3.1. Acceptance of Gifts to City from St. Patrick's Day Event Sponsors
The City Council will receive a report on the sponsors that provided monetary, as well as in-kind,
donations to support the City of Dublin's 30th Annual St. Patrick's Day Celebration and Shamrock 5k Fun
Run and Walk.
STAFF RECOMMENDATION:
Recognize the sponsors and formally accept the contributions.
3.2. Appointment to Alameda County Mosquito Abatement District
The City Council will consider appointment of Rich Guarienti as the City of Dublin appointee to the
Alameda County Mosquito Abatement District.
STAFF RECOMMENDATION:
Adopt Resolution making an Appointment to the Alameda County Mosquito Abatement District Board of
Trustees.
3.3. 2013 Affordable Housing Week
In acknowledgement of Affordable Housing Week, May 10-19, 2013, the City Council recognizes Eden
Housing for their dedication to providing housing opportunities at Emerald Vista.
STAFF RECOMMENDATION:
Recognize Eden Housing with a proclamation that the week of May 10-19, 2013 is "Affordable Housing
Week" in the City of Dublin.
3.4. National Public Works Week 2013
Each year, the American Public Works Association sponsors National Public Works Week to celebrate the
tens of thousands of men and women who provide and maintain the infrastructure and services collectively
known as public works.
STAFF RECOMMENDATION:
Present the "National Public Works Week" proclamation to the Public Works Department.
3.5. City Clerk Award of Distinction
The City Council will recognize Caroline P. Soto, City Clerk/Records Manager for her recent 2013 Award
of Distinction for Records Management, presented by the City Clerks Association of California.
STAFF RECOMMENDATION: Recognize Dublin Staff member Caroline P. Soto.

3.6. Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your
name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion
may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may
request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office related
to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or
take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action.
Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input
may request the Mayor to remove the item.
4.1. Minutes of the Regular City Council Meeting of April 16, 2013
The City Council will consider approval of the minutes of the Regular City Council meeting of April 16,
2013.
STAFF RECOMMENDATION:
Approve the minutes of the Regular City Council meeting of April 16, 2013.
4.2. Acceptance of Improvements for Tassajara Road between North Dublin Ranch Drive and
Shadowhill Drive, Fallon Crossings, Tract 7617 (Standard Pacific)
Standard Pacific Homes has constructed off-site improvements on Tassajara Road between North Dublin
Ranch Drive and Shadow Hill Drive for the Fallon Crossings Development, Tract 7617, in accordance
with their Improvement Agreement. It is now appropriate for the City to accept these improvements.
STAFF RECOMMENDATION:
Adopt Resolution accepting the Off-Site Improvements on Tassajara Road between North Dublin Ranch
Drive and Shadow Hill Drive for Fallon Crossings, Tract 7617.

7. UNFINISHED BUSINESS
7.1. Dublin Crossing Project Status Update
Staff and SunCal Companies/Argent Management have been working on the development of a draft land
plan and an associated list of agreement points that together form the basis for a future development
project for the 189-acre Dublin Crossing project site. It was agreed that Staff would return to the City
Council at key points throughout the project review process to receive input on items of critical
importance. Staff is currently seeking direction from the City Council on several of the current project
components including the City Council's willingness to authorize the formation of a Community Facilities
District, input on the project's likely fiscal impacts to the City, questions related to the development of
future park facilities in the project area, and the affordable housing proposal.
STAFF RECOMMENDATION:
1) Receive the status report on the Dublin Crossing Project; and
2) Provide direction to Staff and the Applicant on the following policy considerations:
a) Is the creation of a Community Facilities District (CFD) an acceptable financing tool for future
development on the project site and is the City Council is willing to authorize and participate in the
creation of such a District?
b) Is the size of the Community Park acceptable?
c) Is SunCal's proposal to include a five acre Neighborhood Park in the Mixed Use District on the
Draft Land Plan acceptable?
d) What is the preferred process by which the Neighborhood Park and Community Park in the project
will be designed and built?
e) Are the other Development Agreement Points as proposed by SunCal acceptable?

7.2. Plan Bay Area Update
Formerly referred to as the Sustainable Communities Strategy, the draft Plan Bay Area is a regional
planning effort lead by the Association of Bay Area Governments and the Metropolitan Transportation
Commission in response to Senate Bill 375, California's 2008 climate law that requires a decrease in
greenhouse gas emissions from cars and light trucks. The draft Plan Bay Area has been released for public
review and comment. Staff has reviewed the draft Plan Bay Area and prepared a comment letter for the
City Council's consideration.
STAFF RECOMMENDATION:
Receive the report and direct Staff to provide comments to the Association of Bay Area Governments
(ABAG) and Metropolitan Transportation Commission (MTC).
7.3. Amendments to the Sales Tax Reimbursement Agreement and a Parking Land Lease with
Bicentennial Square Partners
The property owner of 11501 Dublin Blvd., Bicentennial Square Partners, has made two requests of the
City. First, Bicentennial wishes to amend and restate the existing Sales Tax Reimbursement Agreement to
update its maximum reimbursement amount and to update the current ownership partner information from
Ring Properties to Bicentennial Square Partners. Second, Bicentennial has asked the City to lease its
excess right of way adjacent to the property in order to construct an approximately 60-space parking lot
for the Center. This additional parking will provide for future growth and employment opportunities at the
Center and will also result in improved aesthetics along this section of Dublin Blvd.
STAFF RECOMMENDATION:
Adopt Resolution Amending and Restating the Sales Tax Reimbursement Agreement with Bicentennial
Partners; and adopt Resolution Approving the Parking Land Lease with Bicentennial Square Partners.
