Employee Introduction - La Shawn Butler The City Council will welcome La Shawn Butler, the City's new Parks and Community Services Director. STAFF RECOMMENDATION: Welcome Ms. Butler to the City Staff. 3.2. Public Comment At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk’s Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. 4.1. Approval of the June 19, 2018 Regular City Council Meeting Minutes The City Council will consider approval of the minutes of the June 19, 2018 Regular City Council meeting. STAFF RECOMMENDATION: Approve the minutes of the June 19, 2018 Regular City Council meeting. 4.2. Utility Box Art: Fiscal Year 2017-18 Project Report and 2018-19 Project Proposal The City Council will receive a report on the Fiscal Year 2017-18 Utility Box Art Project and consider approval of funding, locations, and theme for the Fiscal Year 2018-19 project. STAFF RECOMMENDATION: Approve the budget change to appropriate $1,150 from the Public Art Fund for a ninth utility box during Fiscal Year 2018-19. Approve nine utility box locations along Dublin Boulevard between Clark Avenue and Park Place, and approve as the annual theme “The New American Backyard, with an emphasis on the history of travel through Dublin.” 4.3. National Night Out Proclamation The City Council will proclaim Tuesday, August 7, 2018 as National Night Out. Sponsored by the National Association of Town Watch, the annual National Night Out campaign began in 1984 as an effort to promote involvement in crime prevention activities, police- community partnerships, neighborhood camaraderie and building safer communities. STAFF RECOMMENDATION: Present the proclamation. 4.4. Modification of Parking Regulations along Maguire Way The City Council will consider converting the existing Time-Limited No Parking zone along Maguire Way to a Tow Away zone. This action will improve garbage truck access to garbage containers for the Terraces at Dublin Ranch. STAFF RECOMMENDATION: Adopt the Resolution Amending the Dublin Traffic Code Approving Parking Regulation along Maguire Way. 4.5. Approve Contract Services Agreement with Western Pacific Signal, LLC. and JAM Services, Inc. The City Council will consider approving sole source contract services agreements wit h Western Pacific Signal, LLC and Jam Services, Inc. for the purchase and maintenance of specialized traffic signal communication and infrastructure equipment. STAFF RECOMMENDATION: Adopt the Resolution Approving Contract Services Agreement with Western Pacific Signal, LLC. as a Sole Source Vendor; and Adopt the Resolution Approving Contract Services Agreement with Jam Services Inc. as a Sole Source Vendor. 4.6. Notice of City Engineer’s Pending Decision on the Final Map for Tract 8325 Tassajara Hills Phase 3 The City Council will receive a notification of the City Engineer’s pending approval of the Final Map for Tract 8325 Tassajara Hills Phase 3. STAFF RECOMMENDATION: Receive the notification. 4.7. Payment Issuance Report and Electronic Funds Transfers The City Council will receive a listing of payments issued from June 1, 2018 - June 30, 2018 totaling $6,415,255.52. Ordinance Amending Dublin Municipal Code Sections 4.04 and 5.24 On June 19, 2018, the City Council adopted a new Master Fee Schedule, which included conducting a public hearing and waiving the reading and introducing an Ordinance amending Dublin Municipal Code Section 4.04 - Business Registration and 5.24 - Fireworks Relating to Fees-For-Service. The City Council is now being asked to waive the second reading and adopt the Ordinance. STAFF RECOMMENDATION: Waive the second reading and adopt an Ordinance of the City of Dublin Amending Dublin Municipal Code Section 4.04 - Business Registration and 5.24 - Fireworks Relating to Fees-For Service. 4.9. Acceptance of Work – Project No. ST1012, Dublin Boulevard Rule 20A Underground Utility District 2013-1 “Sierra Court to Dublin Court” The City Council will consider the acceptance of the Dublin Boulevard Rule 20A Underground Utility District 2013-1 “Sierra Court to Dublin Court” project, CIP No. ST1012. The project included the placement of Pacific Gas and Electric (PG&E), AT&T, and Comcast facilities in a joint utility trench and removing the overhead electrical and communication cables and wooden utility poles along the Dublin Boulevard from Sierra Court to Dublin Court ahead of widening Dublin Boulevard to six lanes. STAFF RECOMMENDATION: Adopt the Resolution Accepting Dublin Boulevard Rule 20A Underground Utility District 2013-1 “Sierra Court to Dublin Court” (CIP No. ST1012). 