3. ORAL COMMUNICATIONS
3.1. Recognition of Dublin Unified School District Superintendent, Dr. Stephen Hanke, and Dublin
High School Principal, Carol Shimizu
The City Council will recognize retiring Dublin Unified School District Superintendent, Dr. Stephen
Hanke, and retiring Dublin High School Principal, Carol Shimizu.
STAFF RECOMMENDATION:
Present the Certificates of Recognition.
3.2. Recognition of Camp Parks Garrison Commander LTC Andrew Jones and Command Sergeant
Major CSM Richard Kreiberg
The City Council will recognize outgoing Camp Parks Garrison Commander, LTC Andrew Jones, and
Command Sergeant Major, CSM Richard Kreiberg.
STAFF RECOMMENDATION:
Present the Certificates of Recognition.
3.3. Affordable Housing Week Proclamation
The City will recognize East Bay Housing Organizations (EBHO) and proclaim Affordable Housing
Week from May 13-21, 2016.
STAFF RECOMMENDATION:
Recognize EBHO for their affordable housing advocacy work and efforts in preserving, protecting, and
expanding affordable housing opportunities throughout Alameda County by proclaiming May 13-21,
2016 as Affordable Housing Week.
3.4. Proclamation for World Elder Abuse Awareness Month, June 2016
The City Council will present a proclamation for World Elder Abuse Awareness Month, June 2016.
STAFF RECOMMENDATION:
Present the proclamation.

3.5. Annual Report by Youth Advisory Committee
Members of the Youth Advisory Committee will present an Annual Report on the Advisory
Committee’s activities and accomplishments during the past year.
STAFF RECOMMENDATION:
Receive the report.
3.6. DSRSD Water Capacity Reserve Fee Presentation
The City Council will receive a report on the Dublin San Ramon Services District (DSRSD) Water
Capacity Reserve Fee by DSRSD General Manager, Dan McIntyre.
STAFF RECOMMENDATION:
Receive the report regarding the DSRSD Water Capacity Reserve Fee.
3.7. Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your
name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or
discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions
asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City
Clerk’s Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City
Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section
54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single
action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of
public input may request the Mayor to remove the item.
4.1. Minutes of the May 3, 2016 Regular City Council Meeting
The City Council will consider approval of the minutes of the May 3, 2016 Regular City Council
meeting.
STAFF RECOMMENDATION:
Approve the minutes of the May 3, 2016 Regular City Council meeting.
4.2. Drought Emergency Continuance
On March 18, 2014, the City Council adopted a Resolution declaring a State of Emergency in the City
of Dublin due to extreme drought conditions within the State and City. The City Council will consider
continuing the State of Emergency for an additional 30 days.
STAFF RECOMMENDATION:
By motion, as required by Government Code Section 8630(c), which states that the City Council shall
review the need for continuing a local emergency at least once every 30 days until the governing body
terminates the local emergency, continue the State of Emergency that was declared on March 18, 2014,
based on the fact that the extreme drought conditions continue to exist within both the State of
California and City of Dublin, and the threat to the safety and welfare of Dublin residents remains.
4.3. Payment Issuance Report and Electronic Funds Transfers
The City Council will receive a listing of payments issued from April 1, 2016 – April 30, 2016 totaling
$2,511,823.75.
STAFF RECOMMENDATION:
Receive the report.
4.4. Budget Adjustment to fund Cultural Arts Needs Assessment (ArtsMarket)
Because the results of the Cultural Arts Needs Assessment will directly impact decisions regarding
public facilities, it is eligible for Public Facility Fees funding. Staff is requesting funding be allocated
from that source to pay ArtsMarket, Inc., to conduct the study.
STAFF RECOMMENDATION:
Approve the budget change.

