3.1. Affordable Housing Week Proclamation
The City Council will recognize East Bay Housing Organizations (EBHO) and proclaim Affordable
Housing Week from May 8 — 17, 2015.
STAFF RECOMMENDATION:
Recognize EBHO for their affordable housing advocacy work and efforts in preserving, protecting, and
expanding affordable housing opportunities throughout Alameda County by proclaiming May 8-17,
2015 Affordable Housing Week.
3.2. National Salvation Army Proclamation
The City Council will present a proclamation designating May 11-26, 2015 as Salvation Army Week in
the City of Dublin.
STAFF RECOMMENDATION:
Present the proclamation.
3.3. Recognition of 2015 Rotary Superstars
Tthe Dublin Rotary Club will recognize the winners of the Dublin Rotary Superstars from the City of
Dublin, Alameda County Fire Department, Alameda County Sheriff's Office, and the Dublin Unified
School District.
STAFF RECOMMENDATION:
Receive the presentation.
3.4. Public Comments
At this time,the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your
name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or
discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions
asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City
Clerk's Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City
Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section
54954.2(b)(1)(2)(3).

4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single
action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of
public input may request the Mayor to remove the item.
4.1. Minutes of the April 21,2015 Regular City Council Meeting
The City Council will consider approval of the minutes of the Regular City Council meeting of
April 21, 2015.
STAFF RECOMMENDATION:
Approve the minutes of the Regular City Council meeting of April 21, 2015.
4.2. City Treasurer's Informational Report of Investments for the Quarter Ending March 31, 2015
The City of Dublin's Investment Policy calls for a semi-annual report of investments. This report
is for the quarter ending March 31, 2015, and includes a monthly transaction ledger. The City's
investment portfolio for this period totaled $190,315,057 (book value) with an average market
yield of 0.59%. All investment transactions comply with the City's Investment Policy and the
California Government Code. As required by the Policy, the City Treasurer (Administrative Services
Director) affirms that the City is able to meet its expenditure requirements for the next six months.
STAFF RECOMMENDATION:
Receive the report.
4.3. Small Business Week Proclamation
The City Council will proclaim May 4-8, 2015, as "Small Business Week" in the City of Dublin in
conjunction with the 2015 Tri-Valley Small Business Series.
STAFF RECOMMENDATION:
Present the proclamation.
4.4. Award of Bid—Contract No. 15-01 Dublin Boulevard Preservation Project and Contract No. 15-
03,2015-Annual Street Overlay Program
The City Council will consider awarding contracts for two projects under the Annual Street Overlay
Program, which provides for the resurfacing of various City streets by placing an asphalt concrete (AC)
overlay on top of existing pavement. One project includes new striping and minor parking changes on
Village Parkway at the southeast corner of Amador Valley Blvd. In addition to awarding the
construction contracts, the City Council will consider amending the City of Dublin Traffic Code to
approve the additional parking restrictions on Village Parkway.
STAFF RECOMMENDATION:
Adopt the Resolution Awarding Contract No. 15-01 and Contract No. 15-03, Annual Street Overlay
Program, to G. Bortolotto & Co., Inc.; adopt the Resolution Amending the Dublin Traffic Code
Approving Additional Parking Restrictions on Village Parkway; and approve the budget change.
4.5. St. Patrick's Day Festival Acceptance of Gifts
The City Council will formally accept the monetary contributions of the 32"d Annual St. Patrick's Day
Festival and Fun Run.
STAFF RECOMMENDATION:
Formally accept the contributions.
4.6. CAFR Certificate of Achievement
The City Council will receive the City's award of the Certificate of Achievement for Excellence in
Financial Reports for this CAFR for Fiscal Year 2013-14.

