The packet is available in the City Clerk’s Office and also at the Dublin Library. REGULAR MEETING 7:00 PM 1. CALL TO ORDER 2. PLEDGE OF ALLEGIANCE 3. ORAL COMMUNICATIONS 3.1. Employee Introductions: Sgt. Aaron Garth and Carrie Simmons New City Staff members, Sergeant Aaron Garth in Dublin Police Services, and Carrie Simmons, Summer Intern in Public Works, will be introduced. STAFF RECOMMENDATION: Welcome City of Dublin Staff members. 3.2. Public Comment At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk’s Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 4. CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. 4.1. Consideration of Approval of the June 6, 2017 City Council Minutes The City Council will consider approval of the minutes of the June 6, 2017, Regular City Council meeting. STAFF RECOMMENDATION: Approve the minutes for the June 6, 2017, Regular City Council meeting. 4.2. Agreement with 3i Advertising for The Wave Advertising and Marketing Services Opening Season The City Council will consider approving the 3i Advertising LLC Agreement to support The Wave. STAFF RECOMMENDATION: Resolution Adopt the Approving the Consulting Services Agreement with 3i Advertising LLC. 16 June 20, 2017 Dublin City Council Agenda Page of 4.3. Agreement with Contract Sweeping Services, Inc. for Street and Parking Lot Sweeping Services The City Council will consider approving an agreement with Contract Sweeping Services, Inc. for street sweeping and parking lot services. STAFF RECOMMENDATION: Resolution Adopt the Approving a Contract Services Agreement with Contract Sweeping Services, Inc. 4.4. Contract Services Agreement with SF Art Conservation The City Council will consider approval of a Contract Services Agreement with SF Art Conservation for on-call maintenance and repairs to the City's public art collection. STAFF RECOMMENDATION: Resolution Adopt the Approving a Contract Services Agreement with SF Art Conservation for Public Art Repair and Maintenance. 4.5. Annual Update to the Master Fee Schedule The City Council will consider adopting an annual update to the Master Fee Schedule. STAFF RECOMMENDATION: Resolution Adopt the Adopting an Update to the Master Fee Schedule for Services Provided by the City. 4.6. Contract Services Agreement with Valley Window Cleaning, Inc. The City Council will consider approving an agreement with Valley Window Cleaning, Inc. for window cleaning services of City facilities. STAFF RECOMMENDATION: Resolution Adopt the Approving a Contract Services Agreement with Valley Window Cleaning, Inc. 4.7. Consideration of the City of Dublin’s Framework for Green Infrastructure Plan Development to Meet Mandates in the Re-issued Municipal Regional Stormwater National Pollutant Discharge Elimination System Permit The City Council will consider adopting a Green Infrastructure Framework that is required to meet mandates in the re-issued Municipal Regional Stormwater National Pollutant Discharge Elimination System Permit issued on November 19, 2015 by the San Francisco Bay Regional Water Quality Control Board. By June 30, 2017, all permittees must submit a Green Infrastructure Framework, which specifies the timeline and tasks required to complete a Green Infrastructure Plan. STAFF RECOMMENDATION: Resolution Adopt the Approving a Framework for Municipal Regional Stormwater National Pollutant Discharge Elimination System Permit Green Infrastructure Plan Development. 4.8. Consideration of an Agreement with All City Management Services The City Council will consider an agreement for crossing guard services with All City Management Services. STAFF RECOMMENDATION: Resolution Adopt the Approving the Agreement with All City Management Services, Inc. for the provision of crossing guard services for Fiscal Year 2017-2018. 4.9. Amending and Restating the Hinderliter, de Llamas and Associates Agreement for Sales Tax Analysis, Audit and Information Services The City has contracted with Hinderliter, de Llamas and Associates (HdL) for sales tax analysis, audit and information services since 1989. Approval of the resolution will amend and restate the agreement between the City and HdL, bringing the agreement language up to date with the City's current terms and conditions including placing a three year term limit on the agreement. 26 June 20, 2017 Dublin City Council Agenda Page of STAFF RECOMMENDATION: Resolution Adopt the Amending and Restating Consulting Services Agreement Between the City of Dublin and Hinderliter, de Llamas and Associates. 4.10. Amendment to the Agreement with the County of Alameda for Traffic Signal Maintenance, Street Lighting Maintenance, and Real Estate Services The City Council will consider approving an amendment to the agreement with Alameda County Public Works for Traffic Signal Maintenance, Street Lighting Maintenance and Real Estate Services to extend the term through June 30, 2022. STAFF RECOMMENDATION: Resolution Adopt the Approving an Amendment to the Agreement Between the City of Dublin and County of Alameda for Traffic Signal and Street Lighting Maintenance, and Real Estate Services. 