I. The Green Mixed Use Project
The Green Mixed Use Project is a combination of commercial and residential uses on a 27.45 acre site.
There are six neighborhoods with 37.2 residential units, a commercial district with 37. ,000 square feet of
retail and restaurant uses, and associated outdoor spaces for both portions of the project. The Applicant
is seeking eventual approval of a General Plan Amendment, Eastern Dublin Specific Plan Amendment,
Planned Development Rezoning and related Stage 1 and 2 Development Plan, Vesting Tentative Map,
Site Development Review, Development Agreement, and certification of a Final Supplemental
Environmental Impact Report.
This study session is intended to provide the City Council with an overview of the project and an
opportunity for Staff and the Applicant to receive feedback and direction. No project approvals will be
considered at this meeting. Public hearings before the Planning Commission an d City Council to take
formal action on the project will be scheduled at a later date.
STAFF RECOMMENDATION:
Provide direction on the overall project design concepts, acceptability of the design approaches to
mitigate for noise and air quality impacts to the site, and direction on the deal points for the future
Development Agreement.

3.2. Acceptance of Gifts to City from the Sponsors of the Live Healthy Dublin "Step 2 It Challenge"
The City Council will formally accept the monetary donations and present Certificates of Recognition
to the sponsors of the Live Healthy Dublin"Step 2 It Challenge."
STAFF RECOMMENDATION:
Recognize the sponsors and formally accept the contributions.
3.3. National Night Out Proclamation
The City Council will proclaim Tuesday, August 5, 2014 as National Night Out. Sponsored by the
National Association of Town Watch, the annual National Night Out campaign began in 1984 as an
effort to promote involvement in crime prevention activities, police-community partnerships,
neighborhood camaraderie and building safer communities.
STAFF RECOMMENDATION:
Present the proclamation.
3.4. Public Comments
At this time,the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your
name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or
discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions
asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City
Clerk's Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City
Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section
54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single
action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of
public input may request the Mayor to remove the item.
4.1. Minutes of the June 17,2014 Regular City Council Meeting
The City Council will consider approval of the minutes of the Regular City Council meeting of June 17,
2014.
STAFF RECOMMENDATION:
Approve the minutes of the Regular City Council meeting of June 17, 2014.
4.2. Drought Emergency Continuance
On March 18, 2014, the City Council adopted a Resolution declaring a State of Emergency in the City
of Dublin due to extreme drought conditions within the State and City. The City Council will consider
continuing extending the State of Emergency for an additional 30 days.
STAFF RECOMMENDATION:
By motion, as required by Government Code Section 8630(c), which states that the City Council shall
review the need for continuing a local emergency at least once every 30 days until the governing body
terminates the local emergency, continue the State of Emergency that was declared on March 18, 2014,
based on the fact that extreme drought conditions continue to exist within both the State of California
and City of Dublin, and the threat to the safety and welfare of Dublin residents remains.
4.3. Ordinance Adding Regulations on Electronic Cigarettes to the Dublin Municipal Code
The City Council will consider amending certain sections of the Dublin Municipal Code to clarify that
electronic smoking devices, which are commonly referred to as e-cigarettes, and their vaporous
byproducts are prohibited, controlled, and/or regulated in the same manner as tobacco products and
smoking pollution.
STAFF RECOMMENDATION:
Waive the reading and adopt an Ordinance Amending Chapter 4.40 (Tobacco Retailers), Chapter 5.56
(Smoking Pollution Control), Chapter 8.08 (Definitions), and Chapter 8.43 (Tobacco Retailers) of the
Dublin Municipal Code.
