3. ORAL COMMUNICATIONS
3.1. Introduction of New City Employee; Re-Introduction of Recently Promoted Employees
A new City employee, Lisa McPherson, Recreation Supervisor, will be introduced. Andrew Russell will
be re-introduced having recently been promoted to Assistant Public Works Director/City Engineer, as
will Obaid Khan, who was promoted to Public Works Transportation and Operations Manager.
STAFF RECOMMENDATION:
Welcome new City employee and acknowledge City employees having recently been promoted.
3.2. Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your
name for the record. COMMENTS SHOULD NOT EXCEED THREE(3)MINUTES. In accordance with State Law,no action or discussion
may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or
may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office
related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY
discuss and/or take action on items not appearing on the agenda are contained in Govemment Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action.
Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input
may request the Mayor to remove the item.
4.1. Minutes of the August 19,2014 Regular City Council Meeting
The City Council will consider approval of the minutes of the Regular City Council meeting of
August 19, 2014.
STAFF RECOMMENDATION:
Approve the minutes of the August 19, 2014 Regular City Council meeting.
4.2. "splatter" Event Street Closures
On September 20, 2014, the third annual "splatter" event will be held at Emerald Glen Park. An aerial
fireworks display will take place at the conclusion of the event. The fireworks area "fallout zone" is a
350-foot radius from the firing area and requires the temporary closure of a portion of Central Parkway
between Persimmon Drive and Glynnis Rose Drive.

STAFF RECOMMENDATION:
Adopt the Resolution Authorizing the Temporary Street Closures for the 2014 "splatter"Event.

6. PUBLIC HEARINGS
6.1. Transit Center Site A-1 General Plan/Eastern Dublin Specific Plan Amendments,Planned
Development Rezoning with a Related Stage 1 and Stage 2 Development Plan, Site Development
Review,Vesting Tentative Map 8167 for 52 Townhouse Condominium Units and a CEQA
Addendum for a 2.86-Acre Site
The Applicant, Summerhill Homes, is proposing to construct 52 townhouse condominium units on a
2.86-acre site at the Transit Center. The site currently has a land use designation of High Density
Residential (25.1 or greater units per acre) with consistent Planned Development (PD) zoning. The
Applicant is requesting approval of a General Plan and Eastern Dublin Specific Plan Amendment to
change the land use designation to Medium-High Density Residential (14.1 to 25 units per acre) with
corresponding PD rezoning and related Stage 1 and Stage 2 Development Plan. The Application also
includes a Site Development Review, Vesting Tentative Map 8167 and a CEQA Addendum.
STAFF RECOMMENDATION:
Conduct the public hearing, deliberate, and take the following actions: 1) Take a straw vote regarding
the proposed General Plan and Specific Plan Amendment; 2) Adopt the Resolution Adopting a CEQA
Addendum and a Related Statement of Overriding Considerations for the Transit Center Site A-1
Project; 3) Waive the reading and INTRODUCE an Ordinance Rezoning the Transit Center Site A-1 to
PD-Planned Development Zoning District and Approving a related Stage 1 and Stage 2 Development
Plan; and 4) Adopt the Resolution Approving a Site Development Review Permit and Vesting Tentative
Map 8167 for Transit Center Site A-1 Project.
6.2. Construction and Demolition Ordinance Amendments
The City's Construction and Demolition (C&D) Debris Ordinance requires that projects with a valuation
of$100,000 or more recycle 100% of all concrete & asphalt and 50% of all other materials. The City
Council will consider amendments to the City's C&D Debris Management Ordinance to increase the
diversion rate to 65% for tenant improvements and to 75% for new development, modify exemptions
that impact the exclusivity provisions of the City's agreement with Amador Valley Industries (AVI) and
add a protocol for handling unauthorized containers.
STAFF RECOMMENDATION:
Conduct the public hearing, deliberate, waive the reading and INTRODUCE an Ordinance Amending
Chapter 5.32 (Solid Waste Management) and Chapter 7.30 (Waste Management Plan) relating to the
Collection and Recycling of Construction and Demolition Debris.
7. UNFINISHED BUSINESS
7.1. Adoption of Urgency Ordinance and Introduction of an Ordinance Amending Section 2.28.030 of
the Dublin Municipal Code Relating to Campaign Contributions
At the August 19, 2014 City Council meeting, the City Council directed the City Attorney's Office to
draft an amendment to Section 2.28.030 of the Dublin Municipal Code that would allow candidates to
transfer funds between campaign accounts but require the transferred funds to be attributed to specific
contributors for the purposes of the $500 limit on contributions with respect to the receiving campaign
account. The City Attorney's Office has prepared two ordinances, an urgency ordinance and a regular
ordinance, consistent with the City Council's direction.
STAFF RECOMMENDATION:
Either: Waive the reading of and adopt, by a four-fifths vote, an Urgency Ordinance Amending
Section 2.28.030 of the Dublin Municipal Code; and waive the reading of and INTRODUCE an
Ordinance Amending Section 2.28.030 of the Dublin Municipal Code; or Waive the reading of and
INTRODUCE an Ordinance Amending Section 2.28.030 of the Dublin Municipal Code.

