report for 3rd Quarter 2010-2011 (320-30)
The City's investment portfolio totals $96,536,664 (par value). As of March 31, 2011, funds
"were invested at an average yield of 1.469%. The portfolio includes both discretionary and
restricted funds and the balance will fluctuate throughout the year. The report presented
provides background on the City investment portfolio as well as the investment results as of
March 31, 2011.
STAFF RECOMMENDATION: Receive the Quarterly Investment Report.
4.6 Authorization to Enter into an Agreement with Chevron Energy Solutions to Conduct an
Energy Audit (600-30)
The City Council will consider authorizing the City Manager to enter into an agreement with
Chevron Energy Solutions to conduct an energy audit on City facilities and make
recommendations on cost-effective energy improvement options.
STAFF RECOMMENDATION: Authorize the City Manager to execute an agreement with
Chevron Energy Solutions to conduct an energy audit of City of Dublin facilities; and approve
budget change of $15,000.
4.7 Approval of Agreement to Perform Landscape Maintenance Services in the Dougherty and
Stagecoach Assessment Districts (600-30)
The City Council will consider approving the agreement with Pacheco Brothers Gardening,
Inc., for landscape maintenance services in the Dougherty and Stagecoach Assessment
Districts.
STAFF RECOMMENDATION: Adopt Resolution Approving Agreement with Pacheco
Brothers Gardening, Inc., for Landscape Maintenance Services in the Dougherty Landscape
Assessment District and the Stagecoach Landscape Assessment.District.
4.8 Approving Annexation of the Jordan Ranch Development (Tract 8024) into the Fallon
Village Geologic Hazard Abatement District (GHAD) (360-60)
Condition of Approval No. 107 for the Jordan Ranch subdivision (Tract 8024) requires that
the Jordan Ranch development be annexed to the Fallon Village GHAD prior to filing of the
first final map for the project. To satisfy this requirement, the developer of the Jordan Ranch
project petitioned the GHAD Board to annex the Jordan Ranch subdivision into the existing
Fallon Village GHAD. The territory to be annexed pursuant to the Petition for Annexation is
currently owned by the developer. The boundaries of the territory to be annexed and the
boundaries of the Jordan Ranch subdivision are the same. Public Resources Code section
26581 states that a proposed annexation is subject to approval of the legislative body that
approved the formation of the original GHAD. Since the City Council approved the
formation of the Fallon Village GHAD, approval of the City Council is now necessary for the
proposed annexation of Jordan Ranch to the Fallon Village GHAD.
STAFF RECOMMENDATION: Adopt Resolution Approving the Annexation of the Jordan
Ranch Development (Tract 8024) into the Fallon Village Geologic Hazard Abatement District.

4.9 Waiver of Competitive Bid Process and Authorization of Staff to Purchase Marked Police
Vehicles Directly from Vendor (350-20)
Staff has scheduled two marked police vehicles for replacement during the current fiscal year
based upon general vehicle condition and history of maintenance and repair expenses.
Vehicles being replaced will be declared surplus property.
STAFF RECOMMENDATION: Adopt Resolution "Authorizing Staff to Purchase Two
Specialized Police Vehicles .from Bob Wondries Ford and Declaring Vehicles Replaced as
Surplus Property." The City Purchasing Ordinance provides the City Council with authority to
waive the competitive bid process by a four-fifths [4/5] vote specifically for the purchase of
vehicles.
4.10 Waiver of Bid Requirement As Authorized by Municipal Code and Authorization to
Purchase Mobile Computers from Insight Public Sector under the U.S. Communities
Purchasing Agreement (350-20) .