4.4. Approval of Final Map and Tract Improvement Agreement,Approval of Agreement for Long-
Term Encroachment for Landscape Features,Approval of Stormwater Treatment Measures
Maintenance Agreements and Acceptance of Park Land Dedication In-Lieu Credits for Tract
8154,Jordan Ranch Unit II Neighborhood 4 (Brookfield Trio LLC)

Brookfield Trio LLC, is filing a Final Map for Tract 8154 (Jordan Ranch,Neighborhood 4)to create six
lots for the construction of 56 condominium homes. Tract 8154 is bounded on the north by Carbondale
Way, on the east by Panorama Drive, on the south by Central Parkway and on the west by Tract 8155 —
the western half of Jordan Ranch Neighborhood 4 previously approved by City Council May 20, 2014.
STAFF RECOMMENDATION:
Adopt a Resolution Approving Final Map and Tract Improvement Agreement for Tract 8154, Jordan
Ranch, Neighborhood 4; adopt a Resolution Approving the Agreement for Long-Term Encroachment
for Landscape Features for Tract 8154, Jordan Ranch, Neighborhood 4; adopt a Resolution Approving
the Stormwater Treatment Measures Maintenance Agreements for Tract 8154, Jordan Ranch,
Neighborhood 4; and adopt a Resolution Accepting Park Land Dedication In-Lieu Credits for Park

4.5. Request for Authorization to Use ECS Refining for the Recycling of City
Electronic Waste and Surplus Computer Equipment
The City generates electronic waste in the form of surplus computers, monitors, printers and other items
that have reached the end of useful life. The City strives to dispose of these items in an environmentally

responsible manner. It is proposed to use ECS Refining for the recycling of electronic waste identified
as beyond the useful life.
STAFF RECOMMENDATION:
Adopt a Resolution Authorizing the Use of ECS Refining for the Recycling of City Electronic Waste
and Surplus Computer Equipment.
4.6. Check Issuance Report and Electronic Funds Transfers
The City Council will receive a listing of payments issued from May 1, 2014 — June 30, 2014 totaling
$13,865,215.46.
STAFF RECOMMENDATION:
Receive the report.
4.7. Acceptance of Budget Change for Asset Seizure Funds
The City Council will consider the acceptance of asset seizure funds obtained by Dublin Police
Services, in the amount of$100,000, and place these funds into a budgeted account in order to purchase
operational items for the improvement and enhancement of the department. The funds were acquired
by DPS' Special Investigations Unit through their work on several criminal investigations.
STAFF RECOMMENDATION:
Accept the $100,000 in federal asset seizure and forfeitures and approve the Budget Change.
4.8. Consolidated Impact Fee Guidelines for the Amendments to the Eastern Dublin Traffic Impact
Fee,Downtown Dublin Traffic Impact Fee, Public Facilities Fee, Fire Facilities Fee,and Noise Fee
City Staff currently utilizes administrative guidelines for the administration of several impact fee
programs, including the Eastern Dublin Traffic Impact Fee (EDTIF). The EDTIF guidelines include a
section related to the use of fee credits and the expiration dates of said credits. Staff is proposing that
the life of the credits could be extended one additional year at the discretion of the City Manager.
STAFF RECOMMENDATION:
Adopt a Resolution Amending the Consolidated Impact Fee Guidelines for the Eastern Dublin Traffic
Impact Fee, Downtown Dublin Traffic Impact Fee, Public Facilities Fee, Fire Facilities Fee, and Noise
Fee.
4.9. Award of Bid—Contract No. 14-09,2014 Annual Slurry Seal Program
The Annual Slurry Seal Program (CIP No. ST5114) will resurface several City streets and the Civic
Center parking lot with a slurry seal that will prolong the life of the existing pavement surface. As
pavement begins showing wear and stress cracking, it is important to seal the cracks to keep water from
getting under the pavement.
STAFF RECOMMENDATION:
Adopt a Resolution Awarding Contract No. 14-09, 2014 Annual Slurry Seal Program and GI4099 —
Civic Center Modification Design& Construction, to Graham Contractors Inc., and authorizing the City
Manager or his designee to approve Change Orders for the project up to the contingency amount of

$33,315; and 2)Approve the Budget Change.
