3.1. Introduction of Rich Guarienti as Appointee to the Alameda County Mosquito Abatement District
Rich Guarienti will be introduced as the recent City of Dublin appointee to the Alameda County
Mosquito Abatement District.
STAFF RECOMMENDATION:
Welcome Mr. Guarienti.
3.2. Natalie Collier to Participate in the America's National Teenager Scholarship Program
The City Council will recognize Dublin High School Senior Natalie Collier for her selection as a
participant in the America's National Teenager Scholarship Program (ANTSO) for young women.
STAFF RECOMMENDATION:
Recognize Natalie Collier for her selection as a participant in the ANTSO Program.
3.3. Recognition of Achievement—Fallon Middle School Cheer Teams
The City Council will recognize the Fallon Middle School Competition Cheer Team for placing third at
the United Spirit Association Jr. Cheer Nationals (Nationals), and the Fallon Middle School Cheer Stunt
Team for placing first at Nationals and being awarded the 2013 USA Jr. Grand National Champion.
STAFF RECOMMENDATION:
Recognize the Cheer Team.
3.4. Recognition of Achievement—Dublin High School Cheer Team
The Dublin City Council will recognize the Dublin High School Cheer Team for their accomplishment
in being named 2012-2013 JAMZ High School National Champions.
STAFF RECOMMENDATION:
Recognize the Dublin High School Cheer Team.
3.5. Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your
name for the record. COMMENTS SHOULD NOT EXCEED THREE(3) MINUTES. In accordance with State Law, no action or discussion
may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or
may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office
related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY
discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).

4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action.
Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input
may request the Mayor to remove the item.
4.1. Minutes of the Regular City Council Meeting of May 21, 2013
The City Council will consider approval of the minutes of the Regular City Council meeting of May 21,
2013.
STAFF RECOMMENDATION:
Approve the minutes of the Regular City Council meeting of May 21, 2013.
4.2. Tralee Village Town Home Affordable Housing Agreement Amendment
Shea Homes is seeking an amendment to their Affordable Housing Agreement with the City of Dublin to
satisfy the remaining affordable housing obligation for the Tralee Village Town Home project through
the payment of in-lieu fees. The in-lieu fee payment would be deposited into the City's Inclusionary
Zoning In-Lieu Fee Fund and used for affordable housing programs which further the goals of the City's
Inclusionary Zoning Regulations.
STAFF RECOMMENDATION:
Adopt Resolution Approving an Amended and Restated Affordable Housing Agreement for the
Payment of Fees In-Lieu of Constructing Certain Affordable Ownership Units Between the City of
Dublin and Shea Homes.
4.3. Approval of the First Amendment to Agreement for Long Term Encroachment for Landscape
Features with Sorrento East Tract 7982 (SR Structured Lot Options I, LLC)
SR Structured Lot Options I LLC, a Delaware Limited Liability Company (SR Structured Lot Options),
and the City of Dublin previously entered into an Agreement for Long Term Encroachment for
Landscape Features with Sorrento East Tract 7982, dated March 1, 2011 (Agreement). SR Structured
Lot Options has now executed and filed with the City of Dublin a First Amendment to the Agreement to
include the landscape area located within the public right-of-way along the Lockhart Street frontage of
Kolb Elementary School as a Landscape Feature covered by the Agreement.
STAFF RECOMMENDATION:
Adopt Resolution Approving the First Amendment to the Agreement for Long Term Encroachment for
Landscape Features with Tract 7982.
4.4. Request for Authorization to Use ECS Refining for the Recycling of City Electronic Waste and
Surplus Computer Equipment
The City generates electronic waste in the form of computers, monitors, printers and other items that
have reached the end of useful life. The City strives to dispose of these items in an environmentally
responsible manner. It is proposed to use ECS Refining for the recycling of electronic waste identified
as beyond the useful life.
STAFF RECOMMENDATION:
Adopt Resolution Authorizing the use of ECS Refining for the recycling of City electronic waste and
surplus computer equipment.
