3.1. Employee Introductions: Rae Ferrer, Nick Zhao, Anne Wong, Zoe Wang, and Erwin
Ching
New members of City Staff will be introduced: Rae Ferrer, Economic Development Intern;
Nick Zhao, Public Works Intern; Anne Wong, Community Development Intern; Zoe Wang,
MTC Intern; and Erwin Ching, Associate Civil Engineer.
STAFF RECOMMENDATION:
Staff recommends that the City Council welcome City of Dublin Staff members.
3.2. National Night Out Proclamation
The City Council will proclaim Tuesday, August 2, 2016 as National Night Out. Sponsored
by the National Association of Town Watch, the annual National Night Out campaign began
in 1984 as an effort to promote involvement in crime prevention activities, police-community
partnerships, neighborhood camaraderie and building safer communities.
STAFF RECOMMENDATION:
Staff recommends that the City Council present the proclamation.
3.3. Update on Livermore Amador Valley Transit Authority's (LAVTA) Activities
The City Council will receive an update about Livermore Amador Valley Transit Authority's
(LAVTA) activities from Michael Tree, Executive Director.
STAFF RECOMMENDATION:
Staff recommends that the City Council receive the presentation.

3.4. Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and
clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with
State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Council may
respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the
matter. Any member of the public may contact the City Clerk’s Office related to the proper procedure to place an item on a
future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not
appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with
one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent
Calendar for purposes of public input may request the Mayor to remove the item..
4.1. Minutes of the June 21, 2016 Regular City Council Meeting
The City Council will consider approval of the minutes of the June 21, 2016 Regular City
Council meeting.
STAFF RECOMMENDATION:
Staff recommends that the City Council approve the minutes of the June 21, 2016 Regular
City Council meeting.
4.2. Confirmation of Appointment of City Council 2016 Ad-Hoc Audit Review Committee
The City’s independent auditors, Maze and Associates, have commenced the field work
necessary to complete the Comprehensive Annual Financial Report (CAFR) for year ending
June 30, 2016. The City Council will consider the establishment of an Ad-Hoc Committee,
comprised of two City Councilmembers, who will review the audit process and final report
(for the period ending June 30, 2016) with the auditors.
STAFF RECOMMENDATION:
Staff recommends that the City Council confirm the Mayor’s appointment of Councilmember
Biddle as well as himself to the 2016 Ad-Hoc Audit Review Committee that will serve for a
limited time.
4.3. Consulting Services Agreement with Jordan & Associates, Inc. for Federal Legislative
Services
The City Council will consider approval of a Consulting Services Agreement with Jordan &
Associates, Inc. to provide Federal Legislative Services for Fiscal Year 2016/17. Jordan &
Associates, Inc. will continue to represent the Tri-Valley cities (Town of Danville and Cities
of Dublin, Livermore, Pleasanton, and San Ramon), related to interests of regional concern.
STAFF RECOMMENDATION:
Resolution
Staff recommends that the City Council adopt the Approving a Consulting
Services Agreement with Jordan & Associates, Inc. for Federal Legislative Services for
Fiscal Year 2016/17.
4.4. Electric Vehicle (EV) Charging Stations – Revised Fee Structure and Introduction of an
EV Parking Ordinance
The City Council will consider proposed changes to the Electric Vehicle (EV) charging
station fee structure to cover some of the City’s maintenance and operation costs. In addition,
the City Council will consider approving a new EV parking ordinance and amending the
City’s Municipal Code.
STAFF RECOMMENDATION:
Staff recommends that the City Council, waive the reading, INTRODUCE an Ordinance
adding Dublin Municipal Code Section 6.04.295 regarding Electric Vehicle Parking to the
Resolution
Dublin Traffic Code; and adopt the Amending the City of Dublin Master Fee
Schedule by modifying the Electric Vehicle charging station fee.

