3.1. Presentation of Recognition to Jose Tamayo (MCE)
The City Council will present a certificate of recognition to Dublin's maintenance worker Jose Tamayo
of MCE Corporation for his heroic efforts in saving the lives of two children on April 20, 2014.

Present certificate of recognition.
3.2. Recognition of Achievement: Rhea Mitr,National Geographic California State Bee
The City Council will recognize Quarry Lane sixth grader, Rhea Mitr, for her third place victory in the
2014 National Geographic California State Bee.

3.3. Introduction to Alameda County Fire Department Chief David Rocha
The City Council will welcome newly appointed Alameda County Fire Chief David Rocha.

3.4. Acknowledgement of Rotary Superstars
Ms. Janine Thalblum, President of the Dublin Rotary Club, will recognize the winners of the Dublin
Rotary Superstars from the City of Dublin, Alameda County Fire Department, Alameda County
Sheriff's Office, and the Dublin Unified School District.
STAFF RECOMMENDATION:
Receive the presentation.
3.5. Introduction and Re-Introduction of New Employees: Linda Smith,Lori Taylor, and Richard
Ash
Two new members of City Staff will be introduced: Lori Taylor, Economic Development
Director/Public Information Officer, City Manager's Office, and Richard Ash, Information Systems
Technician I, Administrative Services Department. Linda Smith will be re-introduced as the City's new
Assistant City Manager.
STAFF RECOMMENDATION:
Welcome City of Dublin Staff members.
3.6. Acceptance of Gifts to City from St. Patrick's Day Event Sponsors
The City Council will recognize the sponsors that provided monetary, as well as in-kind, donations to
support the City of Dublin's 31st Annual St. Patrick's Day Celebration and Shamrock 5k Fun Run and
Walk on March 15-16, 2014.
STAFF RECOMMENDATION:
Recognize the sponsors and formally accept the contributions.
3.7. 2014 Business Anniversary Awards
The City Council will recognize those businesses that have been in Dublin 20, 25, 30, 35, 40, 45 and 50
years.

3.8. Resolution Proclaiming May 9 -May 18,2014 Affordable Housing Week
The City Council will recognize East Bay Housing Organizations and proclaim it Affordable Housing
Week from May 9-18, 2014.
STAFF RECOMMENDATION:
Recognize East Bay Housing Organizations (EBHO) for their efforts in preserving, protecting and
expanding affordable housing opportunities throughout Alameda County by proclaiming May 9 - May
18, 2014, as Affordable Housing Week.
3.9. Public Comments
At this time,the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your
name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or
discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions
asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City
Clerk's Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City
Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section
54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single
action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of
public input may request the Mayor to remove the item.

4.1. Minutes of the April 15,2014 City Council Meeting
The City Council will consider approval of the minutes of the April 15, 2014 Regular City Council
meeting.
STAFF RECOMMENDATION:
Approve the minutes of the April 15, 2014 Regular City Council meeting.
4.2. Award of Bid - Contract 14-01 Crosswalk Improvements at Amador Valley Boulevard
The Crosswalk Improvements at Amador Valley Boulevard (Between Regional Street and Starward
Drive) will install pedestrian actuated flashing beacons (Rectangular Rapid Flashing Beacons),
construct median and driveway improvements, and improve signing and striping to minimize traffic
conflicts and improve pedestrian safety.
STAFF RECOMMENDATION:
Adopt a Resolution Awarding Contract No. 14-01, Crosswalk Improvements at Amador Valley
Boulevard (Between Regional Street and Starward Drive) to Tennyson Electric, Inc. as the lowest
responsible bidder and authorizing the City Manager or his designee to approve Change Orders for the
project up to the contingency amount of$15,000; and 2)Approve the Budget Change.
4.3. Adoption of Ordinance Relating to Animal Control Appeals
The City Council will consider amendments to Section 5.36 of the Dublin Municipal Code ("Code") to
provide clarity and consistency regarding the process for handling appeals after it was recently
determined by City staff that portions of the Code dealing with animal control appeals are internally
inconsistent.
STAFF RECOMMENDATION:
Waive the reading and INTRODUCE an Ordinance amending Chapter 5.36 to the Dublin Municipal
Code.
4.4. Purchase and Sale Agreement for Acquisition of Parcels for Community Parkland
The City Council will consider approval of a Purchase and Sale Agreement to acquire two parcels of
land from the Alameda County Surplus Property Authority(ACSPA) for use as Community Parkland in
the Dublin Crossing Development.
STAFF RECOMMENDATION:
Adopt a Resolution Approving a Purchase and Sale Agreement with the Alameda County Surplus
Property Authority for the Purchase of Two Parcels at the Corner of Dublin Boulevard and Arnold
Drive.
4.5. Approval of Consulting Services Agreement with Fehr and Peers Associates,INC.,for the Update
of Downtown Traffic Impact Fee
The City Council will consider approval of a consultant services agreement for the update to the
Downtown Traffic Impact Fee (DTIF). The update is scheduled to be prepared after the adoption of the
City of Dublin Bicycle and Pedestrian Master Plan (Plan). Staff is recommending hiring one of the
City's on-call professional consultants, Fehr and Peers Associates, to assist staff in the DTIF update.
STAFF RECOMMENDATION:
Adopt a Resolution Approving the Consulting Services Agreement with Fehr and Peers for the
Development of Downtown Traffic Impact Fee Update.

