1. CALL TO ORDER
2. PT.RDGE OF ALLEGIANCE TO THE FLAG
3. ORAL COMMUNICATIONS
At this time, members of the audience are permitted to address the City Council on items of interest to the ~blic,
however, in accordance with GC 54954.2, no ACTION or DISCUSSION shall take place on any item which is NOT on the City
Council Agenda. The Council may respond briefly to stat~ents made or questions posed, or may r~uest Staff to report
back at a future meeting concerning the matter. Furthermore, a member of the City Council may take action to
direct Staff to place a matter of business on a future agenda. AW person may arrange with the City Clerk (no later
than 11:00 a.m., on the Tuesday preceding a regular meeting) to have an item of concern placed on the agenda for the
next regular meeting. The exceptions under which the City Council MAY discuss and/or take action on items not
appearing on the agenda are contained in GC 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval ~ the City Council
with one single action. Members of the audience or the City Council who would like an item re~v~ from the Consent
Cale~ar for purposes of public input may request the Mayor to remove the item.
4.1 Amendment to Agreement with Alameda County for Signal
Maintenance Services (Addition of Street Lighting Maintenance)
This proposed amendment would add maintenance of City-owned
street lights to the current agreement with Alameda County.
The budget for this type of electrical maintenance is
$2,000 for Fiscal Year 1994-95.
STAFF RECOMMENDATION: Adopt Resolution and authorize Mayor to
execute amendment to agreement.
5. WRITTEN COMMUNICATION - None
6. PUBLIC HEARING
6.1 Five-Year Capital Improvement Program 1994-99
A new Five-Year Capital Improvement Program ($21,032,609)
has been prepared by Staff covering Fiscal Years 1994-95
through 1998-99. Of the total amount, funding is
identified for $9,050,820, while $11,981,789 is unfunded,
or partially funded.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
adopt Resolution approving the 1994-99 Five-Year Capital
Improvement Program.
6.2 Adoption of the 1994-95 Annual Budget and Financial Plan
The total recommended appropriations for Fiscal Year 1994-
95 are $20,612,701 and total anticipated net expenditures
are $17,896,223.
STAFF RECOMMENDATION: Open public hearing; receive Budget
overview by Staff; receive presentations from community
groups/organizations requesting funding; review Preliminary
Budget by Program; receive public comments; close public
hearing; determine which community groups/organizations
requests should be funded for FY 1994-95; determine which
services should be funded for FY 1994-95; determine amount of
1994-95 revenues and 1993-94 surplus to be set aside for
economic uncertainties; determine amount of funding to be
included in the 1994-95 Budget for employee merit pay and
adjustments in contractor labor rate increases; and adopt
Resolution approving 1994-95 Annual Budget.

8. NEW BUSINESS
8.1 Adoption of Appropriations Limit: Revised 1991-92 Base Limit;
Revised 1992-93 & 1993-94 Limits; 1994-95 Appropriations Limit
Each year the City Council must adopt an Appropriations
Limit in conjunction with the annual Budget process.
Regulating Laws forbid the appropriation of specific funds
which would exceed the Limit. This report describes
recommended adjustments to the Appropriations Limits
adopted in previous years, as well as the adoption of an
Appropriations Limit for Fiscal Year 1994-95 ($20,855.341).
STAFF RECOMMENDATION: Approve factors selected to calculate
the Limits and adopt Resolutions.
8.2 Amendment to Agrgement with TJKM
TJKM provides tr~ffi~ engineering services to the City.
This amendment provides for an increase in charge rates for
some of TJKM's personnel classifications. The overall
impact to the City is expected to be slightly more than 1%.
STAFF RECOMMENDATION: Adopt Resolution approving amendment to
agreement and aUthorize Mayor to execute same.
8.3 Amendment to Agreement with Santina & Thompson
Santina & Thompson provides general engineering, private
development review and capital project engineering services
to the City. This amendment provides for an approximately
4.7% increase in charge rates.
STAFF RECOMMENDATION: Adopt Resolution approving amendment to
agreement and authorize Mayor to execute same.
8.4 Amendment to Agreement with MCE Corporation for Maintenance
Services
MCE Corporation provides street, park and building
maintenance services to the City of Dublin. MCE is
proposing a 3% labor rate increase for Fiscal Year 1994-95.
The total budget for services provided by MCE for the
upcoming fiscal year is $949,060.
STAFF RECOMMENDATION: Adopt Resolution approving amendment to
agreement and authorize Mayor to execute same.
8.5 Building Law Enforcement Contract Services Review and Proposed
Amendment to Agreement with Taugher & Associates
Since 1983, the City has contracted with the firm of
Taugher & Associates for building inspection, plan checking
and code enforcement services. Staff has prepared an
analysis for providing these services with City Staff
versus the current contract with Taugher & Associates.
STAFF RECOMMENDATION: Review services and provide additional
input and comments; provide Staff direction as to whether a
formal Request for Proposal process should be undertaken; and
consider adoption of Resolution providing for revised rate
schedule.

10. CLOSED SESSION - None
11. ADJOURNMENT - If the Council is unable 'to complete the business
listed on June 21st, the meeting will be continued to June 22nd,
beginning at 7:00 p.m. The next Reqular Meeting of the Dublin City
Council will be on Monday, June 27, 1994, at 7:30 p.m.