4.5. Summary Vacation of Unused Right-of-Way on Saint Patrick Way, Approval of
Quitclaim Deed and Exempting Certain Minor Dispositions and Acquisitions of Real
Property from Required Report to the City Council by the Planning Commission as to
their General Plan Consistency (Essex Dublin Owner, L.P.)
Essex Dublin Owner, L.P. (Essex) is requesting a Summary Vacation of eight square feet of
right-of-way previously dedicated to the City for the future extension of Saint Patrick Way.
Staff has determined that the right-of-way is no longer required. The proposed Quitclaim
Deed would quitclaim the vacated public right-of-way back to Essex. In exchange, the City
would no longer be responsible for maintenance of the right-of-way.
STAFF RECOMMENDATION:
Resolution
Staff recommends that the City Council adopt the Summarily Vacating Unused
Right-of-way on Saint Patrick Way and Approving Quitclaim Deed; and adopt the
Resolution
Exempting Certain Minor Dispositions and Acquisitions of Real Property or
Interests in Real Property from Required Report to the City Council by the Planning
Commission as to their General Plan Consistency.
4.6. Amendment to Agreement with SWA Group for the Dublin Crossing Park Master Plan
The City Council will consider a contract amendment with SWA Group for additional
consulting services to complete the design for Dublin Crossing Park Master Plan (CIP No.
PK0115).
STAFF RECOMMENDATION:
Resolution
Staff recommends that the City Council adopt the Approving an Amendment to
the Agreement between the City of Dublin and SWA Group for Additional Services for the
Dublin Crossing Park Master Plan (CIP NO. PK0115).
4.7. Termination of Local Drought State of Emergency
The City Council will consider a resolution terminating its declaration of a local drought
emergency.
STAFF RECOMMENDATION:

Staff recommends that the City Council adopt the regarding Termination of
Local Drought State of Emergency.
4.8. Approval of Agreement with the City of Livermore for Inclusion of Dublin Street
Improvements in City of Livermore Slurry Seal 2016 Project and Implementation of
Parking Regulations along Amador Plaza Road
The City Council will consider approving the Agreement with the City of Livermore to
include micro surfacing pavement treatment of Amador Plaza Road from Dublin Boulevard
to Amador Valley Boulevard in Livermore’s Slurry Seal 2016 Project. The City Council will
also consider implementation of parking restrictions along parts of Amador Plaza Road from
Dublin Boulevard to Amador Valley Boulevard to improve visibility and safety for vehicle,
pedestrian, and bicycle traffic and to accommodate the installation of bike lanes.
STAFF RECOMMENDATION:

Staff recommends that the City Council adopt the Approving an Agreement
between the City of Livermore and City of Dublin to Include City of Dublin Street
Improvements in City of Livermore Slurry Seal 2016 Project 2016-04 and for the City of
Dublin to Reimburse the City of Livermore for the Portion of Work Taking Place Within the
Resolution
City of Dublin; and adopt the Amending the Dublin Traffic Code Approving
Parking Regulations Along Amador Plaza Road.
4.9. Contract Instructor Services Agreements
The City Council will consider approval of Contract Instructor Services Agreements for
recreation services, which include the following categories: tennis and soccer. The term of
these Agreements shall begin on July 19, 2016, and shall end on December 31, 2017.

Staff recommends that the City Council adopt the Approving Contract Instructor
Services Agreements with Akshay Arora dba Arora Tennis and Fitness and North American
Youth Activities, LLC dba Kidz Love Soccer for Recreation Services.
4.10. Resolution Amending the Resolution Approving an Agreement with All City
Management Services
The City Council will consider amending the resolution approving an agreement with All
City Management Services for crossing guard services, to specify that the not-to-exceed
compensation for Fiscal Year 2015-2016 be determined during the City’s budget process
without the need for City Council approval of a contract amendment. This action will bring
the resolution in line with the language in the existing agreement.

