A complete packet of information containing Staff Reports and exhibits relate to each item is available of public
review at least 72 hours prior to a City Council Meeting or, in the event that it is delivered to City Council
members less than 72 hours prior to a City Council Meeting, as soon as it is so delivered. The packet is
available in the City Clerk’s Office and also at the Dublin Library.
Pursuant to Government Code §54953(b), this meeting will include a teleconference location at
6803 Sapphire Street, Dublin, CA 94568. Vice Mayor Melissa Hernandez will be attending the
Regular Meeting via teleconference. The public shall have the opportunity to address the City
Council at this teleconference location pursuant to Government Code Section §54954.3. All votes
during the teleconferencing session will be conducted by roll call vote. The teleconference location
is accessible to the public and the agenda will be posted at the teleconference location 72 hours
before the meeting.

3.1. Annual Presentation by Youth Advisory Committee
The City Council will receive a presentation from Youth Advisory Committee Members on the
Youth Advisory Committee’s activities and accomplishments during the 2018-19 term.
STAFF RECOMMENDATION:
Receive the presentation.
3.2. Appointments to Youth Advisory Committee and Student Representativ e to Parks and
Community Services Commission
The City Council will consider confirmation of the Mayor's recommended appointments of
two (2) middle school and eleven (11) high school youth, along with three (3) alternates, to
the Youth Advisory Committee for the term of June 2019 through May 2020. The Cit y
Council will also consider the Mayor's recommended appointment of Siri Phaneendra as the
Student Representative to the Parks and Community Services Commission for the term of
July 2019 through June 2020.
STAFF RECOMMENDATION:
Confirm the Mayor’s appointments to the Youth Advisory Committee and the Student
Representative to the Parks and Community Services Commission for the 2019 - 2020 terms.
3.3. Employee Introduction: Brice Kennedy
New City of Dublin Staff member, Brice Kennedy, Intern with Public Works, will be
introduced.

Welcome the new City of Dublin Staff member.
3.4. Public Comment
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and
clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with
State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Council may
respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the
matter. Any member of the public may contact the City Clerk’s Office related to the proper procedure to place an item on a
future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not
appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with
one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent
Calendar for purposes of public input may request the Mayor to remove the item.
4.1. Approval of the May 7, 2019 Regular and Special Meeting Minutes
The City Council will consider approval of the minutes of the May 7, 2019 Regular and
Special meetings.
STAFF RECOMMENDATION:
Approve the minutes of the May 7, 2019 Regular and Special City Council meetings.
4.2. Active Network Agreement Amendment
The City Council will consider approval of an amendment to the Active Network Agreement
and budget change request to purchase Active Network supported equipment and customized
integrated reports.
STAFF RECOMMENDATION:
Adopt the Resolution Approving an Amendment to the Active Network Agreement for
Recreation Management Software, and approve the budget change.
4.3. Amendment to Agreements for On-Call Engineering Services
The City Council will consider approval of amendments to the agreements for on-call
engineering services for consultants that provide services on an as-needed basis to Public
Works. The consultants provide services in Construction Management and Inspection;
Construction Inspection and Materials Testing; and Geology and Geotechnical Engineering.
The proposed amendments extend the term of the agreements to June 30, 2021, and, in some
cases, increase the not-to-exceed compensation paid during the term of the agreements.
STAFF RECOMMENDATION:
Adopt the Resolution Approving Amendments to the Agreements for On-Call Engineering
Services.
4.4. Park Naming for Tassajara Hills Neighborhood Park
The City Council will select a name for the new neighborhood park located in the Tassajara
Hills residential housing development.
STAFF RECOMMENDATION:
Select the name Butterfly Knoll Park for the new neighborhood park located in the Tassajara
Hills residential housing development as recommended by the Parks and Community
Services Commission.
4.5. Public Hearing - Outcome Reports on Economic Development Subsidies Provided to
Regency Village at Dublin, LLC and Pacific Catch, Inc.
The City Council will hold a required public hearing to receive comments on the outcomes of
the first five-year period of two economic development business incentives - the sewer
capacity rights agreement with Regency Village at Dublin, LLC, and the sewer capacity
rights agreement with Pacific Catch, Inc.
STAFF RECOMMENDATION:
Conduct the public hearing, deliberate, and accept the report.

