New City Staff members Nicki Wanzenried, Recreation Technician, and Daniel Gonzales,
Public Works Manager, will be introduced.
STAFF RECOMMENDATION:
Welcome the new City of Dublin Staff members.
3.2. Annual Report by Youth Advisory Committee STAFF REPORT
The City Council will receive the annual report on the Youth Advisory Committee’s activities
and accomplishments during the past year.
STAFF RECOMMENDATION:
Receive the report.
3.3. Appointments to Youth Advisory Committee and Student Representative to the Parks and
Community Services Commission STAFF REPORT
The Mayor will recommend the appointment of two middle school students and 11 high school
students, along with three alternates, to the Youth Advisory Committee for the term of June
2018 through May 2019. The Mayor will also recommend the appointment of a Student
Representative to the Parks and Community Services Commission for the term of July 2018
through June 2019.
STAFF RECOMMENDATION:
Confirm the Mayor’s appointments to the Youth Advisory Committee and to the Parks and
Community Services Commission for the 2018-19 terms.

3.4. Community Spotlight: Certificate of Recognition for Tri-Valley One Stop Career Center
STAFF REPORT
The City Council will present a "Community Spotlight" certificate of recognition to Tri-Valley
One-Stop Career Center in recognition of their continued contributions to the Dublin
community.
STAFF RECOMMENDATION:
Present the certificate to Tri-Valley One-Stop Career Center Program Manager, Sarah
Holtzclaw.
3.5. Report on Public Safety Efforts STAFF REPORT
The City Council will receive a report from Police Chief Garrett Holmes on the City's ongoing
public safety efforts and also receive an update from District Attorney Nancy O'Malley.
STAFF RECOMMENDATION:
Receive the report.
3.6. Public Comment
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly
state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law,
no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to
statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any
member of the public may contact the City Clerk’s Office related to the proper procedure to place an item on a future City
Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the
agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one
single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar
for purposes of public input may request the Mayor to remove the item.
4.1. May 1, 2018 Special and Regular City Council Meeting Minutes STAFF REPORT
The City Council will consider approval of the minutes of the May 1, 2018 Special and Regular
City Council meetings.
STAFF RECOMMENDATION:
Approve the minutes of the May 1, 2018 Special and Regular City Council meetings.
4.2. Approve a Contract Services Agreement with Consiliant Technologies LLC for
Procurement and Implementation of Situational Awareness Cameras and Related Costs
STAFF REPORT
The City Council will consider entering into a contract with Consiliant Technologies LLC to
procure and implement situational awareness Hitachi cameras throughout the City. Consiliant
would be the City’s sole provider of high definition situational cameras to supplement crime
investigation activities.
STAFF RECOMMENDATION:
Adopt the Resolution Approving the Contract Services Agreement with Consiliant; and,
approve the budget change for the contract and related costs.
4.3. St. Patrick's Day 2018 Festival Report STAFF REPORT
The City Council will receive a report on the 2018 St. Patrick's Day Festival.
STAFF RECOMMENDATION:
Receive the report.
4.4. Veterans Art Public Art Agreement STAFF REPORT
The City Council will consider approval of a Public Art Agreement between the City of Dublin
and Sculptural Solutions Inc. for artist Steven Whyte to design, fabricate and install a piece of
public artwork at Don Biddle Community Park honoring U.S. military veterans and active duty
personnel.
STAFF RECOMMENDATION:
Adopt the Resolution Approving a Public Art Agreement with Sculptural Solutions for a
Veterans Art Project at Don Biddle Community Park.