4.10 Authority to Dispose of Surplus Property
▪ The City Council will consider the disposition of surplus City property in accordance with Dublin
Municipal Code Section 2.38.030. Staff has identified an Internet auction provider,
`Propertyroom.com' for their auction and disposal services of surplus City property.
STAFF RECOMMENDATION:
Adopt a Resolution Authorizing the City Manager to Execute a One-Year Service Agreement with
Propertyroom.com(Attachment 1) for Property Auction and Disposal Services of surplus city property.
4.11 Public Art Agreement—Emerald Glen Recreation and Aquatic Complex
• The City Council will consider approval of a Public Art Agreement with artist Todji Kurtzman to
fabricate and install an artwork based on the final approved design for the Emerald Glen Recreation and
Aquatic Complex. The size and height of the primary sculptural piece have been increased based on
feedback from the City Council, Heritage and Cultural Arts Commission and the Art Selection
Committee.
STAFF RECOMMENDATION:
Adopt a Resolution Approving an Agreement with Todji Kurtzman for the design, fabrication and
installation of artwork at the Emerald Glen Recreation and Aquatic Complex; and, approve the Budget
Change in the amount of$50,000 to increase size and height of the artwork.
4.12 Approval of Final Map,Tract Improvement Agreement,Agreement for Long-Term
• Encroachment for Landscape Features, and Stormwater Treatment Measures Maintenance
Agreement and Acceptance of Park Land Dedication In-Lieu Fees for Tract 8141,Jordan Ranch
Unit II (Toll CA III,L.P.)
Toll CA III, L.P., a California Limited Partnership, is filing a Final Map for Tract 8141 (Jordan Ranch,
Neighborhood 2) to create 35 individual lots for the construction of homes. Tract 8141 is located along
the west side of Sunset View Drive and the west side of Table Mountain Road.
STAFF RECOMMENDATION:
1) Adopt a Resolution Approving Final Map and Tract Improvement Agreement for Tract 8141, Jordan
Ranch, Neighborhood 2; 2) Adopt a Resolution Approving the Agreement for Long Term
Encroachment for Landscape Features for Tract 8141, Jordan Ranch, Neighborhood 2; 3) Adopt a
Resolution Approving the Stormwater Treatment Measures Maintenance Agreement with Tract 8141,
Jordan Ranch, Neighborhood 2; and 4) Adopt a Resolution Accepting Park Land Dedication In-Lieu
Credits for Park Land Dedication Requirements for Tract 8141, Jordan Ranch,Neighborhood 2.
4.13 Approval of a Memorandum of Understanding with Las Positas College/Tri-Valley One-Stop
• Career Center for Local and Regional Workforce Development Activities
The City Council is being asked to consider a three-year Memorandum of Understanding (MOU) with
the Las Positas/Tri-Valley One-Stop Career Center for local and regional workforce development
activities.
STAFF RECOMMENDATION:
Adopt a Resolution Approving the MOU with Las Positas College/Tri-Valley One-Stop Career Center
for Local and Regional Workforce Development Activities.
4.14 Approval of a Land Exchange Agreement with TL Partners II,LP,for Property on Tassajara
▪ Road
The proposed agreement would authorize the exchange of property between the City of Dublin and TL
Partners II, LP, a California limited partnership, the developer of property at 6960 Tassajara Road
(Fredrich Parcel, APN 986-0004-002-03) and 7020 Tassajara Road (Vargas Parcel, APN 986-0004-
002-01). In exchange for a portion of property owned by the City of Dublin (APN 986-0004-003-00),
the developer will provide easements and right-of-way necessary for the construction of a replacement
culvert under Tassajara Road at Moller Creek.
STAFF RECOMMENDATION:
Adopt a Resolution Approving a Land Exchange Agreement for Property on Tassajara Road with TL
Partners II, LP, and approve the Budget Change.