4.6. Amendment to Dublin Crossing Development Agreement
The City Council will consider an administrative amendment to the Amended and Restated
Development Agreement with Dublin Crossing, LLC related to the payment and credit for
the Eastern Dublin Traffic Impact Fee.
STAFF RECOMMENDATION:
Waive the second reading and adopt the Ordinance Approving the First Amendment to the
Amended and Restated Agreement with Dublin Crossing, LLC.
4.7. City Treasurer's Informational Report of Investments for the Quarter Ending March
31, 2019
The City Council will receive an informational report of the City’s investments through the
quarter ending March 31, 2019 including a monthly transaction ledger. The City’s investment
portfolio for this period totaled $283,909,277 (book value) with an average market yield of
2.46%. As required by the Policy, the City Treasurer (Administrative Services Director)
affirms that the City is able to meet its expenditure requirements for the next six months.
STAFF RECOMMENDATION:
Receive the report.
4.8. Award of Contract to Frank and Son, Incorporated dba Express Sign and Neon for the
Park Wayfinding Signs Project (CIP No. PK0414 and PK0215)
The City Council will consider approving the plans and specifications and awarding a
construction contract to Frank and Son, Incorporated, dba Express Sign and Neon for the
Park Wayfinding Signs Project (CIP No. PK0414 and PK0215). The project will install
wayfinding signs at the Heritage Park and Museums, Emerald Glen Park, and Fallon Sports
Park.
STAFF RECOMMENDATION:
Adopt the Resolution Approving the Plans and Specifications and Awarding a Contract to
Frank and Son, Incorporated, dba Express Sign and Neon for the Park Wayfinding Signs
Project (CIP Nos. PK0414 and PK0215).
4.9. Adoption of an Appropriations Limit for Fiscal Year 2019-20
The City Council will consider adoption of the annual Appropriations Limit in accordance
with the State law. The City of Dublin’s Limit for Fiscal Year 2019 -20 is $372,487,106,
which exceeds the City’s related appropriations by $299,193,885.
STAFF RECOMMENDATION:
Adopt the Resolution Adopting an Appropriation Limit for Fiscal Year 2019-20 of
$372,487,106.
4.10. Agreement with Revel Environmental Manufacturing Inc. for Trash Capture Device
Maintenance
The City Council will consider approval of a Contractor Services Agreement with Revel
Environmental Manufacturing Inc. (REM) to provide trash capture device maintenance
services. REM will provide inspection and maintenance activities for hydrodynamic
separators and storm drain inlet filters installed throughout the City to meet the Municipal
Regional Stormwater National Pollutant Discharge Elimination System Permit trash capture
requirements.
STAFF RECOMMENDATION:
Adopt the Resolution Approving a Contractor Services Agreement for Trash Capture Device
Maintenance Services with Revel Environmental Manufacturing Inc.
4.11. Ordinance Adding Chapter 7.29 to the Dublin Municipal Code to Manage
Polychlorinated Biphenyls During Building Demolition Projects
The City Council will consider introducing an ordinance adding Chapter 7.29 to the Dublin
Municipal Code to manage polychlorinated biphenyls (PCBs) during building demolition
projects. The Municipal Regional Stormwater National Pollutant Discharge Elimination
System Permit, of which the City of Dublin is a permittee, requires permitees to implement

