PUBLIC EMPLOYEE PERFORMANCE EVALUATION Title: City Manager REGULAR MEETING 7:00 PM 1. CALL TO ORDER& PLEDGE OF ALLEGIANCE TO THE FLAG 2. REPORT ON CLOSED SESSION 3. ORAL COMMUNICATIONS 3.1. Re-Introduction of Lisa Hisatomi, Assistant Administrative Services Director Lisa Hisatomi will be re-introduced, having recently been promoted to Assistant Director of Administrative Services. STAFF RECOMMENDATION: Acknowledge City employee having recently been promoted. 3.2. Accept Contributions to 2013 National Night Out Several Dublin businesses supported the City's National Night Out celebrations with in-kind donations. The donations will be accepted by the City Council and the businesses will be recognized. STAFF RECOMMENDATION: Recognize the donors and formally accept the donations. 3.3. Public Comments At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked,or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 4. CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. Minutes of the August 20, 2013 Regular City Council Meeting The City Council will consider approval of the minutes of the Regular City Council meeting of August 20, 2013. STAFF RECOMMENDATION: Approve the minutes of the Regular City Council meeting of August 20, 2013. 4.2. Second Reading and Adoption of an Ordinance relating to Compensation for Human Services Commission Members At the August 20, 2013 meeting, the City Council discussed a Human Services Commission and adopted the related resolutions and ordinances necessary to create the Commission. This is the second reading of the Ordinance relating to Compensation for Human Services Commission Members. STAFF RECOMMENDATION: Waive the second reading and adopt the Ordinance relating to Compensation for Human Services Commission Members. 4.3. Approval of Transfer of City Property to the State of California as Part of the I-580/Fallon Road Interchange Improvement Project In 2010, the City of Dublin accepted the I-580/Fallon Road Interchange Improvement Project which increased the capacity of the Interchange to accommodate new development in Eastern Dublin. As part of the City's Cooperative Agreement with the State of California, the City is required to transfer one parcel of land to the State that was previously deeded to the City for the purpose of constructing the freeway interchange project. STAFF RECOMMENDATION: Adopt Resolution approving the transfer of one parcel of land to the State of California in conjunction with the City's 1-580/Fallon Road Interchange Improvement Project. 4.4. Fourth Amendment to Agreement for Legal Services with Meyers Nave Meyers Nave, the law firm that has served as Dublin's City Attorney since its incorporation, has requested that the City Council consider amending its legal services agreement with the City to increase the hourly rates to $225 for general legal services, to $270 for litigation, and to a range between $250- $350 depending on attorney experience for work for which the City is reimbursed by third parties. STAFF RECOMMENDATION: Approve the Fourth Amendment to Agreement for Legal Services and authorize Mayor to execute same. 5. WRITTEN COMMUNICATION —None. 6. PUBLIC HEARINGS —None. 7. UNFINISHED BUSINESS 7.1. Economic Impact Analysis of Proposed Zoning Ordinance Amendments Related to Multi-Family Parking Regulations On February 7, 2012, the City Council received an informational report on the status of parking in Area G of Dublin Ranch and directed Staff to prepare Zoning Ordinance Amendments related to multi-family parking regulations. Staff presented the proposed Zoning Ordinance Amendments to the Planning Commission on July 10, 2012; the Planning Commission recommended City Council approval of the amendments, with modifications. Based on feedback received from the development community, the City Council directed Staff to enter into a Consulting Services Agreement with Economic & Planning Systems (EPS), to prepare an economic impact analysis of the proposed Zoning Ordinance Amendments on future residential projects. The economic impact analysis is complete and Staff is reporting back to the City Council on the findings and seeking direction related to the proposed Zoning Ordinance Amendments. STAFF RECOMMENDATION: Receive the report and provide direction on the proposed Zoning Ordinance Amendments related to multi-family parking regulations. Approve an Agreement with North Star for the City's Marketing and Branding Plan The City Council adopted the Economic Development Strategy in November 2012, which included a recommendation for the creation of a comprehensive marketing and branding plan for the City. Staff initiated a Request for Qualification (RFQ) process, held interviews, conferred with the Council's Economic Development Committee and is recommending the firm, North Star Destination Strategies. STAFF RECOMMENDATION: Adopt Resolution Approving an Agreement with North Star Destination Strategies for the Marketing and Branding Plan; and approve the Budget Change. 8.2. Request for Sewer Capacity Assistance The City received a request from Stanforth Holding Company, LLC, owners of Grafton Station, to participate in the City's Sewer Capacity Assistance Program. Stanforth proposes to use the assistance to partially offset the costs associated with two future food tenants, Little Sheep and the Dumpling Factory. STAFF RECOMMENDATION: Authorize the allocation of sewer capacity to Stanforth Holding Company LLC. 8.3. Establishment of the Ad-Hoc Marketing and Branding Committee and a Standing Federal and Military Communities Committee The City Council will consider the establishment of two Staff-recommended committees, Marketing and Branding and Federal and Military Communities, as well as the Mayor's appointments of Mayor Sbranti and Councilmember Abe Gupta to Marketing and Branding and Councilmembers Hart and Haubert to Federal and Military Communities. STAFF RECOMMENDATION: Adopt Resolution Establishing an Ad-Hoc Marketing and Branding Committee; adopt Resolution Establishing a Standing Federal and Military Communities Committee; and approve the Mayor's appointments to each of the Committees. 9. OTHER BUSINESS Brief INFORMATION ONLY reports from Council and/or Staff, including Committee Reports and Reports by Council related to Meetings at City Expense (AB1234). 10.