4.7. Request for Sewer Capacity Assistance
The City received requests from Bay Area Taps, LLC (dba Bay Area Taps Beer Pub) and H2P JINBI,
Inc. (dba GoGoong Korean BBQ) to participate in the City's Sewer Capacity Assistance Program. Bay
Area Taps Beer Pub is in contract to lease a commercial suite located at 5300 Iron Horse Parkway (The
Eclipse development site located in the Eastern Dublin Transit Center), and GoGoong Korean BBQ has
signed a lease for a commercial suite at 7178 Regional Street (Almond Plaza shopping center located in
the Downtown Specific Plan area). Both businesses propose to use the assistance to offset the costs for
their improvements.
STAFF RECOMMENDATION:
By motion, approve both requests to participate in the City's Sewer Capacity Assistance Program.
4.8. Amendment to Consultant Services Agreement with Fieldman Rolapp and Associates
The City Council will consider amending the agreement with Fieldman Rolapp & Associates to extend
the agreement to March 31, 2016, or at the completion of the Community Facilities District project for
Dublin Crossings (whichever comes first), as well as revising the compensation schedule.
STAFF RECOMMENDATION:
Adopt the Resolution Approving a First Amendment to the Consulting Services Agreement between
the City of Dublin and Fieldman Rolapp &Associates.
4.9. Approval of Consulting Services Agreement with Fehr and Peers to Provide Engineering
Services for the Amador Plaza Road Bicycle and Pedestrian Improvements
On January 20, 2015, the City Council approved the Capital Improvement Program (CIP) Project,
Amador Plaza Road Bicycle and Pedestrian Improvements. The project includes improvements to
enhance bicycle and pedestrian safety and accessibility along Amador Plaza Road between Dublin
Boulevard and Amador Valley Boulevard. Staff recommends the selection of Fehr and Peers to
complete the engineering design work for the project.
STAFF RECOMMENDATION:
Adopt the Resolution Approving the Consulting Services Agreement with Fehr and Peers to Provide
Engineering Services for the Amador Plaza Road Bicycle and Pedestrian Improvements Project.
5. WRITTEN COMMUNICATION
5.1. Valley Children's Museum Temporary Location at Emerald Glen
The City Council will consider a request from the Valley Children's Museum (VCM) to enter into a
new Agreement to re-locate their Mobile Museum to a new location in Emerald Glen Park. The VCM
would like to continue to be open during the Farmers' Market and expand its programs to include
camps.
STAFF RECOMMENDATION:
If the City Council determines the City should enter into a new Agreement:
1. Direct Staff to work with the City Attorney to develop a new License Agreement for execution by
the City Manager, for a three-year term with the option for two one-year renewals.
2. Provide direction to Staff on the amount of funding, if any, the City Council would like to allocate
for the capital outlay for the project.
3. Provide direction to Staff on the amount, if any, the City should include in the Agreement for
reimbursement of ongoing electrical costs.

6. PUBLIC HEARINGS
6.1. Amendment to the City's Retirement Contract with the Board of Administration of the California
Public Employees' Retirement System(CaIPERS)
On April 7, 2015, the City Council adopted Council Resolution 40-15 which recognized the City's
intent and Dublin City employee's acknowledgment to amend its CaIPERS contract to continue
employee cost sharing as defined under Section 20516 of the California Public Employee Retirement
Law (PERL). The Dublin City Council and City employees agreed to take the necessary steps towards
employees paying an additional 3.05% towards their CaIPERS retirement. This Staff report is the next
step in the schedule of agency actions for amending the Ca1PERS contract.
STAFF RECOMMENDATION:
Conduct the public hearing, deliberate, adopt the Resolution of Intention to Approve an Amendment to
Contract Between the Board of Administration California Public Employees' Retirement System
(CaIPERS) and the City Council City of Dublin; and, waive the reading and INTRODUCE an
Ordinance of the City of Dublin Authorizing an Amendment to the Contract Between the City of Dublin
and the Board of Administration of the California Public Employees' Retirement System.
6.2. Parks and Recreation Master Plan
Staff has prepared a Parks and Recreation Master Plan that addresses current community conditions and
demand for parks and facilities. The Master Plan establishes goals and standards to guide the City in
acquisition, development and management of Dublin's parks and facilities. Staff is requesting that the
item be continued to May 19, 2015.
STAFF RECOMMENDATION:
Continue the item to the May 19, 2015 City Council meeting.

8. NEW BUSINESS
8.1. Preliminary FY 2015-16 Budget Update, Ten Year General Fund Forecast and Direction from
City Council on Budget Preparation
The purpose of the report is to provide the City Council with an overview of the Preliminary FY 2015-
16 Budget Update proposal and projection of the City's Ten Year General Fund forecast. Staff is
seeking the City Council's direction in preparing Fiscal Year 2015-16 Budget Update.
STAFF RECOMMENDATION:
Receive the report and provide Staff with direction in preparing the final Fiscal Year 2015-16 Budget
Update.
9. OTHER BUSINESS - Brief INFORMATION ONLY reports from Council and/or Staff; including
Committee Reports and Reports by Council related to Meetings Attended at City Expense(AB1234).