5. WRITTEN COMMUNICATION—None.
6. PUBLIC HEARINGS
6.1. Heritage Park General Plan/Dublin Village Historic Area Specific Plan Amendments,Planned
Development rezoning with a related Stage 1 and Stage 2 Development Plan, Site Development
Review,Parcel Map 10259,Vesting Tentative Subdivision Map-Tract 8160,Environmental
Impact Report, and Development Agreement for a 6.6-acre site
The Applicant requests approval for the demolition of a 110,000 square foot office complex and
reparcelization of a 6.6-acre site for the development of 54 small-lot, single-family detached homes and
a 14,000 square foot, two-story office building. The Project Site is currently designated Retail/Office
under the General Plan/Dublin Village Historic Area Specific Plan and zoned Planned Development.
Approximately 5.94 acres would be re-designated as Medium Density Residential, and .61 acres would
be reserved for the office building. The Site Development Review addresses both the proposed office
building and residential component, and Vesting Tentative Map 8160 would subdivide the 5.94 acre
area for the 54 units and an internal circulation system. Overall residential density would be
approximately 9.09 units per acre. The proposed General Plan/Dublin Village Historic Area Specific
Plan Amendment will be acted on under a separate Agenda item.
STAFF RECOMMENDATION:
Conduct the public hearing, deliberate, and take the following actions:
1) Take a straw vote regarding the proposed General Plan and Specific Plan Amendment;
2) Adopt a Resolution Certifying an Environmental Impact Report and Adopt CEQA mitigation
findings and a Mitigation Monitoring and Reporting Program for the Heritage Park project;
3) Waive the reading and INTRODUCE an Ordinance rezoning the Heritage Park project site to PD-
Planned Development and approving a related Stage 1 and Stage 2 Development Plan;
4) Adopt a Resolution Approving a Site Development Review, Parcel Map 10259 and Vesting
Tentative Subdivision Tract Map 8160; and
5) Waive the reading and INTRODUCE an Ordinance Approving a Development Agreement
between the City of Dublin and Bates Stringer Ventures for the Heritage Park project.

6.2. Heritage Park General Plan and Dublin Village Historic Area Specific Plan Amendment (PLPA
2013-00002) and Downtown Dublin Specific Plan General Plan Amendment(PLPA 2013-00073)
(Related to agenda item 6.1)
The City Council will consider a General Plan Amendment and Dublin Village Historic Area Specific
Plan Amendment for the Heritage Park project. The 6.55-acre project site has a current General Plan
Land Use Designation of Retail/Office. The Applicant proposed a General Plan and Specific Plan
Amendment to re-designate 5.94-acres to Medium Density Residential (0.61-acres would remain
Retail/Office). The proposed amendments would enable development of the Heritage Park project
which includes demolition of a 110,000 square foot office complex and reconfiguration of the site for
the development of 54 single-family detached homes and a 14,000 square foot, two-story office
building. The corresponding project entitlements are included as a separate item on this City Council
agenda.
The City Council will also consider an amendment to the General Plan to incorporate the recently
adopted Downtown Dublin Specific Plan Amendment. The changes include increasing the number of
residential units permitted in the Downtown by 1,200 units and decreasing the amount of commercial
square footage permitted by 773,000 square feet. The actual Downtown Dublin Specific Plan
Amendments and CEQA Addendum were previously approved by the City Council at a public hearing
on May 6, 2014.
STAFF RECOMMENDATION:
Conduct the public hearing, deliberate and adopt a Resolution Amending the General Plan and Dublin
Village Historic Area Specific Plan for the Heritage Park Project and amending the General Plan for the
Downtown Dublin Specific Plan Amendment Project.
