Winning Service"

4.1 Minutes: Regular Meeting of April 25, 1994
STAFF RECOMMENDATION: Approve
4.2 city Treasurer's Investment Report as of April 30, 1994
The City's investment portfolio totals $19,800,988.71 and
funds are invested at an average yield of 5.160%.
STAFF RECOMMENDATION: Receive Report.
4~3 Village Parkway Reconstruction - Change Order to Replace Base
Failures
Meridian Construction is in the process of reconstructing
the Village Parkway pavement between Amador Valley
Boulevard and Kimball Avenue° During this construction,
substantial base failures occurred requiring extensive
contract extra work° Because this project will go over
budget because of the needed extra work~ the City Council
must approve the change order or terminate the project.
STAFF RECOMMENDATION: 1) Approve change order up to $125,393
and direct Staff to prepare the 1994-95 budget documents to
reduce the 1994-95 overlay program; 2) Appropriate $79,800 in
Measure B funding which will become a loan from the General
Fund to be paid back in FY 1994-95; and appropriate $11,339 in
Fund 220 (SB 300) from additional revenues.

6. PUBLIC HEARING
6ol Request for Variance to Section 2516(m) of the Uniform
Building Code by Heirs of the Estate of John Young
The heirs of the Estate of John Young are requesting a
variance to allow the posts supporting the floor of the
dwelling at 7852 Starward Drive to remain without a
connection to the foundation pier.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
adopt Resolution denying variance request -OR- provide Staff
with otherdirection.

8. NEW BUSINESS
8ol Authorization to obtain special Legal Counsel services related
to Agreement with City of Pleasanton providing for repayment
of funds used on the Dublin Boulevard Extension Project
The Cities of Dublin and Pleasanton and the Alameda County
Surplus Property Authority entered into an agreement in
1991 which provided for the construction of a two-lane
access road between the Southern Pacific Railroad and
Tassajara Road. The intent of the original agreement was
to have future assessment districts within Dublin's
jurisdiction repay the cost of the project. Changes to tax
laws regulating the issuance of tax exempt assessment bonds
have occurred since 1991~ and the City Attorney has
suggested that it would be beneficial to obtain legal
expertise from a firm which specializes in bond
transactions°
STAFF RECOMMENDATION: Authorize Staff to secure legal
services not to exceed $7~500 from the firm of Brown & Wood.
8.2 Proposed Measure D Recycling Program Expenditures for Fiscal
Year 1994-95
Proposed programs to be funded by Measure D recycling
revenue will be presented to the City Council and
conceptual approval is being requested in order to
facilitate preparation of the FY 1994-95 Waste Management
Budget. If implemented~ the annual recycling fee would be
reduced by 38% which would result in a reduction in the
total annual garbage/recycling assessment of approximately
5°5%. Multi-family property owners would experience a
decrease in recycling costs of 40.6% per dwelling unit.
STAFF RECOMMENDATION: Establish public hearing date for
setting revised garbage/recycling fees~ direct Staff to
prepare any necessary agreements with Livermore-Dublin
Disposal to implement the multi-family recycling subsidy.