PCBs management to reduce discharges of PCBs in stormwater runoff to the Bay. PCBs are
known to be found in building materials used from 1950-1980. The PCBs building
demolition ordinance would require testing and proper disposal of PCBs-containing materials
to prevent discharge to the storm drain system.
STAFF RECOMMENDATION:
Waive the reading and INTRODUCE an Ordinance Adding Chapter 7.29 (Management of
PCBs During Building Demolition Projects) to Title 7 (Public Works) of the Dublin
Municipal Code.
4.12. Payment Issuance Report and Electronic Funds Transfers
The City Council will receive a listing of payments issued from April 1, 2019 - April 30,
2019 totaling $11,745,314.14.
STAFF RECOMMENDATION:
Receive the report.
4.13. Public Hearing - Zoning Ordinance Amendments to Chapter 8.66 (Large Family Day
Care Homes) (PLPA-2018-00030)
On January 8, 2019, the City Council adopted several amendments to the Zoning Ordinance,
including a streamlined permitting process for Large Family Day Care Homes. The Zoning
Ordinance Amendments included a change to Chapter 8.12 (Zoning Districts and Permitted
Uses of Land) allowing administrative approval of a Zoning Clearance if the day care meets
established development standards, and a Minor Use Permit from the Community
Development Director if it does not meet those standards. Subsequently, Staff recognized
that directly related text within Zoning Ordinance Chapter 8.66 requires the same amendment
to provide internal consistency with Chapter 8.12 and meet the intent of the January 8 City
Council action.
STAFF RECOMMENDATION:
Conduct the public hearing, deliberate, waive the reading, and INTRODUCE an Ordinance
Approving Amendments to Dublin Zoning Ordinance Chapter 8.66 (Large Family Day Care
Homes) effective city-wide.
4.14. Second Reading of an Ordinance to Amend Chapter 2.12 (Planning Commission) of the
Dublin Municipal Code
The City Council will hold a second reading of an Ordinance to update Chapter 2.12
(Planning Commission) of the Dublin Municipal Code. The changes are related to the
inclusion of an alternate structure for the Commission.
STAFF RECOMMENDATION:
Waive the reading and adopt an Ordinance Amending Dublin Municipal Code Chapter 2.12
(Planning Commission) to add alternate commissioners.
5. WRITTEN COMMUNICATION – NONE.
6. PUBLIC HEARING
6.1. Fiscal Year 2019-20 Budget Update
The City Council will consider approval of a Resolution adopting the City’s budget for Fiscal
Year 2019-20 and related additional resolutions regarding personnel salary and classification
plans.
STAFF RECOMMENDATION:
Adopt the following: (1) Resolution Adopting a Budget for the City of Dublin for Fiscal
Year 2019-20; (2) Resolution Establishing a Salary Plan for Full-Time Personnel in
Accordance with the Personnel Rules; (3) Resolution Establishing a Salary Plan for
Management Positions Exempt from Competitive Service; and (4) Resolution Amending the
Classification Plan.

6.2. Approval of Annual Engineer's Reports for Landscape and Lighting District 1983-1;
Landscape and Lighting District 1983-2; Landscape and Lighting District 1986-1;
Landscape and Lighting District 1997-1; and Landscape and Lighting District 1999-1
The City Council will consider approving the Engineer's Reports and the levy of special
assessments in each of the five maintenance assessment districts for Fiscal Year 2019-20. A
public hearing is required to set the annual levy.
STAFF RECOMMENDATION:
Conduct the public hearing for each of the five maintenance assessment districts, deliberate,
and adopt the Resolution Approving Engineer's Report, Confirming Diagram and
Assessment, and Ordering Levy of Assessment for: Street Lighting Maintenance Assessment
District 1983-1; Landscaping and Lighting District 1983-2; Landscaping and Lighting
District 1986-1; Landscaping and Lighting District 1997-1; and, Street Lighting Maintenance
Assessment District 1999-1.
7. UNFINISHED BUSINESS – NONE.
8. NEW BUSINESS
8.1. LGBTQ Pride Month Proclamation and Flag Request
The City Council will consider proclaiming June 2019 as LGBTQ Pride Month in Dublin as
well as consider flying the rainbow flag at City Hall during the month of June 2019.
STAFF RECOMMENDATION:
Proclaim June 2019 as LGBTQ Pride Month in Dublin and provide direction on the flying of
the rainbow flag at City Hall.
8.2. Consideration of General Plan Amendment Study Policy
The City Council will review the City’s existing General Plan Amendment Study Policy
which provides direction on the process for proposed General Plan Amendment study
requests. By consensus of the City Council, this item was moved from the May 7, 2019 City
Council meeting.
STAFF RECOMMENDATION:
Receive the report and provide direction.
8.3. Appointment of Alternate Commissioners
The City Council will consider the Mayor’s recommendations for alternate appointments to
the City’s Commissions and Committees.
STAFF RECOMMENDATION:
Confirm the Mayor’s appointments to the various Commissions and Committees, or provide
other appropriate direction.
9. OTHER BUSINESS
Brief information only reports from City Council and/or Staff, including committee reports
and reports by City Council related to meetings attended at City expense (AB1234).
10. ADJOURNMENT