6.3. New Energy Conservation Element of the General Plan
One of the City Council's key initiatives for Fiscal Year 2011/2012 was to revise the General Plan, and
to create a new Economic Development Element, new Water Resources Element, and a new Energy
Conservation Element. The City Council prioritized the preparation of these elements to occur over a
multi-year timeframe. The revisions to the General Plan,the new Economic Development Element, and
the new Water Resources Element were approved in 2013. At this meeting, the City Council is asked to
consider the new Energy Conservation Element, which contains background information on energy
supply, demand, and energy efficiency and conservation efforts in Dublin as well as policies related to
energy conservation in both new and existing public and private development projects.
STAFF RECOMMENDATION:
Conduct the public hearing, deliberate, and adopt a Resolution Approving a General Plan Amendment
for the New Energy Conservation Element.
7. UNFINISHED BUSINESS
7.1. Revision to "Let Dublin Decide" Ballot Question
On June 3, 2014, the City Council considered two competing citizens' initiatives that would amend the
City's General Plan, the "Dublin Open Space Initiative of 2014" and the "Let Dublin Decide Initiative."
As it is authorized to do under the Elections Code, the City Council adopted the "Dublin Open Space
Initiative of 2014" at that meeting and placed the "Let Dublin Decide Initiative" on the ballot by
adopting a resolution that included ballot question language. Because the ballot question was prepared
before the "Dublin Open Space Initiative" became law, Mayor Sbranti and Councilmember Gupta have
asked that the City Council consider revising the previously adopted ballot question for the "Let Dublin
Decide Initiative"to reflect the current state of the General Plan.
STAFF RECOMMENDATION:
Either: (a) take no action, in which case the previously approved ballot question will remain on the
ballot, or(b) adopt a Resolution Revising the Ballot Question for the "Let Dublin Decide Initiative."

7.2. Subcommittee Presentation Regarding Written Opposition to the "Let Dublin Decide Initiative"
On June 3, 2014, the City Council considered two competing citizen initiatives that would amend the
City's General Plan, the "Dublin Open Space Initiative of 2014" and the "Let Dublin Decide Initiative."
As it is authorized to do under the Elections Code, the City Council adopted the "Dublin Open Space
Initiative of 2014" and also adopted a resolution placing the "Let Dublin Decide Initiative" on the
ballot. At that meeting, the City Council authorized Mayor Sbranti and Councilmember Gupta to
consider the development of appropriate ballot language in opposition to the "Let Dublin Decide
Initiative." Mayor Sbranti and Councilmember Gupta are returning to the City Council to make a
presentation.
STAFF RECOMMENDATION:
Receive presentation from Mayor Sbranti and Councilmember Gupta.
8. NEW BUSINESS
8.1. Confirmation of Appointment of City Council 2014 Ad-Hoc Audit Review Committee
The independent auditors from the firm of Maze and Associates have scheduled their field work
necessary to complete the Comprehensive Annual Financial Report (CAFR) for the year ending June
30, 2014. The City Council will consider the establishment of an Ad Hoc Committee, comprising two
City Councilmembers,to review the audit process and final report with the auditors.
STAFF RECOMMENDATION:
Confirm the Mayor's appointment of Councilmember Hart and Councilmember Gupta as the 2014 Ad-
Hoc Audit Review Committee that will serve for a limited time. The Committee will meet with the
City's auditors to review and discuss the audit report for the period ending June 30, 2014.
8.2. Facility Use Policy Update Priorities
The City Council will receive a discussion item from Staff regarding a proposed comprehensive review
of the City's Facility Use Policies. Staff is recommending several areas of focus for the upcoming
Facility Use Policy updates. In general, these focus areas include analyzing fees, augmenting existing
facilities, and general cleanup of miscellaneous items.
STAFF RECOMMENDATION:
Receive the presentation and provide direction on the proposed approach to the Facility Use Policy
updates or provide alternate direction.
9. OTHER BUSINESS -Brief INFORMATION ONLY reports from Council and/or Staff, including
Committee Reports and Reports by Council related to Meetings Attended at City Expense (AB1234).