4.11. Amendment #1 to Consulting Services Agreement between the City of Dublin and MacKay & Somps, Civil Engineers, Inc. for the Tassajara Road Realignment and Design The City Council will consider amending the consulting services agreement with MacKay & Somps, Civil Engineers, Inc. to extend the term of the contract to June 30, 2018. STAFF RECOMMENDATION: Resolution Adopt the Approving an Amendment to the Consulting Services Agreement with MacKay & Somps, Civil Engineers, Inc. for the Tassajara Road Realignment and Design. 4.12. Tract 8102 Tassajara Hills - Final Map Notice, Agreement for Landscape Features, and Annexation to the Dublin Ranch Street Lighting Maintenance Assessment District 99-1 The City Council will receive a notification of the City Engineer’s pending approval of the Final Map for Tract 8102, Tassajara Hills Phase 1. The City Council will also consider adopting a Resolution approving the Agreement for Long-Term Encroachment for Landscape Features for Tract 8102, Tassajara Hills and adopting a Resolution ordering the annexation of Tassajara Hills (tract 8102) into the Dublin Ranch Street Lighting Maintenance Assessment District 99-1. STAFF RECOMMENDATION: Resolution Receive the notification, adopt the Approving an Agreement for Long-Term Resolution Encroachment for Landscape Features, and, adopt the Ordering the Annexation into the Dublin Ranch Street Lighting Maintenance Assessment District 99-1. 4.13. Consulting Services Agreement with Lanlogic, Inc The City Council will consider approval of a consulting services agreement between the City and Lanlogic, Inc. for ongoing support of the City’s network, and special project work related to technological upgrades identified in the Information Technology (IT) Master Plan. STAFF RECOMMENDATION: Resolution Adopt the Approving a Consulting Services Agreement Between the City of Dublin and Lanlogic, Inc., and approve the Budget Change. 4.14. Amendment to Agreement with Tri-Valley Janitorial to Add the Wave Facility for Maintenance Services The City Council will consider approving an amendment to the City's janitorial maintenance agreement to include The Wave facility. STAFF RECOMMENDATION: Resolution Adopt the Approving an Amendment to the Agreement with Tri-Valley Janitorial Service & Supply, Inc. 4.15. Payment Issuance Report and Electronic Funds Transfers The City Council will receive a listing of payments issued from May 1, 2017 - May 31, 2017 totaling $10,779,429.62. STAFF RECOMMENDATION: Receive the report. 36 June 20, 2017 Dublin City Council Agenda Page of 4.16. Agreement with the County of Alameda for Additional Library Services for Fiscal Year 2017-2018 The City Council will consider an Agreement with the Alameda County Library to provide services at the Dublin Public Library on behalf of the City. The proposed agreement for Fiscal Year 2017-18 provides City and County funding for 51 hours of library services per week. City funding provides 23 hours per week, while the County funding provides 28 hours per week. STAFF RECOMMENDATION: Resolution Adopt the Approving an Agreement Between the City of Dublin and County of Alameda for Additional Library Services for Fiscal Year 2017-18. 4.17. Agreement with County of Alameda for Participation in the Alameda County Urban County Program for Community Development Block Grant and HOME Investment Partnership Funds The City Council will consider a three-year agreement with County of Alameda for participation in the Alameda County Urban County for Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) funds. The current agreement between the City and County expires June 30, 2018. The new agreement (Attachment 2) would be in effect July 1, 2018 through June 30, 2021. STAFF RECOMMENDATION: Resolution Adopt the Authorizing the Continued Participation of the City of Dublin in the Alameda County Urban County for Community Development Block Grant Funds and Authorizing Execution of the Cooperation Agreement Between the City and County of Alameda Regarding Participation in the Alameda County Urban County for Community Block Grant Funds, for the three-year period of July 1, 2018 through June 30, 2021. 