3.1. Recognition of 2016 Rotary All Stars
Dublin Rotary Club will recognize the winners of the 2016 Dublin Rotary All Stars from the City of
Dublin, Alameda County Fire Department, and Alameda County Sheriff’s Office.
STAFF RECOMMENDATION:
Receive the presentation.
3.2. Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your
name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or
discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions
asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City
Clerk’s Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City
Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section
54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single
action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of
public input may request the Mayor to remove the item.
4.1. Minutes of the April 19, 2016 Regular City Council Meeting
The City Council will consider approval of the minutes of the April 19, 2016 Regular City Council
meeting.
STAFF RECOMMENDATION:
Approve the minutes of the April 19, 2016 Regular City Council meeting.
4.2. Approval of a Task Order with RRM Design Group for Landscape Architectural Services for the
Dublin Sports Grounds Renovation Project (CIP No. PK0416)
On November 17, 2015, the City Council approved the creation of a new Capital Improvement Project
for the Dublin Sports Grounds Renovation (CIP No. PK0416). Landscape architectural design services
are required to complete the renovation master plan and construction documents for grant funded
improvements. Staff is requesting approval of a Task Order with RRM Design Group for Landscape
Architectural Services for the Dublin Sports Grounds Renovation Project (CIP No. PK0416).

4.3. First Responder Advanced Life Support Agreement Amendment with the County of Alameda
The City Council will consider the approval of an amendment to the First Responder Advanced Life
Support (FRALS) agreement with the County of Alameda by extending the existing agreement term
from October 31, 2016 to October 31, 2017.
STAFF RECOMMENDATION:

Adopt the Authorizing the City Manager to Execute the First Amendment to the First
Responder Advanced Life Support (FRALS) Agreement.
4.4. Public Art Installation and Maintenance Agreement with Development Solutions WR, LLC
(Wallis Ranch)
The City Council will consider the approval of a Public Art Installation and Maintenance Agreement
with Development Solutions WR, LLC as required by the City of Dublin’s Public Art Ordinance. The
Agreement outlines the Developer’s responsibilities to maintain the artwork in a safe and attractive
manner and allows for the Developer to post a bond in relation to the installation of a sculpture piece
slated for the future community park within Wallis Ranch.

Adopt the Approving a Public Art Installation and Maintenance Agreement with
Development Solutions WR, LLC, for public art installed within its Wallis Ranch development.
4.5. Amendment to Agreement with Gladwell Governmental Services, Inc. to Evaluate City
Documents and Official Records in Preparation for Adherence to the City's Records Retention
Schedule
The current agreement with Gladwell Governmental Services, Inc. for evaluation of City documents and
official records in preparation for adherence with the City’s Records Retention Schedule will soon reach
its not to exceed amount of $39,000. The proposed amendment to the agreement would extend the
agreement through June 30, 2018, and increase the compensation by $15,000, to a not-to-exceed
amount of $54,000.

Adopt the Approving the first Amendment to the Agreement between the City of Dublin
and Gladwell Governmental Services, Inc. for Assistance in Evaluating City Documents and Official
Records.
4.6. Human Services Program Special Project
The City Council will consider approving a recommendation from the Human Services Commission to
allocate special project funds of $30,000 to the Axis Community Health Capital Project for Dental
Services.

Adopt the Approving the One-Time Human Services Program Special Project Fund of
$30,000 for the Axis Community Health Capital Project for Dental Services Feasibility Study Costs.
4.7. National Public Works Week Proclamation
Each year, the American Public Works Association (APWA) sponsors National Public Works Week to
celebrate the thousands of men and women who provide and maintain the infrastructure and serves
collectively known as Public Works.
STAFF RECOMMENDATION:
Present the proclamation.

4.8. Award of Bid – Project ST0316 Village Parkway and Brighton Drive Traffic Signal Upgrade
The City Council will consider awarding a bid for the Village Parkway and Brighton Drive Traffic
Signal Upgrade to improve traffic safety at that intersection. Improvements include traffic signal
modifications, roadway striping modifications, and construction of new pedestrian curb ramps. As part
of the work, on-street parking will be eliminated at three locations near the intersection. This
intersection is used heavily by Dublin High School students and parents and these improvements will
provide a safer route to school. The proposed changes require an amendment to the City’s Traffic Code
to modify parking regulations.

Brighton Driveand adopt the Awarding Contract No. ST0316 Village Parkway and
Brighton Drive Traffic Signal Upgrade to W. Bradley Electric.
4.9. Notice of Pending Decision on Final Map
In accordance with Chapter 9.24.80 of the Dublin Municipal Code, the City Council is hereby notified
of the City Engineer’s pending approval of the Final Map for Tract 7716, Wallis Ranch Neighborhood
6. The City Engineer shall approve the Final Map within ten days following this notification.
STAFF RECOMMENDATION:
Receive the notification.
4.10. Municipal Clerks Week Proclamation
The City Council will issue a proclamation acknowledging May 1, 2016 – May 7, 2016 as Municipal
Clerks Week.

Present the proclamation.
4.11 Amendment to Memorandum of Understanding (MOU) between the City of Dublin and the
Dublin Unified School District (DUSD) for 12-Acre School/Park Site with the Dublin Crossing
Project
The City Council will consider an amendment to the Memorandum of Understanding (MOU) between
the City of Dublin and Dublin Unified School District regarding a 12-acre school/park site within the
Dublin Crossing project, extending the term from May 15, 2016 to December 31, 2018.
STAFF RECOMMENDATION:
Resolution
Adopt the Approving the Amendment to the Memorandum of Understanding between the
City of Dublin and the Dublin Unified School District.

7.1. Presentation on Plan for the Public Safety Complex and Approval of an Amendment to the
Agreement with Indigo/Hammond + Playle Architects, LLP
The City Council will consider a plan for the Public Safety Complex project that proposes to renovate
the façade of the core building, demolish the attached Butler building, demolish the tower building, and
improve the site parking and landscaping. The City Council will also consider an amendment to the
Agreement with Indigo/Hammond + Playle Architects, LLP, to expand the design scope of work to
include building façade and site improvements.
STAFF RECOMMENDATION:

Approve the plan for the Public Safety Complex project and adopt the Approving an
Amendment to the Agreement with Indigo/Hammond + Playle Architects, LLP for the Dublin Police
Services Building Renovation.
7.2. Overview of Proposed City-Sponsored Public Outreach Program and Consideration of a First
Amendment to the Consulting Services Agreement with FirstCarbon Solutions for the IKEA
Retail Center Project Environmental Impact Report
The City Council will consider a City-sponsored community engagement program for the IKEA Retail
Center. Staff proposes to utilize the planning firm MIG to assist with this community outreach. Staff is
also proposing a supplement to the contract with FirstCarbon Solutions, an environmental consulting
firm, to prepare the additional analysis in the areas of transportation and economic impact. An
amendment to the contract has been prepared for consideration.
STAFF RECOMMENDATION:
Provide input to Staff, as desired, on the proposed City-sponsored Public Outreach Program; and adopt

the Approving an Amendment to the Consulting Services Agreement between the City of
Dublin and FirstCarbon Solutions for the IKEA Retail Center Project EIR.
8. NEW BUSINESS
8.1. Emerald Glen Recreation and Aquatic Complex Operations Plan
The City Council will review the operational plan for the Emerald Glen Recreation and Aquatic
Complex (Complex). The Complex is anticipated to be open for operations in spring 2017.
STAFF RECOMMENDATION:
Receive the report.
