public information several days prior to a Council meeting in the City Clerk's Office & also at the Dublin Library.
1. CALL TO ORDER
2. PLEDGE OF ALLEGIANCE TO THE FLAG
3. ORAL COMMUNICATIONS
At this time, members of the audience are permitted to address the City Council on items of interest to the public,
however, in accordance with GC 54954.2, no ACTION or DISCUSSION shall take place on aW item which is NOT on the City
Council Agenda. The Council may respond briefly to statements ~de or questions posed, or may request Staff to report
back at a future meeting concerning the matter. Furthermore, a mem~r of the City Council may direct Staff to
place a matter of business on a future agenda. Any ~rson my arrange with the City Clerk (no later than 11:00 a.m.,
on the Tuesday preceding a regular meeting) to have an item of concern placed on the agenda for the next regular
meeting. The exceptions under which the City Council may discuss an~or take action on items not appearing on the
agenda are contained in GC 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval ~ the City Council
with one single action. Members of the audience or the City Council who would like an item removed from the Consent
Calendar for purposes of public input may request the Mayor to remove the item.
4.1 City Treasurer's Investment Report as of June 30, 1994
The City's investment portfolio totals $19,028,979.88, and
funds are invested at an average annual yield of 5.428%.
STAFF RECOMMENDATION: Receive Report
4.2 Authorization to Solicit Bids for 1994-95 Annual Overlay,
Street Repair and Monuments Contract 94-05
As part of the City's street maintenance program, an annual
repair and overlay contract is let to bid to outside
contractors. This contract, in addition to the asphalt
overlay program, will repair streets to receive a future
slurry seal and raise survey monument covers to new
pavement grade.
STAFF RECOMMENDATION: Authorize Staff to advertise for bids.
4.3 Establishment of Economic Development Manager Position
A job description has been developed for an Economic
Development Manager, a full-time position which evolved as
a recommendation of the Business Development Task Force.
STAFF RECOMMENDATION: Adopt Resolutions amending the
Classification Plan and the Salary Plan.
4.4 Warrant Registers Dated June 30, 1994 ($135,624.08) and
July 11, 1994 ($59,037.31)
STAFF RECOMMENDATION: Approve
5. WRITTEN COMMUNICATION
5.1 Request from Alameda County Transportation Authority (ACTA)
regarding 1-580/I-680 Direct Connector Project
ACTA is proposing to add a new alternate plan to their
study of the south bound 1-680 to east bound 1-580 flyover
project. This new alternate would add an offramp to
Johnson Drive in Pleasanton at the request of Pleasanton.
ACTA is requesting assurance that if they spend the money
for this additional work, that both Pleasanton and Dublin
will abide by the outcome.
STAFF RECOMMENDATION: Authorize Mayor to send letter of
response to ACTA as 'outlined in the Staff Report.
5.2 Request from Dublin Swim Team Parent's Committee to build a
snack bar at the Dublin Swim Center
The City Council will consider a request t~ construct a
snack bar at the Dublin Swim Center using volunteer labor
and~donated materials. Estimated costs to the City to
construct a concrete foundation and walkway is $1,700 -
$2,100.
STAFF RECOMMENDATION: Consider request subject to approval
from the Dublin Unified School District and upon approval from
DUSD, authorize an additional appropriation from the
Contingent Reserve in an amount not to exceed $2,100.
6. PUBLIC HEARING
6.1 Ordinance establishing speed limits for Dublin Boulevard from
Dougherty Road to the Southern Pacific Railroad Right-of-Way,
Scarlett Drive and Scarlett Court
This proposed ordinance would adopt 35 mph speed limits for
Dublin Boulevard from Dougherty Road to the SPRR R-O-W,
Scarlett Drive and Scarlett Court.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
waive reading and INTRODUCE Ordinance.
7. UNFINISHED BUSINESS - None
8. NEW BUSINESS
8.1 Presentation of Dublin Business Development Task Force Report
The Dublin Business Development Task Force was formed to
make recommendations necessary to implement a local
economic development plan, address business issues, and
determine if a city Business Commission or other advisory
body should be formed to implement these recommendations.
The Task Force held 6 meetings between January and June,
1994 and developed a report which includes a variety of
recommendations designed to maintain and strengthen the
City's economic base and business climate.
STAFF RECOMMENDATION: Receive presentation from Task Force
members, review recommendations and determine which
recommendations should be pursued by the City.
8.2 General Municipal Election to be consolidated with Statewide
General Election to be held in the City of Dublin on Tuesday,
November 8, 1994
Offices to be voted on at the November election shall be 1
Mayor for a 2-year term, and 3 Councilmembers. Of the 3
Councilmembers elected, two will serve 4-year terms and the
one who receives the least votes will be elected to a 2-
year term. The Council will determine whether to allow
candidates to include 200 or 400 word statements in the
sample ballot and also whether the candidates or the City
pays for the printing of the candidates' statements.
STAFF RECOMMENDATION: Adopt Resolutions calling election,
requesting consolidation, establishing a 200 word maximum and
providing for candidate statement costs (estimated to be $250
per candidate) to be paid by candidates.
8.3 Acceptance of Gifts to City
The City's Recreation Department has recently received
three cash donations totaling $775. The City Council will
take formal action to accept the gifts.
STAFF RECOMMENDATION: Accept gifts and direct Staff to
prepare formal acknowledgments to the donors and approve
budget change form.
8.4 Schaefer Ranch General Plan Amendment Study Initiation
PA 94-028
Applicant Robert Yohai, President of Schaefer Heights,
Inc., is requesting a General Plan Amendment Study for an
approximate 452 acre parcel located north of 1-580 and
Schaefer Ranch Road.
STAFF RECOMMENDATION: Adopt Resolution initiating study.