4.10. Adoption of the Tri-Valley Hazard Mitigation Plan The City Council will consider adoption of the Tri-Valley Hazard Mitigation Plan (Plan). The Plan includes a thorough hazard risk assessment, disaster mitigation priorities, and subsequent mitigation actions and projects for the Cities of Dublin, Livermore and Pleasanton, and the Dublin San Ramon Services District. STAFF RECOMMENDATION: Adopt the Resolution Approving Volume I and the Relevant Portions of Volume II including the Introduction, City of Dublin Annex and Appendices, of the Tri-Valley Hazard Mitigation Plan. 4.11. Award of Contract to Granite Construction Company, Waive Minor Bid Irregularity, Approval of Plans and Specifications and Authorize the City Manager to Execute Agreements with Alameda County Transportation Commission for the Dublin Boulevard Widening Project, Project No. ST1012 The City Council will consider awarding a construction contract to Granite Construction Company and approving the plans and specifications for the Dublin Boulevard Widening Project, (CIP Project No. ST1012). The project will widen Dublin Boulevard to three lanes in each direction and modify the median islands between Civic Plaza and Dublin Court. The contract work also includes the addition of bike lanes, new curb gutter and sidewalk along both sides of the street, installing a pedestrian bridge across the Zone 7 channel, and repaving Dublin Boulevard from Civic Plaza to Dougherty Road. STAFF RECOMMENDATION: Adopt the Resolution Approving the Plans and Specifications and Awarding a Contract for Project No. ST1012 to Granite Construction Company and Waive Minor Bid Irregularity for the Dublin Boulevard Widening Project; authorize the City Manager to Execute Agreements with Alameda County Transportation Commission; and approve the budget change. 5. WRITTEN COMMUNICATION – NONE. July 17, 2018 Dublin City Council Agenda Page 4 of 5 6. PUBLIC HEARING 6.1. Transit Center Site A-3 Planned Development Zoning with a related Stage 2 Development Plan, Site Development Review Permit, Tentative Map 8437, and Development Agreement for the Ashton at Dublin Station Project (PLPA 2017-00036) The City Council will consider a request by the Applicant, Ashton at Dublin Station, LLC, to construct a residential project comprised of 220 apartment units, residential amenities including a fitness center, pool, roof top lounge, and 331 structured parking spaces on an approximately 2.36-acre site. The application includes Planned Development Zoning, Site Development Review, Condominium Map and a Development Agreement. The City Council denied the project in March, and the Applicant subsequently filed a lawsuit against the City. In accordance with the terms of the City’s Settlement Agreement with the Applicant, the City Council will reconsider the project and consider the proposed Development Agreement. STAFF RECOMMENDATION: Waive the reading and adopt an Ordinance Approving a Planned Development Zoning Stage 2 Development Plan for the Transit Center Site A-3; adopt the Resolution Approving a Site Development Review Permit and Tentative Map 8437 for the Transit Center Site A-3 project; and waive the reading and adopt an Ordinance Approving a Development Agreement between the City of Dublin and Ashton Station at Dublin, LLC. 7. UNFINISHED BUSINESS 7.1. Consolidation of Human Services Commission and Parks and Community Services Commission The City Council will consider a consolidation of two commissions, Parks and Community Services and Human Services, as was discussed at its February 3, 2018 Strategic Planning meeting. As part of that action, the City Council will consider increasing the consolidated Commission to an eight-member body and change one of the 2020 terms to two years, or convert any vacated term prior to 2020 to two years, whichever comes first. The consolidation would be effective beginning in December 2018. STAFF RECOMMENDATION: Adopt the Resolution Approving the Consolidation of the Human Services Commission and its activities into the Parks and Community Services Commission, Amending and Restating the Parks and Community Services Commission Bylaws; and Approving a Two-Year Term for One Commissioner Appointed to the 2020 seat. 7.2. Consideration of Extending the Memorandum of Understanding for Valley Children's Museum’s Potential Use of a Portion of Don Biddle Community Park The City Council will consider a request from Valley Children’s Museum to extend the Memorandum of Understanding between the City of Dublin and Valley Children’s Museum from July 1, 2018 to December 31, 2019. STAFF RECOMMENDATION: Receive the report and provide Staff direction on extending the Memorandum of Understanding. 8. NEW BUSINESS 8.1. Appointment to the Tri-Valley Water Liaison Committee The City Council will consider selection of a City Council member to serve on the Tri-Valley Water Liaison Committee. STAFF RECOMMENDATION: Appoint a City Council member to serve on the Tri-Valley Water Liaison Committee. 9. OTHER BUSINESS Brief information only reports from City Council and/or Staff, including committee reports and reports by City Council related to meetings attended at City expense (AB1234).
