CALL TO ORDER 2. PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL cOMMUNICATIONS 3.1 Proclamation recognizing Jon'ette Jordan for service as Student Representative on the Parks & Recreation Commission 3.2 Appointment of Holly Ann Lampe as Student Representative on the Parks & Recreation Commission effective July 1, 1994 STAFF RECOMMENDATION: Confirm appointment. At this time, mem~rs of the a~ience are permitted to address the City Council on items of interest to the public, however, in accordance with GC 54954.2, no ACTION or DISCUSSION shall take place on any item which is NOT on the City Council Agenda. The Council may respond briefly to statements made or questions posed, or may request Staff to report back at a future meeting concerning the matter. Furthermore, a ~m~r of the City Council may direct Staff to place a matter of business on a future agenda. Any person may arrange with the City Clerk (no later than 11:00 a.m., on the Tuesday preceding a regular ~eting) to have an item of concern placed on the agenda for the next regular meeting. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained ~n GC 54954.2(b)(1)(2)(3). 4. CONSENT CALENDAR Consent Calendar it,s are typically non-controversial ~n nature and are considered for approval by the City Council with one single action. M~bers of the a~ience or the City Council who would like an item removed from the Consent Calendar for purposes of ~blic input may request the Mayor to remove the item. 4.1 Minutes: Regular Meeting of June 13, 1994 STAFF RECOMMENDATION: Approve 4.2 Agreement with Dublin Fine Arts Foundation The City Council will consider an agreement with the Dublin Fine Arts Foundation for the commission of a life-size ceramic figure sculpture for the Dublin Civic Center Courtyard. STAFF RECOMMENDATION: Adopt Resolution 4.3 Acceptance of Work on Sidewalk Safety Contracts: Contract 94-02 Sidewalk Repair (Remove & Replace) and Contract 94-03 Sidewalk Grinding This project, under 2 separate contracts, repaired offset and broken sidewalk, curb and gutter throughout the City. The work was completed within funds budgeted. STAFF RECOMMENDATION: Accept improvements and authorize payment of full contract amount to Wayne Swisher Cement (94- 02) and Phil Thomasson (94-03). 4.4 Request from Dublin Chamber of Commerce related to Dublin Community Day at the Alameda County Fair The Chamber of Commerce is requesting that the City participate in co-sponsoring 1/2 of the cost of a floral bouquet to be presented to the winner of a sponsored Dublin Community Day horse race on June 30th. STAFF RECOMMENDATION: Authorize city's participation at a cost of $25. 4.5 Informational Report: NPDES Requirements for Car Washing The City Council requested an informational report regarding the effect of NPDES requirements on charity car· washes. Such car washes are allowed as long as only plain water is used. STAFF RECOMMENDATION: Receive RepOrt. 4.6 Acceptance of Work - Contract 94-01, Village Parkway Reconstruction/Overlay Project This project reconstructed the Village Parkway pavement section between Amador Valley Boulevard and Kimball Avenue. This contract is now complete and ready for acceptance by the City. STAFF RECOMMENDATION: Accept improvements, authorize $26,654.23 final payment to Meridian Paving & Grading and authorize release of faithful performance bonds. 4.7 Establishment of Assistant Civil Engineer Position A job description has been developed for an Assistant Civil Engineer position which would replace the current Engineering Technician position which has been vacant since January of 1994. STAFF RECOMMENDATION: Adopt Resolutions amending the Classification Plan and the Salary Plan. ~f" '~' 4.8 Financial Report for Period Ending May 31, 1994 STAFF RECOMMENDATION: Receive Report. 4.9 Warrant Register ($1,159,897.79) Dated June 27, 1994 STAFF RECOMMENDATION: Approve 5. WRITTEN COMMUNICATION 5.1 From City of Palmdale regarding the distribution of Proposition 172 Funds The City of Palmdale is requesting the City to support a revision to the existing legislation regarding the distribution of Proposition 172 funds. Cm. Burton requested that this issue be placed on the agenda for discussion and consideration. STAFF RECOMMENDATION: Review request and determine whether the City should take further action. 6. PUBLIC HEARING 6.1 Establish 1994-95 Single Family Garbage Assessment and Adjustment to Multi-Family Recycling Rate The annual Single Family Assessment for basic garbage/ recycling services is proposed to be $104.30 in 1994-95, which is a 5.4% reduction from the 1993-94 rates. An increase is proposed for Multi-Family recycling costs based upon a change in the Consumer Price Index, however, the City proposes to subsidize this service with Measure D funds, which will reduce the Multi-Family customer recycling service rate to $ .74 per month per unit. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolutions. 6.2 Draft Parks and Recreation Master Plan The Parks & Recreation Master Plan establishes goals, long- term policies and standards in the development, acquisition and management of park and recreation facilities. As the documentation has not yet been finalized, the public hearing will be continued. STAFF RECOMMENDATION: Open public hearing; receive public testimony; continue public hearing to July 25, 1994 7. UNFINISHED BUSINESS - None 8. NEW BUSINESS 8.1 Initiation of Zoning Ordinance Amendment Study for a Planned Development (PD) District Prezone for a portion of the Eastern Dublin General Plan Amendment and Specific Plan project areas Several property owners in eastern Dublin are interested in a Zoning Ordinance Amendment Study to prezone 1,529 acres of land along Tassajara Road. The area is adjacent to City boundaries. Prezoning is needed prior to annexation. STAFF RECOMMENDATION: Adopt Resolution initiating Zoning Ordinance Amendment Study. 8.2 Acceptance of Gift to City Through their recent participation in the Human Race, the Dublin Senior Center raised $3,091.88. The City Council will formally accept the gift. STAFF RECOMMENDATION: Accept gift and authorize an additional appropriation of $1,500 to the FY 1994-95 Senior Center Machinery & Equipment Account. 8.3 Request for Placement of Blue Ribbons as a Jenny Lin Awareness Campaign Representatives of the Jenny Lin family are carrying out an awareness campaign to try to solve the murder of 14 year old Jenny Lin. The placement of blue ribbons in public places is being used for this campaign. STAFF RECOMMENDATION: Allow installation and subsequent removal of blue ribbons for no more than 2 weeks at the Civic Center, parks and on street trees, sUbject to conditions. 9. OTHER BUSINESS 10.