4.5. City Treasurer's Informational Report of Investments for the Quarter Ending March 31,
2018 STAFF REPORT
The City Council will receive an informational report of the City’s investments through the
quarter ending March 31, 2018 including a monthly transaction ledger. The City’s investment
portfolio for this period totaled $240,500,339 (book value) with an average market yield
of 2.18%. As required by the Policy, the City Treasurer (Administrative Services Director)
affirms that the City is able to meet its expenditure requirements for the next six months.
STAFF RECOMMENDATION:
Receive the report.
4.6. National Public Works Week Proclamation 2018 STAFF REPORT
The City Council will consider proclaiming National Public Works Week in the City of
Dublin for the week of May 20 through 26, 2018.
STAFF RECOMMENDATION:
Present the proclamation.
4.7. Approval of Preliminary Engineer's Reports and Appointing a Time and Place of Hearing
Protests for Street Lighting Maintenance Assessment District 83 -1; Landscaping and
Lighting District 83-2; Landscaping and Lighting District 86-1; Landscaping and Lighting
District 97-1; Street Lighting Maintenance Assessment District 99-1 STAFF REPORT
The City Council will consider approval of the preliminary Fiscal Year 2018-19 Engineer's
Reports and consider scheduling a public hearing date of June 19, 2018 for the five assessment
districts.
STAFF RECOMMENDATION:
Adopt the Resolutions Approving Preliminary Engineer's Reports and Appointing a time and
place of hearing protests for Street Lighting Maintenance Assessment District 83-1;
Landscaping and Lighting District 83-2; Landscaping and Lighting District 86-1; Landscaping
and Lighting District 97-1; Street Lighting Maintenance Assessment District 99-1.
4.8. Amendment to the Hotel (Transient Occupancy Tax) Incentive Program STAFF REPORT
The City Council will consider amending the Hotel (Transient Occupancy Tax) Incentive
Program to aid in attracting investment and assisting in the development of hotels in the City.
STAFF RECOMMENDATION:
Adopt the Resolution Approving the Amendment to the Hotel (Transient Occupancy Tax)
Incentive Program.
4.9. Adoption of an Appropriations Limit for Fiscal Year 2018-19 STAFF REPORT
The City Council will consider adoption of the annual Appropriations Limit (Limit) in
accordance with State law. The City of Dublin's Limit for Fiscal Year 2018-19 is $341,825,370,
which exceeds the City's related appropriations by $276,902,466.
STAFF RECOMMENDATION:
Adopt the Resolution Adopting an Appropriations Limit for Fiscal Year 2018-19 of
$341,825,370.
4.10. Notice of City Engineer’s Receipt of Tracts 8367 and 8368 Final Maps for Review and
Pending Decision on Tracts 8410 and 8411 Final Maps, Boulevard Development
STAFF REPORT
The City Council will receive a notification of the City Engineer’s receipt of the Final Maps for
review for Tracts 8367 and 8368, Boulevard, Neighborhoods 14/15 and 17, and a notification of
the City Engineer’s pending approval of the Final Maps for Tracts 8410 and 8411, Boulevard
Neighborhoods 11 and 12.
STAFF RECOMMENDATION:
Receive the notification.

4.11. Payment Issuance Report and Electronic Funds Transfers STAFF REPORT
The City Council will receive a listing of payments issued from April 1, 2018 - April 30, 2018
totaling $8,398,545.73.
STAFF RECOMMENDATION:
Receive the report.
4.12. Award of Contract to DeSilva Gates Construction, LP and Approval of Plans and
Specifications for the Annual Street Resurfacing Project, Project No. ST0117 and ST0517
STAFF REPORT
The City Council will consider awarding a construction contract to DeSilva Gates Construction
LP and approving the plans and specifications for the Annual Street Resurfacing Project (San
Ramon Road Overlay Project, CIP Project No. ST0117). The project will overlay San Ramon
Road and segments of Amador Valley Boulevard and Dublin Boulevard. The contract work also
includes repaving of the multi-use path fronting San Ramon Road (CIP Project No. ST0517).
STAFF RECOMMENDATION:
Adopt the Resolution Approving the Plans and Specifications and Awarding a Contract for
Project Nos. ST0117 and ST0517 to DeSilva Gates Construction, LP for the Annual Street
Resurfacing Project.
4.13. Acceptance of Work – Project No. PK0316, Shannon Center Parking Lot Improvements
STAFF REPORT
The City Council will consider the acceptance of the Shannon Center Parking Lot
Improvements project, CIP No. PK0316. The project included the refurbishing of the parking lot
surface, replacing and adding parking lot lighting, improving drainage, rejuvenating the
landscaping, and making modifications to comply with the Americans with Disabilities Act.
STAFF RECOMMENDATION:
Adopt the Resolution Accepting the Shannon Center Parking Lot Improvements (Project No.
PK0316).
4.14. Authorization to Purchase Police Vehicles and Emergency Equipment Directly from
Vendor STAFF REPORT
The City Council will consider approving the purchase of two new marked police vehicles and
related equipment to accommodate the addition of two sworn staff members to Dublin Police
Services in Fiscal Year 2018-19. Staff conducted an extensive study to determine which
available police vehicles would best suit the upcoming needs of Dublin Police Services and is
recommending the purchase of two 2018 Dodge Charger Police Sedans for patrol.
STAFF RECOMMENDATION:
Adopt the Resolution Authorizing the Purchase of Two Police Vehicles from My Jeep-
Chrysler-Dodge-Ram and Emergency Equipment from Lehr Auto, and approve the budget
change.
4.15. Approve an Agreement with ECS Imaging, Inc. for the Purchase of Record Archiving
Equipment and Services STAFF REPORT
The City Council will consider approving the purchase and installation of LaserFiche Avante
and Assureon, a record archiving system, from ECS Imaging, Inc., as part of the City's Records
Retention Implementation Plan.
STAFF RECOMMENDATION:
Adopt the Resolution Approving the purchase of Records Archiving Equipment and Services
from ECS Imaging, Inc.