8. NEW BUSINESS
8.1. Guidelines Update for the Inclusionary Zoning Ordinance Regulations and First Time Homebuyer
Loan Program
The City Council will receive a report regarding the status of the City's below market rate home
programs and First Time Homebuyer Loan Program and will consider proposed revisions to program
procedures and requirements. The proposed changes are intended to improve the clarity and usability of
program documents and address issues encountered in the ongoing administration of these programs.
STAFF RECOMMENDATION:
Adopt the Resolution Approving the Updated Guidelines to the Inclusionary Zoning Ordinance
Regulations, and First Time Homebuyer Loan Program Guidelines.
8.2. Composition of Fallon Sports Park Public Art Selection Committee
The City Council approved the 2014-2019 Capital Improvement Program (CIP) which included the
public art project at Fallon Sports Park. Staff is requesting direction at this time regarding the
composition of the Public Art Selection Committee.
STAFF RECOMMENDATION:
Approve the composition of the Fallon Sports Park Public Art Selection Committee proposed by Staff.
8.3. Authorization of Units from the Development Pool and Related Community Benefit Agreement
Deal Points with Bay West Development
Bay West Development seeks units from the Downtown Dublin Specific Plan Development Pool in
order to develop an already approved project on the former Crown Chevrolet site. Staff will present the
negotiated deal points to be included in the Community Benefit Agreement and is requesting
authorization from the City Council to proceed in its preparation.
STAFF RECOMMENDATION:
Authorize preparation of a Community Benefit Agreement that includes the negotiated deal points
summarized in this report.
8.4. Request for Sewer Capacity Assistance
The City received a request from Urban Plates to participate in the City's Sewer Capacity Assistance
Program. Urban Plates is in contract to lease a commercial suite located at Persimmon Place. Urban
Plates proposes to use the assistance to offset the costs for their improvements.
STAFF RECOMMENDATION:
By motion,provide direction regarding request to participate in City's Sewer Capacity Assistance Program.
83. Reconsideration of Sewer Capacity Assistance Program Criteria
The Standing Economic Development Committee requested Staff to bring the Sewer Capacity
Assistance Program back to the City Council to consider revisions that would remove the different rates
for specific geographic areas (such as the Priority Development Areas) and adopt the rates used in the
Dublin Transit Center/Dublin Crossing and Dublin Town Center citywide.
STAFF RECOMMENDATION:
Receive the report and provide direction to Staff regarding changing the geographic designations of the
Program.
9. OTHER BUSINESS -Brief INFORMATION ONLY reports from Council and/or Staff, including
Committee Reports and Reports by Council related to Meetings Attended at City Expense (AB 1234).
