3.2. Constitution Week 2011 Proclamation
The City Council will present a Proclamation regarding "Constitution Week 2011."
STAFF RECOMMENDATION: Present proclamation.
3.3. "Freedom to Read Week, 2011" Proclamation
The City Council will present a Proclamation regarding `Freedom to Read Week, 2011."
STAFF RECOMMENDATION: Present proclamation.
3.4. Presentation from Alameda County Library regarding Current Events
The Alameda County Library will present an informational report on current events at the Dublin
Library.
STAFF RECOMMENDATION: Receive the presentation.
4.. CONSENT CALENDAR
4.1. Minutes of Regular Meeting of September 6, 2011
The City Council will consider approval of the minutes of the Regular City Council Meeting of
September 6, 2011. ~

4.2. Annual Review of City Investment Policy and Delegation of Authority To Complete
Investment Transactions
The adopted Investment Policy for the City of Dublin includes a provision for an annual review of
the policy to be presented at a public meeting. The City Council is also required to annually
designate positions authorized to complete investment transactions. No changes are
recommended. In accordance with State Law the City Council can only delegate for a one year
period the responsibility to complete investment transactions. The City Council has authorized in
the past the City Treasurer (Administrative Services Director) and Deputy City Treasurers (City
Manager and / or Finance Manager).
STAFF RECOMMENDATION: Adopt Resolution adopting the 2011 Annual Review of
Investment Policy and Delegation of Authority to Complete Investment Transactions.
4.3. Request for Authorization to Use ECS Refining for the Recycling of City Electronic Waste
and Surplus Computer Equipment
The City generates electronic waste in the form of computers, monitors, printers and other items
that have reached the end of useful life. The City strives to dispose of these items in an
environmentally responsible manner. It is proposed to use ECS Refining for the recycling of
electronic waste that has accumulated over the past 6 months.
STAFF RECOMMENDATION: Adopt Resolution authorizing the use of ECS Refining for the
recycling of City electronic waste and surplus computer equipment.
4.4. Park Lighting Replacement Project, Contract No. 11-11
The Park Lighting Replacement project will replace the park lighting at Kolb, Dolan and Shannon
Parks. Staff is seeking City Council authorization for Staff to advertise for bids.
STAFF RECOMMENDATION: Authorize Staff to advertise Contract No. 11-11, Park Lighting
Replacement Project.
4.5. Consulting Services Agreement with Pakpour Consulting Group, Inc., for Construction
Administration and Inspection Services
The City Council will consider a Consulting Services Agreement with Pakpour Consulting
Group, Inc., for Construction Administration and Inspection Services for FY 2012 street
resurfacing programs as identified in the 2010-2015 Capital Improvement Program.
STAFF RECOMMENDATION: Adopt Resolution approving the Consulting Services Agreement
with Pakpour Consulting Group, Inc., for Construction Administration and Inspection Services.
4.6 Water Smart Innovations Conference
Staff was notified that the City of Dublin was granted a scholarship in the amount of $350 to
cover registration costs to attend the Water Smart Innovations Conference in Las Vegas, Nevada
on October 5-6, 2011. As this conference is out of state, Staff is requesting City Council
authorization to attend the conference on water efficiency.
STAFF RECOMMENDATION: Authorize Staff to attend out of state conference.
4.7 Check Issuance Reports and Electronic Funds Transfers (300-40)
STAFF RECOMMENDATION: Review and Authorize the issuance of payments.
4.8 Preliminary Quarterly Financial Report for the Period Ending June 30, 2011 (4th Quarter)
And Final Fiscal Year 2010/2011 Budget Changes
The City Council will be presented with preliminary information related to the revenues and
expenditures through the end of the fourth quarter of Fiscal Year ending June 30, 2011. At this
time the annual financial audit has not been completed, therefore, the financial reports as
presented are preliminary. In order to prepare the report in some cases estimates were used which
will be updated with the final information when it is received. The auditors are scheduled to be
on site beginning October 17th, 2011. Consistent with prior years any audit adjusting entries will
be recorded and included in the City's Comprehensive Annual Financial Report, to be presented
later this year. Based on the completion of four quarters of the year the report will include
analysis of significant trends and variances between budgets and actual expenditures. Final
Budget changes requiring City Council action are provided.

