3.1 Appointment of Martin Sirlin to Senior Center Advisory
Committee
STAFF RECOMMENDATION: Confirm appointment.
3.2 Proclamation honoring Dan Downey for his community service on
the Planning Commission and the Parks & Recreation Commission
3.3 Presentation of Tri-Valley Herald Clean Sweep Award to Lt.
Col. Mark Nelson, Parks Reserve Forces Training Area
At this time, members of the audience are permitted to a~ress the City Council on items of interest to the pubtic,
however, in accordance with GC 54954.2, no ACTION or DISCUSSION shall take place on any item which is NOT on the City
Council Agenda. The Council may respond briefly to statements made or questions posed, or may request Staff to report
back at a future meeting concerning the matter. Furthermore, a member of the City Council may direct Staff to
place a matter of business on a future agenda. Any person may arrange with the City Clerk (no later than 11:00 a.m.,
on the Tuesday preceding a regular meeting) to have an item of concern placed on the agenda for the next regular
meeting. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the
agenda are contained in GC 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval ~ the City Council
with one single action. Members of the audience or the City Council who would like an item removed from the Consent
Calendar for purposes of public input may request the Mayor to remove the item.
4.1 Minutes: Adjourned Regular Meeting (Budget) of June 21, 1994

STAFF RECOMMENDATION: Approve
4.2 Cable Television Regulation Consultant Agreement
In February, 1994, the City Council directed Staff to file
for certification as a local franchising authority that can
regulate basic cable television rates. As a certified
local franchising authority, the City must analyze Form
393, a document submitted by the cable operator, Viacom
Cable Television. A consultant is needed to provide the
necessary level of expertise required in this process.
STAFF RECOMMENDATION: Authorize City Manager to execute
agreement with Telecommunications Management Corporation for
cable regulation consulting.
4.3 Authorization to Solicit Bids for the Annual Slurry Seal
Program, Contract No. 94-06
Slurry seal is a preventive maintenance technique used to
prolong the life of a street. The total budget for the
annual slurry seal contract is $40,000.
STAFF RECOMMENDATION: Authorize Staff to advertise for bids.
4.4 Award of Contract for Computer Consulting Services
A Consultant is needed to provide Staff with additional
expertise related to the installation of a local area
computer network system in the Civic Center.
STAFF RECOMMENDATION: Award Contract not to exceed $3,800 to
Micro Business Systems and authorize city Manager to execute
contract.
4.5 Agreement with Alameda County for Additional Library Services
Funds were included in the Fiscal .Year 1994-95 Budget for
the City of Dublin to fund 14 hours per week of library
service at the Dublin Branch of the Alameda County Library.
An agreement has been prepared for these additional hours
of service.

5. WRITTEN COMMUNICATION - None
'6. PUBLIC HEARING
6.1 Ordinance establishing speed limits for Dublin Boulevard from
Dougherty Road to the Southern Pacific Railroad Right-of-Way,
Scarlett Drive and Scarlett Court
This is the second reading of a proposed ordinance which
would adopt 35 mph speed limits for Dublin Boulevard from
Dougherty Road to the SPRR R-O-W, Scarlett Drive and
Scarlett Court. The ordinance was introduced at the
July llth Council meeting.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
waive reading and ADOPT Ordinance.
6.2 Landscaping and Lighting Assessment District No. 86-1
(Villages @ Willow Creek)
This assessment district maintains certain landscaping
improvements associated with the Villages @ Willow Creek
development. The assessment is not proposed to increase
over last year's assessment.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
adopt Resolution approving Engineer's Report, Confirming
Diagram and Assessment, and ordering levy of assessment; and
authorize Mayor to execute budget change form.
6.3 Landscaping and Lighting Assessment District No. 83-2 (Tract
4719)
This assessment district funds the cost of maintenance for
the landscaped slopes along Stagecoach Road and the
"interior slopes" of Agate Way and Coral Way. The
assessment for 1994-95 is proposed to remain the same as
the 1993-94 assessment.
STAFF RECOMMENDATION: Open public hearing; receive testimony;
approve budget change form; continue public hearing to Council
meeting of August 8, 1994.
6.4 Citywide Street Lighting Maintenance Assessment District 83-1
This assessment district funds the energy and maintenance
costs for the City's street lighting system. The 1994-95
assessment is proposed to be the same as last year's
assessment.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
adopt Resolution approving Engineer's Report, Confirming
Diagram and Assessment, and ordering levy of assessment
6.5 Draft Parks and Recreation Master Plan
The City Council will review the draft Parks and Recreation
Master Plan which establishes goals, policies and standards
for the acquisition, development and management of park and
recreation facilities.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
adopt Resolutions 1) adopting a Negative Declaration of
Environmental Significance and 2) adopting the Dublin Parks
and Recreation Master Plan.

8. NEW BUSINESS
8.1 Prohibition of Advertising Material Distributed to Homes in
Plastic Bags with Rocks
The City Attorney has investigated the legality of
distributing advertising material to homes in plastic bags
with rocks, and has concluded that the City Council could
constitutionally adopt an ordinance prohibiting all
distribution of all commercial advertising on public and
private property.
STAFF RECOMMENDATION: Review city Attorney's memorandum and
provide appropriate direction to Staff.

10. CLOSED SESSION - Conference with Legal Counsel regarding existing
litigation in accordance with Government Code Section 54956.9(a):

11. ADJOURNMENT
NOTE: Community TV Channel 30 has scheduled a live call-in show on
Tuesday, July 26, 1994 from 7:30 p.m. to 8:30 p.m. The Dublin City
Council will participate, and callers may ask questions of the Mayor
and/or Councilmembers at that time.