4.5. Authorizing the Filing of an Application for Funding Assigned to Metropolitan Transportation
Commission and Committing Any Necessary Funds and Stating Assurance to Complete the Dublin
Boulevard Street Resurfacing Project
Staff is applying for $470,000 from the Metropolitan Transportation Commission (MTC) for the federal
One Bay Area Grant Local Street and Roads (OBAG-LSR) program to resurface Dublin Boulevard
between San Ramon Road and Village Parkway. In order for the funds to be programmed, the City
Council is requested to adopt a Resolution authorizing the filing of an application for funding assigned to
MTC and committing any necessary funds and stating assurance to complete the Dublin Boulevard
Street Resurfacing Project.
STAFF RECOMMENDATION:
Adopt Resolution Authorizing the filing of an application for funding assigned to Metropolitan
Transportation Commission and committing any necessary matching funds and stating the assurance to
complete Dublin Boulevard Street Resurfacing Project.

4.6. Adoption of an Appropriations Limit for Fiscal Year 2013-2014
Each year the City Council is required by State Law to adopt an Appropriations Limit (Limit) in
conjunction with the annual Budget process. The Fiscal Year 2013-2014 Appropriations Limit is
calculated by multiplying the adopted Limit for the prior year by a set of factors to create a new limit.
The Appropriations Limit for Fiscal Year 2013-2014 exceeds the appropriations subject to the Limit by a
significant amount.
STAFF RECOMMENDATION:
Adopt Resolution adopting an Appropriations Limit for Fiscal Year 2013-2014 of$226,135,179.
4.7. City Treasurer's Report of Investments for the Period January 1, 2013 to March 31, 2013
Though the City's Investment Policy calls for a semi-annual report of investments to be reviewed by the
City Council, the report is typically delivered to the City Council on a quarterly basis. This is an
informational report covering investment activity during the third quarter of fiscal year 2012-13, from
January 1 to March 31, 2013. The City's investment portfolio totals $137,600,828 (par value), with an
average yield of 0.901% as of March 31, 2013. This report describes the structure of the city's portfolio
and provides summarized and detailed investment results for the period.
STAFF RECOMMENDATION:
Receive the report.
4.8. Award of Bid —Contract No. 13-07, 2013 Annual Street Overlay Program
The 2013 Annual Street Overlay Program (CIP No. 969104) provides for the resurfacing of various City
streets with asphalt concrete (AC) overlay on top of existing pavement.
STAFF RECOMMENDATION:
Adopt Resolution Awarding Contract No. 13-07, 2013 Annual Street Overlay Program, to C.F.
Archibald Paving, Inc.
4.9. Award of Contract for Shannon Park Water Play Area—Contract#13-06
As part of the 2012-2017 Capital Improvement Program, the City Council approved the renovation of the
Shannon Park Water Play Area. On Tuesday, May 21, 2013 five bids were submitted for the renovation
of the water play area at Shannon Park. Staff is seeking City Council authorization to award the contract.
STAFF RECOMMENDATION:
Adopt Resolution Awarding Contract #13-06 to McNabb Construction, Inc., and approve the budget
change form allocating $108,013 in additional funding to the project from the Public Facilities Fees
fund.
4.10 Approval of Preliminary Engineer's Reports and Appointing a Time and Place of Hearing Protests
for 5 Assessment Districts: Citywide Street Lighting Maintenance Assessment District 83-1;
Landscaping and Lighting Maintenance Assessment District 83-2 (Stagecoach Road); Landscaping
and Lighting Maintenance Assessment District 86-1 (Villages at Willow Creek); Landscaping and
Lighting Maintenance Assessment District 97-1 (Santa Rita Area); Street Lighting Maintenance
Assessment District 99-1 (Dublin Ranch Area and Tracts 7067, 7586, 8024, 8073, 8074)
This action requests approval of the Preliminary Engineer's Report for the Fiscal Year 2013-14
assessments and sets a public hearing date of June 18, 2013. Citywide Street Lighting Maintenance
District 83-1 pays the cost of energy and maintenance for the City's street light system, except for the
lights included in Street Lighting Maintenance Assessment District 99-1. Landscaping and Lighting
Maintenance Assessment District 83-2 (Stagecoach Road) pays the cost of utilities and maintenance for
landscaping improvements along Stagecoach Road and on the interior slopes of the Dublin Hills Estates
development. Landscaping and Lighting Maintenance Assessment District No. 86-1 (Villages at Willow
Creek) pays the cost of utilities and maintenance for certain landscaping improvements associated with
the Villages at Willow Creek development. Landscaping and Lighting Maintenance Assessment District
97-1 (Santa Rita Area) pays the cost of utilities and maintenance for certain landscaping improvements
within the Santa Rita development area.