5. WRITTEN COMMUNICATION – NONE. 6. PUBLIC HEARING 6.1. Community Facilities District Formation - Dublin Crossing Public Services The City Council will conduct a public hearing, hold a special ballot election and consider related proceedings for the formation of the City of Dublin Community Facilities District No. 2017-1 (Dublin Crossing – Public Services). STAFF RECOMMENDATION: Conduct the public hearing. Receive written protests, if any, from property owners within the boundary of Community Facilities District No. 2017-1 (Dublin Crossing – Public Services). Take the following actions in the process of creating Community Facilities District No. 2017-1 (Dublin Crossing – Public Services) (“CFD No. 2017-1”) under the Mello-Roos Community Facilities Act of 1982: Resolution 1.Adopt a Forming and Establishing City of Dublin Community Facilities District No. 2017-1 (Dublin Crossing – Public Services) Resolution 2.Adopt a Calling a Special Mailed-Ballot Election of the Proposition of Levying Taxes within Community Facilities District No. 2017-1 (Dublin Crossing – Public Services). 3.Direct the City Clerk to open the ballots and state the results of the special mailed-ballot election. If the results of the special mailed-ballot election reveal that the propositions have received the affirmative vote of two-thirds of the votes cast, the City Council will then: Resolution 4.Adopt a Declaring the Results of the Special Mailed-Ballot Election for Community Facilities District No. 2017-1 (Dublin Crossing – Public Services). 46 June 20, 2017 Dublin City Council Agenda Page of Ordinance 5.Waive the Reading and Introduce the Levying Special Taxes Within Community Facilities District No. 2017-1 (Dublin Crossing – Public Services). 6.2. Modification to Exhibit A of Resolution 96-15 to Authorize the Addition or Deletion of Capital Improvements and Capital Facilities Fees Which May be Financed; and Annexation of Property into Community Facilities District No. 2015-1 (Dublin Crossing) This item consists of two matters regarding Community Facilities District No. 2015-1 (Dublin Crossing) (CFD). The first is to conduct a Public Hearing, continued from the May 16, 2017 City Council meeting, and consider approval of a minor modification to a document which was approved in June 2015, when the CFD was formed. The second is to consider approval of the annexation map for the first several planned annexations to the CFD, as title passes from the Army to the developer (or entities affiliated with the developer) for additional portions of the development project property. STAFF RECOMMENDATION: Conduct the Public Hearing which was continued from May 16, 2017, obtain verbal confirmation from the City Clerk that the all necessary documents for both the change proceedings and the annexation map have been received and are on file, deliberate, and adopt the following: 1. Resolution Calling Special Mailed-Ballot Election Respecting Proposed Change of Proceedings to Modify Exhibit A to Resolution No. 96-15; and 2. Resolution Declaring Results of Landowner-Voter Election and Ordering Change to Exhibit A of Resolution No. 96-15 to Authorize, Under Prescribed Conditions, the Addition or Deletion of Capital Improvements and/or Capital Facilities Impact Fees Which May be Financed. 3. Resolution Approving Annexation Map Related to Annexation No. 1 to Community Facilities District No. 2015-1 and to Improvement Area No. 1 Within Said Community Facilities District; and Authorizing and Directing Recording Thereof. 6.3. Citywide Street Lighting Maintenance Assessment District 83-1; Landscaping and Lighting Maintenance Assessment District 83-2; Landscaping and Lighting Maintenance Assessment District 86-1; Landscaping and Lighting Maintenance Assessment District 97-1; Street Lighting Maintenance Assessment District 99-1 The City Council will consider approving the Engineer's Reports and the levy of special assessments in each of the five maintenance assessment districts for Fiscal Year 2017-18. A public hearing is required to set the annual levy. STAFF RECOMMENDATION: Conduct the public hearing, receive testimony, and close the public hearing for each of the Resolution five Assessment Districts; deliberate; and adopt the Approving Engineer's Report, Confirming Diagram and Assessment, and Ordering Levy of Assessment for:  Citywide Street Lighting Maintenance Assessment District 83-1  Landscaping and Lighting Maintenance Assessment District 83-2  Landscaping and Lighting Maintenance Assessment District 86-1  Landscaping and Lighting Maintenance Assessment District 97-1  Street Lighting Maintenance Assessment District 99-1 7. Special Designation of General Fund Reserves for Fiscal Year 2016-17 In accordance with the City's Fund Balance and Reserves Policy, the City Council will consider special designations of General Fund reserves for Fiscal Year 2016-17. STAFF RECOMMENDATION: Resolution Adopt the Authorizing a Special Designation of General Fund Reserves for Fiscal Year 2016-17, and direct Staff to implement the changes in the financial records. 9. OTHER BUSINESS Brief information only reports from City Council and/or Staff, including committee reports and reports by City Council related to meetings attended at City expense (AB1234). 10.