4.16. Appeal of Building Permit Penalty Fee Enforcement STAFF REPORT
The City Council will consider an appeal by a homeowner related to a decision of the Chief
Building Official to charge a penalty fee for work started without a building permit. Because
the homeowner immediately sought to obtain a permit upon being informed of the permit
requirement, Staff recommends that the City Council grant the appeal and reimburse the
property owner the amount of $396.
STAFF RECOMMENDATION:
Grant the appeal and authorize Staff to reimburse the penalty fee in the amount of $396.
5. WRITTEN COMMUNICATION – NONE.
6. PUBLIC HEARING
6.1. Proposed Budget, Fiscal Year 2018-19 and Fiscal Year 2019-20 STAFF REPORT
The City Council with consider approval of the Proposed Budget for Fiscal Years 2018-19 and
2019-20 and other related approvals updating personnel policies.
STAFF RECOMMENDATION:
Conduct the public hearing, deliberate, and adopt the following: 1) Resolution Adopting a
Budget for the City of Dublin for Fiscal Year 2018-19; 2) Resolution Establishing a Salary Plan
for Full-Time Personnel in Accordance with the Personnel Rules; 3) Resolution Establishing a
Salary Plan for Management Positions Exempt from Competitive Services; 4) Resolution
Amending the Classification Plan 2018 Establishing a Policy Governing Interfund Loans and
Advances; and, 5) Resolution Amending Management Positions Exempt from Competitive
Service Resolution and Prescribing Leave Benefits for the Designated Positions 2018.
6.2. Public Hearing: Adopting the Five-Year Capital Improvement Program 2018-2023
STAFF REPORT
The City Council will conduct a public hearing and consider adoption of the Five-Year Capital
Improvement Program which outlines public projects proposed for Fiscal Year 2018-19 through
Fiscal Year 2022-23.
STAFF RECOMMENDATION:
Conduct the public hearing, deliberate, and adopt the Resolution Adopting the Five-Year
Capital Improvement Program 2018-2023.

8. NEW BUSINESS
8.1. Parking at East Dublin Bart and Actions to Assist the County in Construction of a Parking
Garage STAFF REPORT
The City Council will receive a report on the status of efforts to increase p arking availability at
the East Dublin BART station, including the County’s proposal to construct a parking structure
on one of its parcels in the Transit Center. The County garage would serve to replace the
originally planned a BART parking garage expansion on BART property. The City Council
will consider waiving a provision of the Annexation Agreement between the City and County of
Alameda that would require the County garage to obtain site development review from the City
and exempting the project from development impacts fees pursuant to existing City policy that
allows waivers for public agency projects.
STAFF RECOMMENDATION:
Receive the report and adopt the Resolution Waiving Site Development Review and the
Application of Development Impact Fees for the Proposed County of Alameda Parking
Structure in the Dublin Transit Center.