STAFF RECOMMENDATION: Receive the reports as authorized by Section 41004 of the
California Government Code; and approve the Budget Change.

6. PUBLIC HEARINGS
6.1 Introduction of Ordinance Establishing Bus Stops on Dublin Boulevard and Adoption of
Resolution Approving Second Amendment to the Bus Shelter Encroachment and
Maintenance Agreement with Livermore Amador Valley Transit Authority (LAVTA)
The City Council will consider introducing an ordinance amending the Dublin Traffic Code to
establish bus stops on Dublin Boulevard at the Fallon Gateway shopping center. The City of
Dublin and Livermore Amador Valley Transit Authority (LAVTA) entered into an agreement in
November 2009 that defined the encroachment and maintenance responsibilities for both parties
in operating and maintaining bus stops and bus shelters within the City of Dublin. The City
Council will also consider approving an amendment to the agreement to add the proposed bus
stop locations and to authorize the City Manager and Executive Director of LAVTA to make
certain amendments to Exhibit A of the Agreement without City Council approval.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive the reading, and
INTRODUCE an Ordinance amending the Dublin Traffic Code establishing bus stops on Dublin
Boulevard; and adopt Resolution approving Second Amendment to the Bus Shelter Encroachment
and Maintenance Agreement between the Livermore Amador Valley Transit Authority and the City
of Dublin.

8. NEW BUSINESS
S.1 Site 16A Eastern Dublin Specific Plan and General Plan Amendment Study
The City Council will consider whether to initiate a General Plan and Eastern Dublin Specific
Plan Amendment Study to change both the General Plan and Eastern Dublin Specific Plan land
use designations for a 14.32 acre parcel at the southwest corner of Dublin Boulevard and
Hacienda Drive from Campus Office to General Commercial/Campus Office.
STAFF RECOMMENDATION: Adopt Resolution approving the initiation of a General Plan
and Eastern Dublin Specific Plan Amendment Study to change the land use designations for a
14.32 acre parcel at the southwest corner of Dublin Boulevard and Hacienda Drive from Campus
Office to General Commercial/Campus Office; OR adopt Resolution denying the initiation of a
General Plan and Eastern Dublin Specific Plan Amendment Study to change the land use
designations for a 14.32 acre parcel at the southwest corner of Dublin Boulevard and Hacienda
Drive from Campus Office to General Commercial/Campus Office.
8.2 Fiscal Year 2012-2013 Community Development Block Grant (CDBG) and
Community Support Grant Programs .
The City Council will consider administrative changes related to the Fiscal Year 2012-2013
Community Development Block Grant (CDBG) and Community Support Grant Programs,
including the establishment of a streamlined grant program name. Additionally, the Mayor will
appointment two City Councilmembers to the CDBG and Community Support Grant Program
Subcommittee.
STAFF RECOMMENDATION: Staff requests direction from the City Council on: (1) the
proposed calendar; (2) formalization of a streamlined grant program name; (3) requirements for
mandatory applicant attendance at a community meeting; and (4) establishment of minimum and
maximum for all grant requests. Staff further requests that the Mayor appoint two City
Councilmembers to the CDBG and Community Support Grant Program Subcommittee for the
Fiscal Year 2012-2013 grant cycle.

8.3 Promenade KB Home/Charter Properties General Plan and Eastern Dublin Specific Plan
Amendment Study Initiation Request PLPA-2011-00035 (420-30)
The City Council will consider a request to initiate a General Plan and Eastern Dublin Specific
Plan Amendment Study to evaluate a proposal to change the General Plan and Eastern Dublin
Specific Plan land use designation of 5.7 acres ("Study Area") from Public/Semi-Public and
Neighborhood Commercial to Medium/High-Density Residential. The proposed land use
amendment would allow a residential density of 14.1 to 25.0 dwelling units per acre. The Study
Area is located on the south side of Central Parkway between Chancery Lane and Grafton Street
and on the west side of Grafton Street, north of Finnian Way and the Devaney Neighborhood
Square within the area known as the Promenade.
STAFF RECOMMENDATION: Adopt Resolution approving the initiation of a General Plan
and Eastern Dublin Specific Plan Amendment Study to evaluate a proposal to change the land use
designation of 5.7 acres on the south side of Central Parkway between Chancery Lane and Grafton
Street from Public/Semi-Public and Neighborhood Commercial to Medium/High-Density