4.5. City Treasurer's Informational Report of Investments for the Quarter Ending March 31, 2016
The City of Dublin's Investment Policy calls for a semi-annual report of investments. This report is for
the quarter ending March 31, 2016, and includes a monthly transaction ledger. The City’s investment
portfolio for this period totaled $ 200,263,307 (book value) with an average market yield of 0.86%. All
investment transactions continue to comply with the City's Investment Policy and the California
Government Code. As required by the Policy, the City Treasurer (Administrative Services Director)
affirms that the City is able to meet its expenditure requirements for the next six months.
STAFF RECOMMENDATION:
Receive the report.
4.6. Recreation Management Software Services Agreement with Vermont Systems, Inc
The City Council will consider approving an agreement between the City of Dublin and Vermont
Systems, Inc. for the provision of new recreation management software services for the Parks and
Community Services Department, as the software currently being used will sunset as of November 30,
2017.
STAFF RECOMMENDATION:
Adopt the Resolution Approving an Agreement with Vermont Systems, Inc. for Recreation
Management Software Services.
4.7. Award of Bid and Approve an Agreement with S&C Engineers, Inc. to provide Consulting
Services for the Dougherty Road Improvements, Project No. ST0911
On March 1, 2016, the City Council approved the plans and specifications for the Dougherty Road
Improvements Project No. ST0911 and authorized its bidding. The project provides for the widening
of Dougherty Road from four lanes to six lanes between Sierra Lane and the northern City limits. On
April 28, 2016, bids were opened and the lowest responsive bid of $11,777,777.60 was submitted by
DeSilva Gates Construction, LP. Staff recommends awarding the bid.
In November 2015, Staff issued a request for proposal (RFP) for construction administration,
inspection, and material testing for the Dougherty Road Improvements project. On January 22, 2016,
three consultant teams that responded to the RFP were interviewed and Staff is recommending S&C
Engineers as the preferred consultant for the project.
STAFF RECOMMENDATION:
Adopt the Resolution Awarding a Contract for Project No. ST0911 to DeSilva Gates Construction, LP,
and Approve an Agreement with S&C Engineers, Inc. for the Dougherty Road Improvements.
4.8. Appointments to Youth Advisory Committee and Student Representative to Parks and
Community Services Commission
Mayor Haubert is recommending the appointment of one middle school and 12 high school youth,
along with three alternates, to the Youth Advisory Committee for the term of June 2016 through May
2017. Mayor Haubert is also recommending the appointment of Neil Bedi as the Student
Representative to the Parks and Community Services Commission.
STAFF RECOMMENDATION:
Confirm the Mayor’s appointments to the Youth Advisory Committee and the Student Representative
to the Parks and Community Services Commission for the 2016 – 2017 terms.

8. NEW BUSINESS
8.1. General Municipal Election – November 8, 2016
The City Council will consider requesting the Alameda County Board of Supervisors consolidate the
City of Dublin General Municipal Election with the Statewide General Election. The next Municipal
Election will be on Tuesday, November 8, 2016. Offices to be voted on shall be one (1) Mayor and two
(2) Councilmembers. The Mayor serves a two-year term and Councilmembers serve four-year terms.
The City Councilmembers will determine whether the statement of qualifications which each candidate
is allowed to place in the sample ballot should be a maximum of 200 or 400 words and whether the
City or each candidate should pay the costs associated with printing his/her candidate statement.
STAFF RECOMMENDATION:
Adopt the Resolution Calling for a General Municipal Election to be Held in the City of Dublin on
November 8, 2016; Requesting the Alameda County Board of Supervisors Consolidate the City of
Dublin General Municipal Election with the Statewide General Election and Authorizing Certain
Procedural Matters; adopt the Resolution Adopting Regulations for Candidates for Elective Office
Pertaining to Candidate’s Statement and the Costs Thereof for the General Municipal Election to be
Consolidated with the Statewide General Election to be Held on Tuesday, November 8, 2016; and
affirm the Resolution Encouraging Candidates to Use the Code of Fair Campaign Practices.
8.2. Designation of Two Council Members as City Representatives to Discuss Compensation with
City Attorney
The City Council will discuss the appointment of two City Councilmembers to serve as the City’s
representatives to discuss terms of the City Attorney’s contract, including compensation, with the City
Attorney.
STAFF RECOMMENDATION:
Designate two City Councilmembers to discuss compensation with the City Attorney.
9. OTHER BUSINESS - Brief INFORMATION ONLY reports from Council and/or Staff, including
Committee Reports and Reports by Council related to Meetings Attended at City Expense (AB1234).
10. ADJOURNMENT - In memory of Staff Sgt. Sean Diamond and our fallen troops.