Staff recommends that the City Council adopt the Approving an Amendment to
Resolution No. 63-14.
4.11. Consulting Services Agreements for Firms to Provide Contract Planning and Building
Related Services on an As Needed Basis
The City Council will consider approving Consulting Services Agreements for firms to
provide contract planning and building related services on an as needed basis. The planning
related service categories include contract planning services; landscape design review;
architectural design review; arboricultural services; acoustical analysis; biological resource
analysis and documentation; and environmental analysis and documentation. The building
related services include plan check, inspections, and building code compliance activities.
The proposed agreements would cover a three-year term that expires on June 30, 2019.
STAFF RECOMMENDATION:

Staff recommends that the City Council adopt the Approving Consulting
Services Agreements for On-call Contract Planning and Building Services, with the
following consultants: A.S. Dutchover & Associates; Davey Resource Group; Dudek; First
Carbon Solutions; Jerry Haag & Associates; Kimley-Horn and Associates; Kluber &
Associates; Loewke Planning Associates; LSA; M Group; Michael Baker International;
RRM Design Group; Shums Coda Associates; TRB + Associates, Inc.; West Coast Code
Consultants, Inc.; and 4LEAF, Inc.
4.12. Payment Issuance Report and Electronic Funds Transfers
The City Council will receive a listing of payments issued from June 1, 2016 - June 30, 2016
totaling $16,001,117.85.
STAFF RECOMMENDATION:
Staff recommends that the City Council receive the report.
4.13. Notice of Pending Decision on Final Maps for Tract 8268 and Tract 8269 in Jordan
Ranch
In accordance with Chapter 9.24.80 of the Dublin Municipal Code, the City Council is
hereby notified of the City Engineer’s pending approval of the Final Map for Tract 8268,
Neighborhood 5 at Jordan Ranch and the Final Map for Tract 8269, Neighborhood 7 at
Jordan Ranch. The City Engineer shall approve the Final Maps within 10 days following this
notification.
STAFF RECOMMENDATION:
Staff recommends that the City Council receive the notification.

4.14. Update and Background on the Tassajara Road Culvert Replacement Project
The City Council will receive an update and additional background on the Tassajara Road
culvert replacement project that required the temporary closure of Tassajara Road in both
directions beginning May 2 until December 1, 2016.
STAFF RECOMMENDATION:
Staff recommends that the City Council receive the report.

8. NEW BUSINESS
8.1. Arts Space Grant Pilot Program Proposal
The City Council will consider a Staff proposal for an Arts Space Grant pilot program, under
which the City Council would allocate use of a portion of the City’s time at Dublin High
School Center for the Performing Arts and Education to nonprofit arts groups. Selected City-
owned facilities are also included in the pilot program. Staff presented this pilot program to
the Heritage and Cultural Arts Commission on June 9, 2016 and the Commission is
recommending the program as proposed.
STAFF RECOMMENDATION:
Staff recommends that the City Council approve the Arts Space Grant pilot program.
8.2. Youth Performances at a Farmers’ Market
The City Council will receive a report for a proposed youth Battle of the Bands and Dance
Competition at a Farmers’ Market event in late summer 2016.
STAFF RECOMMENDATION:
Staff recommends the City Council approve the budget change in the amount of $5,000 for a
Youth Battle of the Bands and Dance Competition to be held at the final Dublin Farmers’
Market of the 2016 season.
8.3. Future of Undeveloped Properties along Tassajara Road in Dublin
Rural properties on Tassajara Road are becoming increasingly surrounded by suburban
development. Current zoning allows the existing uses-mainly residential but in some cases
agricultural businesses-to continue. Some of these properties have limited development
potential, and for that reason development proposals are not anticipated in the near future.
The purpose of this report is to identify the options that the City Council has to address the
future of these properties.
STAFF RECOMMENDATION:
Staff recommends that the City Council receive the report and provide direction to Staff on
what options, if any, it desires to pursue.
8.4. Dublin CEQA Guidelines and Procedures
The City Council will receive a report and consider adopting the proposed City of Dublin
CEQA Guidelines and Procedures. The proposed document complies with the requirements
of the Public Resources Code and replaces the City’s previous Environmental Guidelines that
were adopted in 1990.

Staff recommends that the City Council receive the Staff Report and adopt the
Rescinding Resolution No. 20-90 and Adopting the City of Dublin CEQA Guidelines and
Procedures.