5. WRITTEN COMMUNICATION—None.
6. PUBLIC HEARINGS
6.1. Amendments to the Downtown Dublin Specific Plan (DDSP)
The City Council will consider General Plan and Specific Plan Amendments for changes proposed to
the Downtown Dublin Specific Plan (DDSP) and an Addendum to the DDSP EIR. The proposed
changes include increasing the number of residential units permitted in the Downtown by 1,200 units
and decreasing the amount of commercial square footage permitted by 773,000 square feet, creating
minimum density thresholds for the Transit-Oriented and Retail Districts, and restricting residential
development on the west side of San Ramon Road in the Retail District. Other minor amendments are

also included. No specific development is proposed as a part of this project, and Site Development
Review approval will be required before any new construction could commence. An Addendum to the
EIR has been prepared which concludes that all potential environmental effects were adequately
addressed in the original EIR.
STAFF RECOMMENDATION:
Conduct the public hearing, deliberate, and, 1) Take a straw vote regarding the proposed General Plan
Amendment; 2) Adopt a Resolution Adopting an Addendum to the Downtown Dublin Specific Plan
EIR related to increasing the number of residential units and decreasing the amount of non-residential
square footage permitted in Downtown Dublin; and 3) Adopt a Resolution amending the Downtown
Dublin Specific Plan (DDSP) to allow an increase in the number of residential units permitted in the
DDSP by 1,200 units, decrease the amount of non-residential square footage permitted by 773,000
square feet, create minimum density thresholds for the Transit-Oriented and Retail Districts, and restrict
residential development west of San Ramon Road in the Retail District.
7. UNFINISHED BUSINESS
7.1. Jordan Ranch Neighborhood Park Play Area Design
In January 2014, the City Council unanimously approved the conceptual site plan for Jordan Ranch
Neighborhood Park. The City Council requested Staff to return with additional information and detailed
design options for the playground areas. Staff is seeking City Council approval of the preferred play
area option for this park.
STAFF RECOMMENDATION:
Approve Option Two as the preferred playground for the park.
7.2. Public Art for the Emerald Glen Recreation and Aquatic Complex
The City Council will consider approval of the public artwork recommended for the Emerald Glen
Recreation and Aquatic Complex.
STAFF RECOMMENDATION:
Take the following actions by motion: 1) Approve the proposed artwork and authorize the City
Manager to negotiate an agreement for City Council consideration with Todji Kurtzman for the design,
fabrication and installation of the public artwork at the Recreation and Aquatic Complex; and 2) Direct
Staff to retain the following artists in a pre-approved group for consideration for the public art projects
planned at Fallon Sports Park and John Monego Court: Troy Corliss; Benjamin Ball-Gaston Nogues;
Blessing Hancock; Todji Kurtzman; Heath Satow; Christopher Weed; and Susan Zoccola.
7.3. Bid Results for Positano Hills Park- Playground Contract#14-04
The City Council is being asked to consider the conditional award of the contract to expand the
playground at Positano Hills Park, subject to further negotiation with the contractor.
STAFF RECOMMENDATION:
Conditionally award the contract to Suarez and Munoz Construction, subject to further negotiation with
the contractor.
8. NEW BUSINESS
8.1. Authorizing Support for the East Bay Broadband Consortium's "Get Fast Pledge," an Effort to
Provide Broadband Technology to all Californians
The City Council will consider authorizing the City's signing and submittal of the East Bay Broadband
Consortium's Let's Get Fast Pledge, which states that the City understands and recognizes the critical
importance of strong broadband services within the Dublin community.
STAFF RECOMMENDATION:
Authorize the signing and submittal of the East Bay Broadband Consortium's Let's Get Fast Pledge.

8.2. Resolution Authorizing the City of Dublin to enter into a Public Participating Jurisdiction
Agreement with the Cities of Pleasanton and Livermore and the County of Alameda for
repayment of United States Department of Housing and Urban Development loan to support Axis
Community Health Clinic Expansion.
The purpose of the resolution is to authorize the City of Dublin (the "City") to enter into a Public
Participating Jurisdiction Agreement with the Cities of Pleasanton (as lead agency) and Livermore, and
the County of Alameda. The City of Pleasanton is applying for a Section 108 Loan through the
Department of Housing and Urban Development for $1.25 million to provide funding for the
improvement of the new healthcare facility acquired by Axis Community Health ("Axis"). The project,
which is a key priority in the 2011 Tri-Valley Human Services Needs Assessment, would enable Axis
to more than double its capacity to serve low-income residents and meet the growing health care needs
within the Tri-Valley. Should the loan be approved, the Public Participating Jurisdiction Agreement
will allocate repayment responsibility among the participating public agencies, including the City of
Dublin.
STAFF RECOMMENDATION:
Adopt a Resolution Authorizing the City of Dublin to Enter Into a Public Participating Jurisdiction
Agreement with the Cities of Pleasanton and Livermore and the County of Alameda for Repayment of
United States Department of Housing and Urban Development Loan to Support the Axis Community
Health Clinic Expansion.
8.3. FY 2013-14 3rd Quarter Financial Review
The City Council will receive a budget update for the third quarter of the current fiscal year. This
update also includes information on the City's General Fund reserves.
STAFF RECOMMENDATION:
Adopt a Resolution Approving a Third Quarter Budget Amendment to the City of Dublin's Fiscal Year
2013-14 Budget, and approve the Budget Change.
9. OTHER BUSINESS -Brief INFORMATION ONLY reports from Council and/or Staff, including
Committee Reports and Reports by Council related to Meetings Attended at City Expense (AB1234).