The purchase of ten Panasonic Toughbook computers is proposed. Seven will be replacement
devices for mobile use by Dublin Police Services and three are being acquired as part of the
new City Permit System, to be used by City Staf£ The US Communities Purchasing
Agreement allows public agencies to make purchases using agreements established througli a
cooperative public bid process: This results in savings to the City in expediting the
purchasing process and providing items at a competitive price. The Dublin Municipal Code
requires the City Council to authorize purchases in excess of $20,000 which use this type of
arrangement. '
STAFF RECOMMENDATION: Adopt Resolution Authorizing a Waiver of Formal Bid
Requirements and the Purchase of Mobile Computer Equipment from Insight Public Sector
Pursuant to the US Communities Purchasing Agreement.
4.11 Additional Appropriation of Funds for Associated Community Action Program (ACAP)
Contribution (600-40)
At the City Council meeting on Apri15, 2011, the City Council appropriated up to $50,000 as
the City of Dublin's share of expenses needed to wind down the activities of Associated
Community Action Program (ACAP). The entity was formed under a Joint Powers
Agreement, and was a provider and administrator of social service related programs, serving
the member jurisdictions. Based on additional review by the City Managers and the Alameda
County Chief Executive, additional funding will be required from each of the member
agencies to close out the obligations of ACAP. This action will approve a budget change to
appropriate additional funds for the City of Dublin's estimated share of the program close-out
funding.
STAFF RECOMMENDATION: Authorize budget change in the amount of $96,539.
4.12 Approval of Tract Improvement Agreement for Tract 7943, Arroyo Vista (KB Homes)
(600-60)
KB Homes, dba KB Arroyo Vista LLC, has purchased portions of Tract 7943, Arroyo Vista,
from Citation Homes, and has assumed responsibility for tract improvements that are
currently the obligation of Citation Homes. KB Homes has executed a tract improvement
agreement and posted security to guarantee completion of improvements associated with the
tract, allowing security previously posted by Citation Homes to be released:
STAFF RECOMMENDATION: Adopt Resolution Approving Tract Improvement Agreement
for Tract 7943, Arroyo Vista.
4.13 Check Issuance Reports and Electronic Funds Transfers (300-40)
STAFF RECOMMENDATION: Review and authorize the issuance of payments.

6. PUBLIC HEARINGS
6.1 City of Dublin Water Efficient Landscape Ordinance (1000-20)
Assembly Bill (AB) 1881 directed the Department of Water Resources to update the Model
Water Efficient Landscape Ordinance. Local agencies have the option to either adopt the
updated State Model Ordinance or adopt a different Ordinance that is at least as effective in
conserving water as the updated Model Ordinance. If a local agency takes no action, the
updated State Model Ordinance takes effect as if it were adopted. The City of Dublin has
elected to prepare a Water Efficient Landscape Ordinance. The City's Ordinance is based on
the updated Model Ordinance; however, slight modifications have been made to the Model
Ordinance to make it specific to Dublin. The City's Draft Ordinance is at least as effective in
conserving water as the State's Model Ordinance.
STAFF RECOMMENDATION: Conduct public hearing, deliberate, waive the reading and
INTRODUCE an Ordinance Deleting Dublin Municipal Code Chapter 8.88 relating to Water-
Efficient Landscaping Regulations and Adopting a New Chapter 8.88 relating to Water-Efficient
Landscaping Regulations.
7. UNFINISHED BUSINESS
7.1 Update on the Dublin Farmers' Market (470-10)
Staff will provide the City Council with an update on the planned activities for the Farmer's
Market, beginning on May 12, 2011. '
STAFF RECOMMENDATION: Receive the report. .
8. NEW BUSINESS
8.1 Consideration of Dublin Historic Preservation Association's Proposal for a Preview Party
of Dublin Heritage Park and Museums (295-30)
The City Council will consider allowing the Dublin Historical Preservation Association
(DHPA) to have a preview party at the Dublin Heritage Park and Museums on Saturday,
June 25, 2011.
STAFF RECOMMENDATION: Approve a temporary permit for use of the Heritage Park and
Museums by DHPA for the Preview Party and allow DHPA.to serve alcoholic beverages at the