STAFF RECOMMENDATION:
Adopt Resolutions approving the Preliminary Engineer's Reports and setting a public hearing date and
time (June 18, 2013, 7:00 p.m. in the City Council Chambers, located at 100 Civic Plaza, Dublin) for the
purpose of hearing any comments to the proposed Fiscal Year 2013-2014 assessments for: Citywide
Street Lighting Maintenance Assessment District No. 1983-1; Landscaping and Lighting Maintenance
Assessment District No. 1983-2 (Tract 4719); Landscaping and Lighting Maintenance Assessment
District No. 1986-1 (Villages at Willow Creek); Landscaping and Lighting Maintenance Assessment
District No. 1997-1 (Santa Rita Area); and Street Lighting Maintenance Assessment District No. 1999-1
(Dublin Ranch Area and Tracts 7067, 7586, 8024, 8073, 8074).
5. WRITTEN COMMUNICATION—None.
6. PUBLIC HEARINGS
6.1. Fiscal Year 2013-2014 Budget and Financial Plan Update
The City Council will conduct a public hearing and consider approving the Fiscal Year 2013-2014
Budget and Financial Plan (Fiscal Year 2013-2014 Update) and other necessary Resolutions to enact the
City's Fiscal Year 2013-2014 Budget.
STAFF RECOMMENDATION:
Conduct public hearing; and adopt Resolution Adopting a Budget for the City of Dublin for Fiscal Year
2013-2014, and Exhibit A and B; adopt Resolution Adopting an Appropriation for a City Contribution
to Dublin Partners in Education for Fiscal Year 2013-2014, and Exhibit A; adopt Resolution Amending
the Classification Plan; adopt Resolution Amending the Management Positions Exempt from
Competitive Service and Prescribing Leave Benefits for the Designated Positions; adopt Resolution
Establishing a Salary Plan For Full-Time Personnel In Accordance with the Personnel Rules; and adopt
Resolution Establishing a Salary Plan For Management Positions Exempt for Competitive Service.
7. UNFINISHED BUSINESS
7.1. Resolution Amending Principal Components of Fund Balance Policy, in Accordance with
Governmental Accounting Standards Board Statement No. 54; and Resolution Authorizing a
Special Designation of General Fund Reserves for Fiscal Year 2012-13
In June 2012, the City Council adopted Resolution No. 108-12 making changes to the Principal
Components of Fund Balance policy in accordance with Governmental Accounting Standards (GASB)
Statement No. 54. The rules require the City Council to adjust classifications and policies prior to
June 30 if they are to be reflected on the final financial statements for the year. The attached resolutions
would adopt changes to the Principal Components of Fund Balance policy and rename it the Fund
Balance and Reserves Policy, and would make a special designation of General Fund reserves for fiscal
year 2012-13.
STAFF RECOMMENDATION:
Adopt Resolution Amending Principal Components of Fund Balance Policy and Providing the Fund
Balance and Reserves Policy; adopt Resolution Authorizing a Special Designation of General Fund
Fund Reserves for Fiscal Year 2012-13; and direct Staff to implement the changes in the financial
records.
8. NEW BUSINESS
8.1. Business Anniversary Program Amendments
On May 1, 2007, the City Council approved the Business Anniversary Program to identify those
companies that have reached 10, 20 and 30 years of establishment, and to recognize those companies
each year in May and November. Staff recommends amending the Program to recognize businesses in
five-year increments starting with 20 years of establishment and above at a City Council meeting held
twice a year as opposed to May and November, and continue recognizing companies celebrating 10
years with a Certificate of Recognition.

STAFF RECOMMENDATION:
Approve the amendments to the Business Anniversary Program.
